Project managers (PMs) play a key role in the successful completion of construction projects. Therefore, PM competencies have been heavily investigated over the past few decades, often focusing on two types of skills: hard skills, including technical knowledge; and soft skills, including personal traits. This extensive body of knowledge was lacking the focus on PMs of transportation projects who work in a state highway agency (SHA). This research addresses this gap by developing a comprehensive competency assessment model tailored for SHA PMs. This research identified 55 PM essential competencies spanning five categories: project management knowledge and experience; leadership; SHA operational knowledge and experience; industry knowledge and experience; and cognitive/personal effectiveness. Also, by collecting extensive data from 90 PMs, this research developed a mathematical model to compute competency weights for differentiating exceptional and average PMs. The weights were then used to create a comprehensive score that can assess PM competencies as an overall percentage. This score was benchmarked using the collected data to distinguish between exceptional and average PMs. To effectively communicate the research findings to industry practitioners, a computer-based tool was created. This tool assists SHAs and their PMs in assessing competencies, and identifies training needs to improve overall PM performance and skill sets. The tool was tested and validated by five Wisconsin Department of Transportation PM supervisors, all of whom acclaimed its accuracy and potential value.

This driver behavior assessment model discusses the expertise of public transport drivers based on the national Work Qualification with graduate competency standards (SKL). Graduate competency standards have parameters, namely competence, competency elements and graduation indicators. From these three parameters, the competency unit is abbreviated as UK, the competency element is abbreviated as EK, and the graduation indicator is abbreviated as IK. Assessment of the first competency unit is upon attitudes and values, the second competency unit is upon the ability in the field of work, the third competency unit isupon the area of ​​knowledge mastered and the fourth competency unit is upon the rights and responsibilities. The first competency unit has 6 competency elements and 6 graduation indicators, the second competency unit has 27 competency elements and 41 graduation indicators, the third competency unit has 6 competencies and 11 graduation indicators, the fourth competency unit has 2 competency elements and 4 graduation indicators. The first unit is abbreviated as UK1, the first competency element is abbreviated as EK1, while for the first indicator of graduation is abbreviated as IK1. The combination of UK1, EK1 and IK1 becomes UK1EK1. The combination of the first competency unit becomes the first competency element and combined to become the first graduation indicator then becomes UK1IK1, and so do the next competency unit up to the fourth competency unit. The completion stages of this discussion is carried out in four steps, namely problem identification, model design, implementation and system evaluation. The calculation process uses Analytic Hierarchy Process (AHP).

This developmental research aimed to (1) produce an attitude competency assessment model that is standardized based on the teachings of Ki Hadjar Dewantara, (2) Determine the attitude competency assessment indicators in elementary and secondary schools, and (3) Determine the tendency of attitude competency of students in elementary and secondary schools. This research was a type of developmental research. The research was carried out in three provinces in Indonesia, namely DIY (Special Region of Yogyakarta), Central Java, and South Sulawesi. This research conducted in three stages: pre-development, instrument development, and instrument testing. The subject of this study was 497 students in elementary and secondary schools. Content validity was analyzed using the Aiken Index, and construct validity was analyzed using exploratory factor analysis. The findings are (1) the compilation of affective attitude competency assessment models that are standardized based on the teaching of Ki Hadjar Dewantara to realize noble character students. This research has succeeded in establishing attitude competency assessment indicators in elementary and secondary schools, including 6 indicators. (3) The tendency of Ngandel (trust) attitude to students in the subject trial included in the High category, Kendel (brave) Aspect included in the High category, Bandel (naughty) aspects included in the medium category, and Kandel aspect included in the High category.

Introduction:the article is devoted to modern methods of learning outcomes assessment. As the authors of the article show, recently the evaluation of learning outcomes is inextricably linked with the quality of education provided by an educational institution. It is noted that today there is no single interpretation of the concept “quality of education”. Due to the introduction of a competence-based approach, graduates now form not just a certain amount of knowledge and skills, but the ability to use it, to apply the experience gained in practice, so modern assessment should be fundamentally new and different from traditional methods.Materials and methods:the article identifies the features of the competency assessment system. The basic provisions of the assessment methodology were established and on their basis we identified the components of the model model of the automated assessment of professional competencies. Identified principles for constructing a competency assessment modelResults:the article analyzes the existing modern assessment tools. Among them, the methods characteristic of the authentic approach were singled out, as well as the advantages of using the electronic platform Moodle for the evaluation procedure. A new system for assessing the quality of the educational process, a point-rating system for evaluating the results of the work of the trainer, is being considered.Discussion and Conclusions: The article discusses existing tools and technologies for assessing learning outcomes, which have many advantages and their combined use makes it possible to simplify the assessment process as much as possible, to make it more convenient and intensive. The proposed recommendations for the evaluation of educational results favor not only the correct assessment of the results of the educational process, but also the ongoing monitoring of the development of professional competencies.

The article discusses the use of modern tools and technologies for assessing learning outcomes. ABSTRAKTujuan penulisan artikel ini yakni untuk mengetahui pertimbangan putusan Pengadilan Negeri Pelalawan Nomor 19.Pid.Sus.LH/2016/PN.Plw terhadap pelaku tindak pidana yang berkedudukan sebagai manager operasional yang di dakwa dengan perbuatan yang mengakibatkan kerusakan lingkungan hidup dan untuk mengetahui pertimbangan putusan Mahkamah Agung Nomor 2284 K/Pid.Sus.LH/2016 terhadap pelaku tindak pidana yang berkedudukan sebagai manager operasional yang di dakwa dengan perbuatan yang mengakibatkan kerusakan lingkungan hidup serta perbandingan antara keduanya. Metode penelitian ini penulis menggunakan metode penelitian hukum normatif atau yang dikenal dengan istilah legal research, yang menekankan pada studi dokumen kepustakaan yang berhubungan dengan permasalahan dan tujuan penelitian ini. Pendekatan yang digunakan yakni berupa pendekatan asas hukum dan perbandingan hukum. Kesimpulan berdasarkan penelitian ini penulis uraikan berupa perbandingan putusan Pengadilan Negeri Pelalawan dan Putusan Mahkamah Agung, bahwa terdapat Perbedaan pertimbangan hakim terkait unsur kesengajaan, unsur sarana dan prasarana pencegahan kebakaran hutan, Hakim Pengadilan Negeri Pelalawan berpendapat bahwa unsurnya tidak terbukti, sedangkan Hakim Mahkamah Agung berpendapat sebaliknya. Majelis Hakim Pengadilan Negeri Pelalawan baik ketua ataupun masing-masing anggota majelisnya tidak memiliki sertifikasi Hakim lingkungan hidup sebagaimana diatur Keputusan Mahakamah Agung Nomor 134/KMA/SK/IX/2011, tanggal 5 September 2011, tentang setifikasi Hakim Lingkungan Hidup. Sedangkan Hakim Mahkamah Agung telah memiliki sertifikat lingkungan sesuai yang dikehendaki oleh Keputusan Mahakamah Agung tersebut. Hal ini menjadi masukan penulis terkait penegasan model pertimbangan kompetensi hakim dalam mengadili perkara tindak pidana lingkungan hidup di Indonesia. LH / 2016 against executors of criminal acts who are domiciled as operational managers who are charged with the perpetrators who oppose environmental destruction and reverse the transition. This research method uses normative legal research methods or known as legal research, which are agreed upon in the study of library documents relating to the topic and purpose of this study. The advice used consists of legal principles and replaces law. The conclusion of this court involved a description of the decisions of the Pelalawan District Court and the Supreme Court Decision, which refers to court considerations relating to intentions, lack of facilities and infrastructure that can address forest fires, District Court Judges. The Panel of Judges of the Pelalawan District Court or their respective chairpersons did not have the certification of Environmental Judges agreeing to the Supreme Speech Decree Number 134 / KMA / SK / IX / 2011, dated September 5, 2011, concerning the certification of Environmental Judges. While the Chief Justice has an environmental certificate according to what is desired by the Supreme Court's Decision. This is an input that is proposed to affirm the judge's competency assessment model in judging cases of environmental crime in Indonesia.Keywords: decision; environmental crime; judge’s competency.
