During the last half-century, advances in crop production came from expansion in areas irrigated from more intensive application of fertilizers and crop protection chemicals, and from crop varieties that were more responsive to technical inputs and management. Advances in animal production came from genetic improvements and advances in animal nutrition. Differences among developed and developing countries in output per hectare and per worker have widened. If these gaps are to be narrowed agricultural research capacity in developing countries will have to be substantially strengthened.

Food production research in rangelands depends heavily on the National Agricultural Research System for its research and development outcomes. Future outcomes are uncertain as funding sources are limited and much of the expertise is entering the retirement phase without a succession plan. Private research investment has contributed to some extent but there remains a need for governments to continue to support those aspects that deliver public good or address market failure. This review considers the varying contexts in funding and research organisation globally while using Australia as a case study for more detailed analyses of trends in livestock production research capacity in the rangelands. The major concern expressed is that the availability of a well educated and trained workforce is uncertain and this may hamper rangelands from contributing sufficiently to global food security and national conservation goals.

Civil war and the hostilities which followed it in Cambodia from 1972 to 1979 resulted in a 20% reduction in the country's population and the near total destruction of its educational and agricultural research infrastructure. As if this were not enough, western governments embargoed humanitarian aid to Cambodia during its most critical period of need from 1981 until multiparty elections were held in 1993. During this period a handful of nongovernmental agencies helped the government begin rebuilding some of its agricultural production capacity. One NGO, together with its government counterparts, established the country's first research station for vegetable crops in 1985 at the request of the Ministry of Agriculture. The Kbal Koh Vegetable Crops Research Station was built and its staff received training from 1985 to 1987. The facility has continued its four-part mission with very limited outside funding and technical support since 1987. Numerous variety and seed production trials have been conducted at the station and in farmers' fields since 1985; practical training programs for agricultural technicians and students began in 1986 and today provide much of the salary and operating budget support for the station. Coinciding with the phase out of NGO assistance in 1995, their are great expectations for continuing support through the newly formed Cambodia–Laos–Vietnam vegetable production and research network, AVRDC, and the Asian Development Bank.

Abstract This chapter first outlines the rationale for and necessary components of strategies to transform agricultural research capacity in African countries. Thereafter, the discussion focuses on strategic approaches to the transformation of research and innovation capacity in tertiary agricultural education (TAE) through the development of graduate (i.e. master's and doctoral) programmes. Such developments form a strong argument for increasing universities' role in national agricultural innovation systems. The final section explores an effective division of labour between TAE institutions and national agricultural research institutes in the production of new technical advances driving agricultural development.
