The limited involvement of firms in financial markets and a rather low level of financial literacy and absence of high-quality use of financial services are currently recognized as a fundamental issue. Recent research confirms that economic prosperity, sustainable development and poverty reduction are determined by the increased availability and use of financial services. All these circumstances have led to the emergence of another long-term trend in the financial sector which we define the concept of financial inclusion. Modern vectors of financial system development (emergence of new financial instruments, spread of new business models in the financial market, artificial intelligence, development and implementation of digitalization strategy) trigger discussions on the essence and content of financial inclusion. The article provides an overview of its available interpretations, and it is concluded that the theoretical basis of the research has not been developed properly. The presented literature review of approaches to financial inclusion definition makes it possible to show its main attributes: financial products and services, characteristics, quality, channels, conditions for obtaining a basic set of financial services. The main conclusions of the author prove that the mentioned aspects are met by the existing and functioning financial and credit infrastructure in agriculture, but with the peculiarities connected with the specifics of the industry. The article attempts to study the possibilities of such an infrastructure from the perspective of financial inclusion. Some indicators characterizing the infrastructure for provision of financial services in the southern regions presented in the article confirm the potential and opportunities for the development of financial inclusion of agricultural producers. Additionally, the author substantiates the issue of physical availability of this infrastructure, since it is difficult to assess the financial inclusiveness of agricultural producers from the standpoint of its parameters due to the specifics of agricultural production and the influence of various factors on the activities of a particular firm. The following directions are identified as possible ones for the development of financial inclusion of agricultural producers: expansion of budget support, implementation of public private partnership projects, increase of financial literacy, development strategies, development of government programs and projects, and active use of digitalization opportunities.

Subject. This article analyzes the implementation of the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food. Objectives. The article aims to assess the measures of budget support for the agricultural sector of the Krasnodar Krai. Methods. For the study, we used a correlation and regression analysis of official statistics. Results. The article finds that the government programme of the Krasnodar Krai, Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food has a positive impact on the progress of production in the agriculture of the region, but it does not contribute to the growth of investment in the industry. Conclusions. It is necessary to move from targeted support for individual agricultural producers to the creation of a modern sectoral infrastructure.

In December 2019, Covid-19 virus spread from Wuhan, China, to the rest of the world and had profound impact on politics, economy, society, and culture as well as significant effect on libraries and information utilization. This study aimed to propose future directions for library service by analyzing information use behavior of researchers and deriving the requirements through a survey method. As a result, it was initially identified that the data types and search paths used by researchers have changed to using electronic or online resources. Second, it was difficult to access and acquire certain data only available offline along with difficulty in searching and selecting data suitable for the purpose of research, difficulty in grasping the material, and technical problems such as usage method, search, and information use environment were identified. Third, after Covid-19, there has been a change in demand for services people need from libraries. Including the expansion of budget support for securing digital content, free provision of e-books and e-journals for a limited time by publishers, free provision of paid educational content for a certain period, and temporary copyright agreement for works, libraries were required to make efforts to secure information resources available online in response to Covid-19.

This study aims to determine the management process of Public Information Services at the General Elections Supervisory Agency (Bawaslu) of South Kalimantan Province in terms of the functions of planning, organizing and implementing as well as the constraints that exist in the service process. This research was conducted with a qualitative descriptive type approach and data collection was carried out by means of interviews, documentation studies and observations. The results of the study indicate that the implementation of the Provincial Bawaslu's public information service management to the public is still not optimal. This is due to several obstacles including the absence of a strategic plan, minimal budget support, limited human resources, and imperfect regulations.

Purpose This study aims to examine the systems and mechanisms at provincial level to develop health volunteers to improve health of the immigrant workforce in Ubon Ratchathani, Thailand. Design/methodology/approach This qualitative study collected data from document research and in-depth interviews with 22 concerned people who worked at policy and provincial levels to develop health volunteers to improve the health of immigrant workforce. Data were collected from May to July 2017. Then, content of the conceptual framework was analysed. The research objectives were examined and summary and induction analysis interpreted data from documents, observations and interviews. Findings Ubon Ratchathani has developed a Thai village health volunteer network to provide health care to immigrant workforce. This consisted of four systems and one supporting mechanism, namely, selection of health volunteer, knowledge management on primary health care, welfare management and moral enhancement and resource and budget support. Development is driven through the committee under the mechanisms of government agencies, i.e. the provincial public health office together with non-government organizations and network partners. Originality/value The findings from this study could help develop health volunteers to significantly improve the health of the immigrant workforce in the Thai health service system.

The paper examines the current features of bank lending to agricultural enterprises in Ukraine and Kazakhstan. It is proved that the agricultural entrepreneurship of the compared countries’ economies increasingly needs the financial investments, necessary for the renewal and technological modernization of production. The purpose of the paper is to analyze the state of lending to agricultural enterprises in Ukraine and Kazakhstan, study its volume, identify the main directions of changes in its structure by type of credit services, as well as assess trends and prospects for its development. Section 1 of the article identifies the features of banks’ credit policy concerning lending to agricultural enterprises. It is presented the methodological approach to the comparative assessment of the development of the agro-industrial complex of Ukraine and Kazakhstan. It is identified the main provisions of strategies for the development of agricultural production in Ukraine and Kazakhstan. It is substantiated features of banks’ credit policy in lending to agricultural enterprises, which restrain the active growth of lending to the agro-industrial complex. Section 2 of the article provides a comparative description of Ukraine and Kazakhstan in terms of credit support to the industry. It is established that the most attractive for bank lending are large agricultural enterprises in terms of production and yield. It is proved the importance of direct state financial support for economic entities of the agro-industrial complex through the mechanisms of cheaper loans and compensation of lease payments. In the final section, the authors highlight the key priorities of accelerating the development of bank lending to agricultural enterprises in Ukraine and Kazakhstan by increasing budget support, rational use of budget funds, lower interest rates for agriculture, improving methods of assessing the creditworthiness of borrowers with concern of specific production.

The article considers approaches to the state regulation of digital film distribution, evaluates them. The paper generalizes them in the form of proposals for anti-piracy regulation, promotion of original content of online cinemas in international markets, as well as for effective interaction of online cinemas with the Ministry of Culture and the Cinema Foundation. This will resolve the issue of serious competition to traditional cinemas, since the viewer has the opportunity to watch their favorite films without leaving home, and also related to the start of work on their own exclusive content of a large number of digital platforms. The state obliges digital platforms to provide information about the number of views of their content in a single automated information system. This information helps to assess the effectiveness of budget support for cinema, since there are examples of films that did not collect a large box office at the box office but were able to gain more than one million views on the Internet.

This study aims to conduct a SWOT study in the development of Pulesari Tourism Village, Turi District, Sleman Regency. A qualitative descriptive approach is used to get a complete picture of Pulesari Tourism Village. Primary and secondary research data obtained through interviews, documentation, observation and FGD. The results showed that the development of Pulesari Tourism Village based on SWOT was very much needed. The results of the SWOT study conducted can provide the right strategic direction in the development of the Pulesari Tourism Village. Some of the superior strategies offered: (1) efforts to increase the economic value of zalacca by providing training to process zalacca fruits into various foods and drinks, packaging and marketing them; (2) presenting periodic local traditions as a tourist attraction; (3) increase the number of homestays and increase their eligibility standards as a tourist attraction; (4) Developing distinctive tourism icons that are different from other tourist villages with a choice of distinctive icons "Pulesari Tourism Village: cultural tourism village and outbound river tracking"; and (5) building networks with government agencies and the private sector to get assistance, training and assistance in the procurement and improvement of tourist support facilities as well as improving access to tourist village access roads. Following up on the offer of a number of these strategies, the Pulesari Tourism Village Manager needs to: 1) conduct further studies of the strategies that have been offered through a forum with the tourism village manager to determine the priority scale of the strategy chosen. 2) formulate coordination steps and establish intense communication with various parties, both with the Wonokerto Village Government, Sleman Regency Government through the Department of Tourism, other parties such as companies to obtain budget support as well as training, assistance and facilitation for the development of Pulesari Tourism Village.

Leadership related to developing employees’ competencies is an important part of organization life. However, this has not been carried out properly to ensure all duties and obligations are carried out within the organization, one of which is developing the competence of organizational members. Objectives of this research are to determine the role of leadership in developing the competence of Civil Servants at BPSDM Bali; and to determine the constraints of developing the competence of Civil Servants at BPSDM Bali. This research uses qualitative descriptive method with transformational leadership theory. There were 8 (eight) informants determined using purposive sampling technique. Data collection use interview guidelines, observation and documentation. The methods and data analysis techniques were carried out by reducing, presenting data and drawing conclusions. The final stage of the analysis carried out the presentation of the results of the data presented with narrative text. From the analysis, the results show that the role of leadership in developing the competence of civil servants at BPSDM has not been maximal in mobilizing, directing and evaluating subordinates to fulfill the rights and opportunities for competency development of civil servants for 20 hours of lessons / year according to government regulation Number 11 of 2017 concerning Employee Management Civil Affairs. Furthermore several constraints are found, namely the egoism of subordinates, no leadership commitment, no strategy in accelerating employee competency development, the need for employee competency development get maximum budget support.

Public services in Indonesia have many complaints from the public due to unclear procedures, limited access to information, and inadequate infrastructure. The enactment of the Law on Public Information Disclosure gives the public the right to supervise governance and improve the quality of information management and services within the Public Agency. The DIY Regional Government PPID which has been established since 2013 has not shown good performance. The purpose of this study was to analyze the performance of PPIDs and the factors that influence the acceleration of bureaucratic reform to create a culture of information openness. Performance evaluation is measured based on aspects of productivity, service quality, responsiveness, responsibility, and accountability. Meanwhile, the influencing factors are seen from personal / individual, leadership, team, system, and contextual (situational) factors. This research method uses a qualitative descriptive approach. The data collection technique is done through interviews, observation, and documentation study. An important finding from the performance evaluation results is that PPID productivity and accountability are still low. Meanwhile, factors that hinder performance are limited understanding of PLID, lack of intensity of communication between the Regional Head and Assistant PPIDs and the absence of budget support for PPID. Strategies that need to be carried out include improving the quality of PPID service performance by compiling a community satisfaction index, updating the classification of information regularly, monitoring and evaluation by giving awards and punishment, improving personality and utilizing various social media.
