The evaluation index system of water resources sustainable utilization was constructed according to the actual situation of water resources development and utilization in Huaibei City, using the matter element analysis method, analyzed water resources sustainable utilization. The results showed that water resources sustainable utilization status were significantly different in different areas of Huaibei City. The potential of water resources development and utilization was great in Suixi County. The water resources developments of Duji District and Lieshan District have a considerable scale, but there were still some potential for the development and utilization. The degree of water resources utilization was large and water resources carrying capacity was saturated in Xiangshan District. The evaluation result showed that using the matter element analysis method in comprehensive evaluation of water resources development and utilization was feasible.

In order to evaluate regional water resources sustainable utilization, Twenty-six indexes evaluating system is established. On the basis of the fuzzy matter-element analysis and combined with the concept of Euclid approach degree. Through calculating entropy and euclid approach degree between the fuzzy matter-element and the standard (the best) fuzzy matter-element, it can achieves to development and utilization phase of regional water resources and its optimum order in Yinchuan city.

Due to historical reasons,geographic and climate conditions, water ecological environment is fragile and water resources development has badly lagged behind the requirements of social and economic development in western regions of China.The study analyzes natural geographic conditions, climate conditions, water resources distribution, and points out the development endowment of water resources is poor. Then the study deep dives into the problems existing in water resources development from the view of the sustainable utilization of water resources, and indicates that the government should play the leading role and strengthen cooperation with market and public affairs organizations. At last, the study offers some suggestions to realize the sustainable utilization of water resources. It is essential to improve water conservation legal system, and perfect management system which is the combination of valley management with district management, clear water rights, and establish water right transfer system. Public affairs organizations should strengthen the supervision of governments and enterprises, actively influence government decision-making process, and mobilize all social forces to participate in the development and sustainable utilization of water resources.

Evaluation of regional water resources sustainable utilization provides a scientific basis for further water resources utilization and social economic sustainable development. How to use a scientific and rational evaluation index system to analyze the sustainable of water resources becomes particularly important .Based on the theory of sustainable development,This paper mainly studied on the case of Ningxia located in the western China. By using the method of fuzzy comprehensive evaluation and basing on the historical data of 5 years, The calculation of comprehensive evaluation matrix is established and the dynamic trend of Ningxia water resource sustainable utilization is evaluated for 2005-2009, and forecasted in 2015as well.
