From the view of Complexity Science Management (CSM), value orientation was analyzed as the contradiction between industrial heritage conservation and city development, and then the value of industrial heritage conservation is reacquainted with CSM Neo resource theory, the development of protection force is guided with interaction theory, the processes of industry heritage conservation and city development are understood and restructured with disorderorder theory, so the coordinated development of industrial heritage protection and city of our country is promoted on CSM integratism.

This paper presents a framework of introducing GIS technology to record and analyse cultural heritages in continuous spatial scales. The research team is developing a systematic approach to support heritage conservation research and practice on historical buildings, courtyards, historical towns, and archaeological sites ad landscapes. These studies are conducted not only from the property or site scales, but also investigated from their contexts in setting as well as regional scales. From these continues scales, authenticity and integrity of a heritage can be interpreted from a broader spatial and temporal context, in which GIS would contribute through database, spatial analysis, and visualization. The case study is the construction of a information indexing framework of Dagu Dock industrial heritage to integrate physical buildings, courtyards, natural settings as well as their intangible characteristics which are affiliated to the physical heritage properties and presented through historical, social and culture semantics. The paper illustrates methodology and content of recording physical and social/cultural semantics of culture heritages on different scales as well as connection between different levels of database.

Through the analysis of historical and cultural blocks protection of the China FAW, this article puts forward the shift from the building to the blocks about the industrial heritage protection in the new period, thinks the protection category of industrial heritage should be expanded moderately and pays attention to the life authenticity protection. This paper lays stress on the collection of industrial heritage historical information to form the urban culture resources characteristic and also on the industrial tourism in the development of cities, then embodies the thinking of the industrial city value in the field of industrial heritage. Finally, the paper presents the urban industrial heritage as a resource should be carried on the overall evaluation and reservation, should be established the related planning systematically and should be protected, developed and utilized reasonably.

" Science and technology with law " is the world's environmental protection experiences lessons. Our country's current environmental protection law has been unable to effectively solve the increasingly serious environmental problems.The environmental protection law " dualism " ,which claiming that economic development and environment protection coordinated development ,is the shield of environmental pollution and waste of resources . Cross-regional city construction is not only the inevitable trend of urbanization development in China, It is also an important way to improve the comprehensive competitive power of urban economy.
