The water resources is the necessary of human life and production, and also the main biological survival factors. In this paper, the Minqin basin water resources utilization, in Shiyang river basin.Minqin basin is one of the most serious areas, in China, the development and utilization of water resources angelica knot, the contradiction of the water and the ecological environment problems. Development and utilization of regional water more than its carrying capacity serious.Support the development of oasis and improve the ecological environment problems in Minqin basin, system analysis for the reasonable exploitation and utilization of groundwater need guarantee of rational use of water resources, and sustainable economic development and ecological environment of the benign circulation.

Through identifying the exploitation and utilization of water resources system, this paper establishes an improved fuzzy pattern recognition model by combining fuzzy matter-element model with the improved entropy evaluation method and sets up the comprehensive evaluation index system which includes 3 layers and 10 indicators from two aspects: water utilization efficiency and water ecological environment. The proposed model and evaluation index system are applied to evaluate the comprehensive exploitation-utilization grade in Shandong Province. Results show that the exploitation-utilization of water resources and water ecological environment are not balanced in Shandong province, this indicates that the growth of ecological benefits and the protection of water ecological environment are ignored in the process of water resources exploitation-utilization.

Abstract Water resources development and utilization (WRDU) is an important way for humans to utilize natural resources, and has a deep effect on ecological environments. Flat topography, groundwater dependence and a high proportion of agricultural water are the main features of WRDU in Sanjiang Plain. Due to large-scale development in the last 60 years, the ecological environment of Sanjiang Plain has changed significantly. In order to identify the eco-environmental problems and make regional ecological environment and water resources sustainable, trend and correlation analyses were performed to analyze the eco-environmental effects of WRDU from the aspects of water resources, land resources, vegetation and climate. The results show that the regional eco-environmental effects caused by WRDU in Sanjiang Plain are significant. The quantity and quality of groundwater resources and the social and ecological functions of land resources are significantly affected by the regional development and utilization of water resources, while the effect of surface water resources is not obvious. The changes of vegetation and climate are also significant, but the response mechanism to WRDU requires further study. With the changes of extent, pattern and degree of surface water utilization in Sanjiang Plain, the effect of surface water resources is becoming more and more prominent.

In order to evaluate regional water resources sustainable utilization, Twenty-six indexes evaluating system is established. On the basis of the fuzzy matter-element analysis and combined with the concept of Euclid approach degree. Through calculating entropy and euclid approach degree between the fuzzy matter-element and the standard (the best) fuzzy matter-element, it can achieves to development and utilization phase of regional water resources and its optimum order in Yinchuan city.

Because of the Lack of water resources and the increasing water quantity used in living and production, the water resources are becoming the restrictive factor of regional economic and social development in in Manas river basin. The exploitation and utilization of conventional water resources has reached more than 95% in the basin,it caused great attention that the development and utilization of non-conventional water resources for agricultural development and ecological environment construction. At present, the exploitation and utilization of the non-conventional water resources(shallow underground salt water,saline water) for agriculture and forestry has become more and more widespread and in-depth. because of the lack of scientific instruction and reasonable exploitation, which not only caused water level falling, leading to degradation of the brittle natural entironment, but also caused SBHCSS and the decline in productivity. With the analysis of the non-conventional water resources actual exploitation and utilization, under the scientific development concept, the aryicle puts forward the sustained strategies of non-conventional underground water resources (salt water, saline water) reasonable exploitation and the irrigation return flow reuse efficient exploitation which is used for ecological restoration and reconstruction.

The evaluation index system of water resources sustainable utilization was constructed according to the actual situation of water resources development and utilization in Huaibei City, using the matter element analysis method, analyzed water resources sustainable utilization. The results showed that water resources sustainable utilization status were significantly different in different areas of Huaibei City. The potential of water resources development and utilization was great in Suixi County. The water resources developments of Duji District and Lieshan District have a considerable scale, but there were still some potential for the development and utilization. The degree of water resources utilization was large and water resources carrying capacity was saturated in Xiangshan District. The evaluation result showed that using the matter element analysis method in comprehensive evaluation of water resources development and utilization was feasible.

The multi-objective decision methodology is employed to identify the water resources sustainable utilization (WRSU) mode in Dianchi basin, Kunming. The regional water resources development and utilization is treated as a continuous process for a long-term span. a multi-objective decision model of WRSU is established, which pursues the main objectives including economic growth, environmental improvement and social development and subjects them to the carrying capacity of water resources and the dependant relation of economic, environmental and social development on water resources. The time-varying dynamic evolution characteristics of the trade-off rate between the objectives are analyzed according to decision-makers’ different preference structures during the process of water resources utilization. In the light of Dianchi basin reality, the preferred program of WRSU in the basin is obtained and the coordination between the objectives of WRSU is revealed. A feasible and valid approach is proposed for the sustainability identification and appraisal of water resources utilization.
