State legitimacy and effectiveness can be observed in the state’s approach to delivering welfare to citizens, thus mitigating social grievances and avoiding conflicts. Social security systems in the Maghreb countries are relatively similar in their architecture and aim to provide social insurance to all the workers in the labor market. However, they suffer from the same main problem: a low rate of enrollment of workers. Many workers (employees and self-employed) work informally without any social security coverage. The issue of whether informal jobs are chosen voluntarily by workers or as a strategy of last resort is controversial. Many authors recognize that the informal sector is heterogeneous and assume that it is made up of (1) workers who voluntarily choose it, and (2) others who are pushed into it because of entry barriers to the formal sector. The former assumption tells us much about state legitimacy/attractiveness, and the latter is used to inform state effectiveness in delivering welfare. Using the Sahwa survey and discrete choice models, this article confirms the heterogeneity of the informal labor market in three Maghreb countries: Algeria, Morocco, and Tunisia. Furthermore, this article highlights the profiles of workers who voluntarily choose informality, an aspect that is missing from previous studies. Finally, this article proposes policy recommendations in order to extend social security to informal workers and to include them in the formal labor market.

Experience with urban social protection programmes is relatively limited in the Global South. Extensions or duplicates of rural social assistance programmes do not reflect the distinct vulnerabilities of the urban poor, who face higher living costs and more precarious employment, and are not reached by social insurance schemes that are designed for formally employed workers. Neither the Sustainable Development Goals nor the New Urban Agenda reflect a specific focus on urban social protection. COVID-19 has exposed this major gap in coverage, given the disproportionate impact of lockdowns on the livelihoods of the urban poor. To ‘build back better’ post COVID-19, we propose rights-based national social protection systems with two components: categorical social assistance for non-working vulnerable groups (children, older persons, persons with disability) and universal social insurance for all working adults (formal, informal or self-employed), financed out of general revenues rather than mandatory contributions by employees and employers. These ideas are explored in the case of South Africa, which has comprehensive social assistance but inadequate social insurance for urban informal workers.

Voluntary social insurance is the type of social insurance that an employee voluntarily participates in, it is allowed the employee to choose the payment rate and method of payment in accordance with his/her income, based on the general regulations of the State. Accordingly, this is an additional form of compulsory social insurance in the context of not implementing compulsory social insurance for all employees. This is an opportunity for employees to have an additional means of ensuring their financial condition against risks and incidents in life. However, the actual results indicate that the number of voluntary social insurance participants has increased rapidly but is not commensurate with its potential. This study aims to examine the effects of perceptions of benefits and perceptions of risk on attitudes towards voluntary social insurance based on a survey conducted on 245 workers in the informal sectors in Hanoi. The research results show that, as expected and consistent with previous studies, the attitude towards participating in social insurance is actually influenced by the participants' perception of benefits and risks. Accordingly, it is necessary to focus on increasing these perceptions for employees as the solutions to change attitudes with voluntary social insurance. This will promote the intention and behavior of employees to participate in social insurance in the informal sector, thereby contribute to ensure social security.

Most African countries implemented measures to contain the spread of COVID-19 during 2020, such as restrictions on business activity and travel, school closures and stay-at-home lockdowns for several months. These restrictive policies had adverse economic and social consequences that triggered a follow-up wave of expansionist public interventions intended to mitigate these effects. ‘Shock-responsive’ social protection measures included increased benefits to existing beneficiaries (vertical expansion) and registration of new beneficiaries on existing programmes (horizontal expansion). These approaches had the advantages of being quick and administratively simple, but the disadvantage of bypassing people who were made most vulnerable by COVID-19, notably retrenched and informal workers with no access to social insurance. On the other hand, setting up new humanitarian relief or temporary social assistance programmes was slow and susceptible to targeting errors and corruption. COVID-19 also prompted a reassessment of the social contract regarding social protection, with some governments recognising that they need to become better coordinated, more inclusive and rights-based.

Abstract The expansion of social pensions in Latin America was part of a larger process aimed at extending protections to informal workers and other individuals not covered by social insurance. These reforms were enacted by governments of different colours, and varied considerably with regard to the scope of the new programmes. While previous comparative studies have privileged economic factors and electoral dynamics to explain these differences, this article extends these frameworks to incorporate the interplay between contentious and institutional politics. It uses a two-step qualitative comparative analysis to investigate the long-term effect of protests on reforms extending the coverage of social pensions under different constellations of political, economic and institutional conditions in 18 Latin American countries (2000-2011). The results show that protest was present in almost all configurations of expansion, but that its effect was contingent on the ideology of governments, the levels of political competition and the strength of unions.

Artikkelissa tarkastellaan nollapersoonaisen modaaliverbirakenteen käyttöä direktiivinä (esim. tämä hakemus pitäs vielä täyttää). Aineistona on 11,5 tuntia Kansaneläkelaitoksen eli Kelan toimistoissa videolle tallennettuja aitoja asiakaspalvelutilanteita, 131 yksittäistä tilannetta. Aineistossa esiintyvät neljä virkailijaa ovat noin 30-vuotiaita; asiakkaiden ikä vaihtelee noin 18 ja 80 vuoden välillä. Analyysi osoittaa, että nollapersoonan referenssi on ainakin muodollisesti avoin ja Kelan tilanteissa se usein kattaa sekä paikalla olevan asiakkaan että muut samassa tilanteessa olevat ihmiset. Siten nollapersoonalla ilmaistaan eksplisiittisesti, että kaikkia kohdellaan samoin säännöin eikä asiakkaalta vaadita mitään poikkeuksellista. Se ikään kuin perustelee itse itsensä. Modaaliverbi (esim. kannattaa, pitää, täytyä, voida) puolestaan tuo lausumaan jonkin keskustelun ulkoisen velvoitteen. Aineistossa nollapersoonaisia modaaliverbidirektiivejä käytetään usein silloin, kun virkailija ei käsittele itsestään selvänä, että asiakas tulee noudattamaan saamaansa direktiiviä, vaan direktiiviin liittyy epävarmuustekijöitä. Näitä ovat arkaluonteisuus, erilinjaisuus, toiminnon aiheuttama vaiva tai toiminnon uutuus vuorovaikutustilanteessa. Nollapersoonainen modaaliverbidirektiivi ottaa hienovaraisesti huomioon toimintoon liittyvät epävarmuustekijät mutta osoittaa silti toiminnon olevan tilanteessa tarpeellinen. Nollapersoonalausumia verrataan artikkelissa toiseen direktiivityyppiin, 2. persoonan modaaliverbilausumiin (esim. tää sun pitäs kuitenki täyttää vielä). Niissäkin modaaliverbi välittää tilanteen ulkopuolelta tulevan käskyn, mutta lausuma rajataan koskemaan ainoastaan yhtä asiakasta ja hänen velvollisuutensa tehdään näkyviksi. 2. persoonan modaaliverbidirektiiveillä annetaan yleensä lisäohjeita jo meneillään olevassa prosessissa tai toistetaan jokin jo annettu direktiivi. Lisäksi niitä käytetään yleensä vain silloin, kun asiakas on virkailijaa nuorempi, kun taas nollapersoonadirektiivejä esitetään kaikenikäisille asiakkaille.   Zero-person subjects and modal verbs in directives: a study of employees at the Social Insurance Institution of Finland  The article analyses the directive use of a Finnish zero person + modal verb construction, e.g. tämä hakemus pitäs vielä täyttää (‘one should fill in this application form’). The data comprises 11.5 hours of service encounters videotaped at the offices of the Social Insurance Institution of Finland (in Finnish: Kansaneläkelaitos = Kela), 131 encounters in total. The four employees in these encounters are all in their thirties, while their clients are between 18–80 years of age. The referent of a zero-person construction is formally open, and in the service encounters analysed here its referent is often not only the client but anyone else who finds themselves in a similar situation. Therefore, the zero person explicitly expresses the notion that all clients are treated in an equal manner. The modal verb (e.g. pitää, täytyä ‘must, have to, should’; voida ‘be able to’; kannattaa ‘be worthwhile’) denotes an obligation that comes from outside the situation at hand. The analysis of the data indicates that a zero person + modal verb construction is often used when the directive involves contingencies, such as delicacy, disalignment, imposition, or a previously undiscussed action. The zero person + modal verb construction displays the speaker’s orientation towards contingencies but also indicates the necessity of the action in question. The zero-person construction stands in contrast to another directive construction, that of the 2nd-person subject + modal verb (e.g. tää sun pitäs kuitenki täyttää vielä ‘you should still fill in this one’). The modal verb conveys an external obligation, but the 2nd-person pronoun refers to one sole person and makes explicit his/her responsibilities. This construction is mainly used when reformulating a previous directive or giving additional advice. Moreover, it is usually only used when addressing younger clients, whereas the zero-person construction is suitable to clients of all ages.
