Network and related network technology limit the traditional online teaching activities, making teaching activities only limited to asynchronous teaching, limiting the advantages of real-time, interactive, and vivid online teaching. As a new online teaching network technology, streaming media technology can realize flexible and efficient two-way communication between teachers and students, simulate virtual face-to-face teaching environment, and produce enough emotional resonance for both sides in the corresponding time and space. In view of the poor communication quality and flexibility of current streaming media technology, this paper will build a selective streaming media online teaching architecture based on animation media service platform. The system innovatively uses DXSDK filtering technology to realize real-time audio acquisition and filtering processing and solves the communication quality problem of streaming media online teaching. Aiming at the flexibility of streaming media online teaching, the system adds online auxiliary teaching function, which can realize online text communication, file information management, and learning tracking interaction between teaching and learning. The experimental part is applied to the online teaching activities of a training institution. From the experimental results, the stability and flexibility of the system are greatly improved within a certain range of users, which has obvious practical value. It has high stability and application value.

In this paper, the real-time EtherCAT technology is introduced in detail, which including operating principle, communication protocol and the superiority performance of EtherCAT i.e. synchronicity, simultaneousness and high speed. To show how to design a slave system that considering the characteristics of application, the method of developing systems based no EtherCAT technology are proposed. Finally, a data acquisition system based on EtherCAT technology is designed. Application of EtherCAT technology can improve the real-time characteristics of data communication in wind power system.

In the wireless network environment, a large number of applications based on cell phone have emerged. But it has appeared some problems such as large amount of data and limited bandwidth and higher quality transmission in the mobile streaming media data transmission. To solve these problems, this paper designs a bandwidth adaptive streaming media real-time synchronization algorithm. Algorithm firstly analysis the state of the network, and then through real-time increase or decrease the factor method to effectively adjust the code flow rate, thus improve the QoS of streaming in transmission; to meet the learners' online learning, for subsequent teaching and interaction provides a good technical support.

Information is a valuable commodity, but only if it is shared. Through diversified technologies, the dissemination of information has been made possible for a number of government organizations around the world, but for some, developing efficient and effective e-government systems poses a variety of unique challenges. Key demographic and economic variables, such as income, education, language, human resources and lack of appropriate products and robust regulatory frameworks for information and communication technologies (ICTs) drive the policy questions surrounding electronic commerce in government operations. These variables are important because they are the most likely to have a differential impact on the consequences of delivering new and progressive ICTs to various segments in developing countries. Described and discussed are the advantages and limitations of streaming media technology, a form of new ICT, and the comparative benefits it has in both developing and developed countries. Indian and Northern Affairs Canada (INAC) serves as a point of reference, as for the role and impact ICT-specifically streaming media–can play-within a government sector. With limited resources,INAC, a Canadian federal government department, has improved access to information and enhanced communication by successfully executing streaming media technology in-house. The implementation of streaming media technology at INAC has resulted in a fundamental transformation in the nature of information and communication exchange within the organization.

In China, closed caption is the latest technology standard separating the caption from the image. In current digital television system, it is an urgent issue to be resolved that how to implement the real-time transmission of closed caption with its host video. This paper proposed a kind of closed caption and its representation method. It also designed a closed caption data structure based on XML and provided a solution about how to package XML file and XML Schema file into MXF files.
