China’s economy steps into the globalization, and be recognized as the "world factory". Meanwhile, China’s higher engineering education is facing dual challenges of industry globalization and engineering education globalization. This paper analyzed the current situation and existing problems of higher engineering education in China, and then proposes reasonable countermeasures for enhancing the development of China’s higher engineering education and the international competitiveness of its industry.

The author analyzes the conceptions of ontological nihilism in the works of S. Kierkegaard, F. Nietzsche, M. Heidegger, E. Jünger. On the basis of this analysis, violence is defined as a manifestation of nihilism, of the “will to nothingness” and hypertrophy of the self-will of man. The article demonstrates the importance of the problem of nihilism. The nihilistic thinking of modern man is expressed in the attitude toward a radical transformation of the world from the position of his “absolute” righteousness. The paradox of the current situation is that there is the reverse side of this transformative activity, when there is only the appearance of action and the dilution of responsibility. Confidence in the rightness of own views and beliefs increases the risk of the violent imposition of own vision of reality. Historical and philosophical reconstruction of the conceptions of nihilism allowed to reveal the following projects of its comprehension and resolution: (1) the project of “positing of values,” which consists in the transformation of the evaluation, which is understood as another perspective of positing values, leading to the affirmation of being; (2) the project of overcoming nihilism from the space of temporality, carried out through the resoluteness to accept the historicity of own existence; (3) the project of overcoming nihilism as the oblivion of being from the spatial perspective of the “line,” allowing to realize the “glimpse” of being. The author concludes that it is impossible to solve the problem of violence and its various forms of its manifestation without overcoming “ontological nihilism.” Significant role in solving the problem of ontological violence is assigned to philosophy as a critical and responsible form of thinking, which is capable to help a person to bear the burden of the world, to provide meanings and affirm being, as well as to unite people and resist the fundamentalist claims of exclusivity and rightness.

Based on the current of higher engineering education, analyzing the barriers of the development, pointing out the deficiencies of China's higher engineering education in the training mode, afterwards, concluding the higher engineering education reform is imperative. In order to solve the existing problems and response training requirements in higher engineering education, learning from the experience of overseas development, particularly American mode and German mode as example. “a body with two wings” new training model is proposed. Moreover, it can solve the contradiction effectively. The mode can be applied to and will bring practical guiding significance for the development of higher engineering education. It can provide some reference value for higher engineering education reform meanwhile.

At present, it is so prominent in the development of the petrochemical industry in China, and it is accompanied by petrochemical wastewater, which has become a big problem need to solve urgently.Because petrochemical wastewater mainly contains benzene-compound, organic matter, high salt wastewater and oil sewage, etc. They are very damaging and highly contaminated. The composition and properties of the petrochemical wastewater were introduced firstly, the current situation of petrochemical wastewater treatment at home and abroad were reviewed in the study. Especially the development of petrochemical industry in sichuan was introduced. Based on the present situation and the existing problems, put forward some countermeasures and expect technique develop direction in the future.

With fanfare befitting the arrival of a god of the Western material world, U.S. President Bill Clinton toured Southern Africa imparting “words of wisdom” along the way. His aim, we were told, was to see that the United States becomes Africa’s “true partner.” The reason being, according to Clinton, “[a]s Africa grows strong, America grows stronger ... Yes, Africa needs the world, but more than ever it is equally true that the world needs Africa.” To this end, the United States would pursue a mix of political and economic policies that included the African Crisis Response Initiative and the Africa Growth and Opportunity Act, both designed to foster “stability” and “prosperity” on the continent. Lofty goals, to be sure, but ends whose means are badly in need of interrogation. This article does just that: To wit, does Clinton, on behalf of U.S. policymakers, mean what he says? If so, in naming “peace” and “prosperity,” can he make them? Put differently, does the Clinton administration have the power to introduce order where there was chaos? Or will it only compound existing problems and visit new ones upon those who had few to begin with?
