<p>The study has been devoted to showing the relationship between legal security and financial security at the local government level. To this end, firstly some consideration has been given to determining the meaning of the terms “security” and “financial security” from the point of view of the state and local government. In addition, it has been shown that financial security is inextricably linked to the financial power enjoyed by the state, specifically by the bodies acting in its name and on its behalf. The power resulting from this is the financial power of local government units, which is enjoyed by such units although to a limited extent. However, it has been found that even this scope of legal regulations limiting the possibilities of authoritative financial activities of local government bodies is of key importance from the security viewpoint of local communities.</p>

Introduction. The operation of commercial banks (CB) must be safe. The lack of an effective system of financial security CB (FSCB) causes instability of banking, increasing shadowing of rela-tions in the banking sector, makes impossible for the CB to properly perform its functional purpose, negatively affects the real sector of the national economy and life in any country. Therefore, the formation of this system should be given daily attention of scientists and practitioners, government agencies, market regulators of banking services and self-regulatory organizations and CB. It is important to justify the impact of liquidity on the FSCB, which should find a prominent place in the Comprehensive program of the FSCB. The purpose of the article is to determine the directions of increasing the role of CB liquidity in providing the FSCB in the development of the Comprehensive program for the provision of the FSCB. Results. The article highlights the essence of the FSCB and its varieties, as well as ways to increase the role of liquidity of banking institutions in providing the FSCB in the development of a Comprehensive program to provide the FSCB. Conclusions. Methods of analogies, decomposition and generalization, expert assessments, situational and logical analysis, conceptual modeling are used.

In the article the questions of ensuring the financial security of a commercial bank subject to its developed indicators at domestic, national and international levels and of minor, significant and destructive threats are investigated. The limits of the indicators are proposed as well as the calculation of the total and the aggregated indexes of threats, the identification of financial losses and determination of efficiency ensure of the financial security of the bank, taking into account the precautionary and operational activities.

Countercyclical fiscal regulation can mitigate economic risk, but this is bound to increase the scale of local government debt during an economic downturn, and then spread risk to the banking sector, forming potential financial instability factors. We extracted the three most important variables in this process: economic fluctuation, local debt risk and bank risk-taking to build an econometric model and found that: (1) both economic fluctuations and local government bond risks have a significant impact on bank risk-taking, which is negatively correlated with local economic growth, while the increase of local government bond risks tends to increase bank risk-taking in the long run; (2) the impact of local government debt risk significantly increases the loans of city commercial banks flowing into the construction industry. Therefore, the impact of local government bond risk on city commercial banks is concentrated in the impact on their construction loans. This study has an important reference value for timely and moderate countercyclical regulation, preventing local debt risk from spreading to banks, constructing a sustainable local government−bank ecology, and promoting sustainable economic development.

Ensuring financial security is a prerequisite for ensuring the liquidity and financial stability of commercial banks. Thus, the deepening of risks in the activities of banks negatively affects their liquidity and financial stability. The article identifies topical problems associated with ensuring the financial security of commercial banks of the Republic of Uzbekistan and developed scientific proposals aimed at solving these problems.

The authors of the paper present the results of their research in the structure of resources used to cover financial deficit of institutions of public finance sector on central and local level. The authors also evaluate the consequences triggered by application of different methods of financing. The aim of the paper is to analyse the reasons of low activity of local government units in obtaining financial resources directly from the capital market as compared to the State Treasury and commercial enterprises. By means of tools used in comparative analysis the authors juxtapose the most important parameters of primary and secondary markets of long-term debt securities issued by local government units, the State Treasury and commercial enterprises.
