In order to evaluate regional water resources sustainable utilization, Twenty-six indexes evaluating system is established. On the basis of the fuzzy matter-element analysis and combined with the concept of Euclid approach degree. Through calculating entropy and euclid approach degree between the fuzzy matter-element and the standard (the best) fuzzy matter-element, it can achieves to development and utilization phase of regional water resources and its optimum order in Yinchuan city.

The evaluation index system of water resources sustainable utilization was constructed according to the actual situation of water resources development and utilization in Huaibei City, using the matter element analysis method, analyzed water resources sustainable utilization. The results showed that water resources sustainable utilization status were significantly different in different areas of Huaibei City. The potential of water resources development and utilization was great in Suixi County. The water resources developments of Duji District and Lieshan District have a considerable scale, but there were still some potential for the development and utilization. The degree of water resources utilization was large and water resources carrying capacity was saturated in Xiangshan District. The evaluation result showed that using the matter element analysis method in comprehensive evaluation of water resources development and utilization was feasible.

Water footprint theory and method was used to estimate the water footprint of Changsha City in 2009-2012. Based on the estimate of the regional water footprint structure, efficiency indicators of regional water footprint, indicators of water resources sustainable utilization, the water resources utilization status and sustainability was analyzed in Changsha. The results showed that the water footprint and water self-sufficiency rate of Changsha City remained relatively stable in 2009-2012. There not the presence of external dependence of water resources. However, due to the acute annual changes in water resources, Changsha City is still in the imbalance risk of water supply and demand.

The multi-objective decision methodology is employed to identify the water resources sustainable utilization (WRSU) mode in Dianchi basin, Kunming. The regional water resources development and utilization is treated as a continuous process for a long-term span. a multi-objective decision model of WRSU is established, which pursues the main objectives including economic growth, environmental improvement and social development and subjects them to the carrying capacity of water resources and the dependant relation of economic, environmental and social development on water resources. The time-varying dynamic evolution characteristics of the trade-off rate between the objectives are analyzed according to decision-makers’ different preference structures during the process of water resources utilization. In the light of Dianchi basin reality, the preferred program of WRSU in the basin is obtained and the coordination between the objectives of WRSU is revealed. A feasible and valid approach is proposed for the sustainability identification and appraisal of water resources utilization.

In order to make the coal exploitation to the healthy and sustainable development, the reasonable deployment of development of coal resources insist on shutting down before the integration, with the principle of the big merging into the small and the inferior merging into the superior. Coordinating to Hongfa coal mine and Luda coal mines In Ding Qi town. By integrating, it can achieve the goal of coal mine safety production and optimization of coal resources, and also can solve some problems left over by history. Through the analysis of local water resources development and utilization, we adopt the method of rainfall to inquire runoff volume and the frequency analysis to reason the results. The results show that either status quo of the level year or planning level years, Ma Daozi village gulley can completely meet the requirements of project for water, Water intake of water is reliable and the impact is not big to regional water resources.
