This paper explores consumer cooperation in rural areas of the Lipetsk region. The aim of the study is to determine the influence and relationship of consumer cooperation and the employment of rural labor resources. As the main research method, the author uses the survey method of its varieties: questionnaire – to collect information suitable for statistical and mathematical processing; interviews – to clarify the perceptions, positions, opinions of survey participants on the issues under study, to receive additional comments from rural residents about their attitude to consumer cooperation. An abstract-logical method was used to analyze all the collected information. The result of the work was the determination of the real state in the development of consumer cooperation in the Lipetsk region; dependence of the level of cooperation development on its support by the regional authorities; demand among the rural population for services provided by consumer cooperatives. A significant influence of cooperation on the employment of rural residents was revealed through the organization of permanent and paid new jobs in cooperatives, as well as through full or partial self-employment in a personal subsidiary or peasant farms. The further development of cooperation and the promotion of employment of rural labor resources through it will depend on the degree and conditions of support of consumer cooperatives by the state. The field of application of the results is regional and local government bodies, which may use the materials obtained in the course of the study, as well as the analysis carried out on their basis and the conclusions drawn, to apply when developing a strategy for the socio-economic development of the region, when developing programs to promote employment in rural areas, when determining measures and directions to support rural consumer cooperation.

The paper proposes the methodology for estimating the effect of climate change on the prospects of increasing agricultural workers’ wages and the stocks reserved for wages, providing this capacity is employed. The methodology relies on the scenario analysis, which is conducted using the economic model of partial equilibrium in the agricultural markets of Russia’s regions (federal subjects). The capability of increasing agricultural workers’ wages is measured by means of the shadow prices of regional agricultural labor resources. It has been found that in the majority of the federal subjects the wages in agriculture are economically reasonable and the same situation extends to the modelled warming scenario. However, 21 federal subjects are characterized by the unused capacity of wages increase in agriculture. The prevailing influence of climate warming on this capacity is negative for all but five regions (federal subjects), where the effect is opposite. The largest positive effect is possible in the Orel region and Zabaykalsky krai. The study entails two practical conclusions: it is recommended, first, to eliminate obstacles to the use of the existing capabilities for higher wages, including those that emerge due to the failures in risk management; second, to proactively respond to reduced demand in agricultural workers caused by warming via distributing the funds aimed at developing alternative labor and entrepreneurship opportunities according to the expected labor demand reduction in a particular region.

The paper presents the stages of changes in the development of labor resources in rural areas in the post-Soviet period, which prepared them for further transformations. The author identifies as the main directions of changes that may occur in the 2020s in the economy of rural areas and will affect the labor resources of rural areas: the active introduction of digital technologies and artificial intelligence in agricultural production; the emergence of new rural professions and specialties and associated modernization of the personnel training system; transformation of employment of rural labor resources in connection with technological transformations in the economy; the new approach on the part of employers to social and labor relations with labor resources associated with the changes in the technological structure in rural areas; development of a modern organizational and technological paradigm for the development of the rural economy. It is assumed that the rural labor force will need new adaptation, which will be natural and will take place in a milder form.


In the article, the author considers the problems of complex algorithmization and systematization of approaches to optimizing the work plans of construction organizations (calendar plans) using various modern tools, including, for example, evolutionary algorithms for "conscious" enumeration of options for solving a target function from an array of possible constraints for a given nomenclature. Various typical schemes for modeling the processes of distribution of labor resources between objects of the production program are given, taking into account the array of source data. This data includes the possibility of using the material and technical supply base (delivery, storage, packaging) as a temporary container for placing the labor resource in case of released capacity, quantitative and qualification composition of the initial labor resource, the properties of the construction organization as a counterparty in the contract system with the customer of construction and installation works etc. A conceptual algorithm is formed that is the basis of the software package for operational harmonization of the production program ( work plans) in accordance with the loading of production units, the released capacities of labor resources and other conditions stipulated by the model. The application of the proposed algorithm is most convenient for a set of objects, which determines the relevance of its implementation in optimization models when planning production programs of building organizations that contain several objects distributed over a time scale.
