<p>How do Community Based Organisations (CBOs) in Burma and the Philippines participate in the construction of political legitimacy through their engagement in local and international politics? What can this tell us about the agency of non-state actors in international relations? This thesis explores the practices of non-state actors engaged in political resistance in Burma and the Philippines. The everyday dynamics of political legitimacy are examined in relation to popular consent, political violence, and the influence of international actors and norms. The empirical research in this thesis is based on a grounded theory analysis of in-depth semi-structured interviews with a wide cross-section of spokespeople and activists of opposition groups from Burma, and with spokespeople of opposition groups in the Philippines. The research covers community-based organisations with broad memberships, including women’s organisations, student and youth groups, ethnic minority and indigenous groups, and trade unions. The thesis demonstrates that CBOs exercise a range of tactics in forming political relationships in local and international contexts, and emphasises the role of learning processes in the interaction of local and international norms in the course of political change.</p>

The rural Kumiai community of San Antonio Necua is one of the few remaining indigenous communities in Baja California, Mexico. Necuan health and health care problems are best understood through a consideration of the effects of colonialism and marginalization on indigenous groups in northern Baja California as well as a tradition of medical pluralism in Mexico. The lack of traditional healers and biomedical providers in the community, high rates of preventable or manageable illnesses, and a blend of biomedical, folk mestizo, and traditional indigenous beliefs about health and illness reflect current conditions of rural poverty and economic isolation. Descriptions of health and health care problems are based on ethnographic fieldwork among the Kumiai, their Paipai relatives, and their primary nongovernmental aid organization.

The analysis presented here offers a possible framework for understanding when sub-state actors behave prudently and more strategically in their foreign relations, and when other priorities might instead heighten the chances of seemingly irrational, erratic, or dangerous, foreign policies. Using a case study of the Kurdistan Regional Government of Iraq to illustrate the argument, the author attempts to show how “regime consolidation” plays a key role in allowing such actors to prioritise policies aimed at grappling with external challenges, threats and opportunities. Internally legitimate, consolidated regimes can better present “one face” to the outside world and behave more strategically in the international arena.  Political systems lacking consolidation or internal legitimacy, in contrast, turn to the external environment in search of resources to help them with domestic threats and challenges. This may lead to seemingly erratic, unpredictable and risky foreign policies on their part. The roles of state and non-state actors in Indian public library development are explored within the context of larger international information policy and development debates.Cet article porte sur les rôles des bibliothèques publiques dans les plans et les schémas globaux du développement national de l'Inde, et plus précisément sur les enjeux de pouvoir et de représentation. Seront explorés les rôles de l'état et des autres intervenants dans le développement des bibliothèques publiques indiennes dans le contexte de politiques d'information plus vastes et des débats sur le développement.
