In this study, using the descriptive-analytical method, we discuss the main factors in the formation of the Yemen crisis, as well as the attitudes of the two Arab states and of the two neighboring countries, Saudi Arabia, and the United Arab Emirates, in the Yemen crisis. It is concluded that this crisis stems not only from the role of local actors, but also from the role of regional and global actors, who played a decisive role in shaping and exacerbating the Yemen crisis. Regional players in the post-2015 crisis include the United Arab Emirates and Saudi Arabia, which showed contradictory behavior. Saudi Arabia's targets in its attack on Yemen have a greater military and security dimension. The political and economic objectives of the United Arab Emirates, which is Riyadh's most important ally in this war, have been at a different level from those of Saudi Arabia. This can be seen in Abu Dubai Crown Prince Mohammed bin Zayed's aspirations to expand his country's influence, to become a major player in the region.

On May 14, 1951 meetings were held of the Council and Political Committee of the Arab League in Damascus. Press reports indicated that the meeting of the Political Committee concerned the question of whether or not the Arab states should put into effect a real military alliance. On the same day the Foreign Affairs Committee of the Egyptian Chamber of Deputies had discussed the ratification of the Arab collective security pact. Egypt had been the originator of the pact which although initialled by six of the seven Arab nations had only been ratified by Saudi-Arabia. The press deduced from these reports that Syria wanted to know where it stood in case the Israeli-Syrian conflict became more serious. Iraq had already offered any support Syria asked for and sent some military detachments and an anti-aircraft unit through Syrian territory to the Israeli border. The Acting Prime Minister and Foreign Minister of Israel (Sharett), however, in an address to the Knesset Parliament in Jerusalem, warned the Political Committee that Israel was firmly resolved to defend every inch of her territory against encroachment or domination by Syria.

The article includes internal and external changes in the Saudi political system. Since King Salman bin Abdul-Aziz took over the reins of power in the Kingdom of Saudi Arabia at the end of January 2015, and questions have increased about the nature of the changes occurring in the country of the Two Holy Mosques, both internally and externally, which marks an era of transformation from stability and stagnation in foreign policy to an era of change and adaptation to the crises of the current circumstances and dealing with dangerous transformations at the regional level, and especially since the Kingdom of Saudi Arabia is one of the countries at the heart of the regional Arab order and is the center of leadership in the Islamic world with its spiritual and religious stature and Its influential strategic location in the Arabian Peninsula and the Arab and Islamic worlds. At the international level, the economic situation of the Kingdom and it’s being the owner of the largest oil reserves in the world and the largest country in terms of the volume of oil exported daily, as well as its distinguished relations with the United States, Russia, and other Western countries gave the Kingdom of Saudi Arabia a position on the global level.

Significance Oman has historically maintained strong business and diplomatic links with Iran, cutting across the anti-Iranian political agenda pressed by Saudi Arabia on the other Gulf Cooperation Council (GCC) countries. Economic relations are now more important for Muscat than Tehran, while the political ties are most useful for Iranian foreign policy. However, Oman in January 2017 joined the Saudi-led Islamic Military Alliance to Fight Terrorism, comprising 40 countries excluding Iran and Iraq. Impacts Oman’s urgent need for economic diversification will broaden its search for economic partners. If the Iran-Saudi Arabia regional confrontation worsens, Oman’s midway stance could be tilted by financial benefits from either side. In case of a serious Washington-Tehran showdown, Muscat would maintain quiet links with Iran, but ultimately prioritise US relations.
