Governing mindfully: shaping policy makers’ emotional engagements with behaviour change

Proenvironmental behaviour change remains a high priority for many governments and agencies and there are now numerous programmes aimed at encouraging citizens to adopt sustainable forms of living. However, although programmes for addressing behaviour change in and around the home are well developed, there has been significantly less attention paid to activities beyond this site of practice. This is despite the environmental implications of consumption choices for leisure, tourism, and work-related activities. Through focusing on sites of practice as a key framing device, this paper uses data from a series of in-depth interviews to identify three major challenges for academics and practitioners concerned with understanding and promoting more environmentally responsible behaviour. First, attention must shift beyond the home as a site of environmental practice to consider the ways in which individuals respond to exhortations towards ‘greener’ lifestyles in other high-consumption and carbon-intensive settings, Second, in broadening the scope of environmental practice, policy makers need to revisit their reliance on segmentation models and related social marketing approaches. This is in the light of data that suggest those with strong environmental commitments in the home are often reluctant to engage in similar commitments in other sites of practice. Third, researchers and policy makers therefore need to move beyond the traditional ‘siting’ of environmental practice towards a spatially sophisticated conceptualisation that accounts for the multiple settings of consumption through mapping the relationships that exist between sites of practice.

Background Many global health challenges may be targeted by changing people’s behaviour. Behaviours including cigarette smoking, physical inactivity and alcohol misuse, as well as certain dietary behaviours, contribute to deaths and disability by increasing the risk of cancers, cardiovascular diseases and diabetes. Interventions have been designed to change these health behaviours with a view to reducing these health risks. However, the effectiveness of these interventions has been quite variable and further information is needed to enhance their success. More information is needed about the specific processes that underlie the effectiveness of intervention strategies. Aim Researchers have developed a taxonomy of 93 behaviour change techniques (i.e. the active components of an intervention that bring about behavioural change), but little is known regarding their potential mechanisms of action (i.e. the processes through which a behaviour change technique affects behaviour). We therefore aimed to examine links between behaviour change techniques and mechanisms of action. Method First, we conducted a literature synthesis study of 277 behaviour change intervention studies, from which we extracted information on links, described by authors, between behaviour change techniques and mechanisms of action, and identified an average of 10 links per intervention report. Second, behaviour change experts (n = 105) were engaged in a three-round consensus study in which they discussed and rated their confidence in the presence/absence of ‘links’ and ‘non-links’ between commonly used behaviour change techniques (n = 61) and a set of mechanisms of action (n = 26). Ninety links and 460 ‘non-links’ reached the pre-set threshold of 80% agreement. To enhance the validity of these results, a third study was conducted that triangulated the findings of the first two studies. Discrepancies and uncertainties between the studies were included in a reconciliation consensus study with a new group of experts (n = 25). The final results identified 92 definite behaviour change technique–mechanism of action links and 465 definite non-links. In a fourth study, we examined whether or not groups of behaviour change techniques used together frequently across interventions revealed shared theoretical underpinnings. We found that experts agreed on the underlying theory for three groups of behaviour change techniques. Results Our results are potentially useful to policy-makers and practitioners in selecting behaviour change techniques to include in behaviour change interventions. However, our data do not demonstrate that the behaviour change techniques are effective in targeting the mechanism of action; rather, the links identified may be the ‘best bets’ for interventions that are effective in changing mechanisms of action, and the non-links are unlikely to be effective. Researchers examining effectiveness of interventions in either primary studies or evidence syntheses may consider these links for further investigation. At its best, economics can help policy-makers to design policies that resolve a wide range of economic and financial problems, for individuals and economies as a whole. ‘Economic behaviour and public policy’ explores some key insights and evidence from behavioural public policy, particularly microeconomic policy. Instead of examining market failures, behavioural public policy looks at behaviour change—changing the way that people make their everyday decisions and choices by nudging them towards more efficient and productive decision-making. The future for behavioural public policy is promising. Policy-makers need to look carefully at how policies based around behavioural insights can be used to complement rather than replace conventional economic policy instruments.

Human behaviour change is necessary to meet targets set by the Paris Agreement to mitigate climate change. Restrictions and regulations put in place globally to mitigate the spread of COVID-19 during 2020 have had a substantial impact on everyday life, including many carbon-intensive behaviours such as transportation. Changes to transportation behaviour may reduce carbon emissions. Behaviour change theory can offer perspective on the drivers and influences of behaviour and shape recommendations for how policy-makers can capitalise on any observed behaviour changes that may mitigate climate change. For this commentary, we aimed to describe changes in data relating to transportation behavioursrelating to working from home during the COVID-19 pandemic across the Netherlands, Sweden and the UK. We display these identified changes in a concept map, suggesting links between the changes in behaviour and levels of carbon emissions. We consider these changes in relation to a comprehensive and easy to understand model of behaviour, the COM-B, to understand the capabilities, opportunities and behaviours related to the observed behaviour changes and potential policy to mitigate climate change. There is now an opportunity for policy-makers to increase the likelihood of maintaining pro-environmental behaviour changes by providing opportunities, improving capabilities and maintaining motivation for these behaviours.

It appears that recent debates within human geography, and the broader social sciences, concerning the more-than-rational constitution of human decision making are now being paralleled by changes in the ways in which public policy makers are conceiving of and addressing human behaviour. This paper focuses on the rise of so-called Behaviour Change policies in public policy in the UK. Behaviour Change policies draw on the behavioural insights being developed within the neuro-sciences, behavioural economics, and psychology. These new behavioural theories suggest not only that human decision making relies on a previously overlooked irrational component, but that the irrationality of decision making is sufficiently consistent to enable effective public policy intervention into the varied times and spaces that surround human decisions. This paper charts the emergence of Behaviour Change policies within a range of British public policy sectors, and the political and scientific antecedents of such policies. Ultimately, the paper develops a geographically informed, ethical critique of the contemporary Behaviour Change regime that is emerging in the UK. Drawing on thirty in-depth interviews with leading policy executives, and case studies that reflect the application of Behaviour Change policies on the design and constitution of British streets, the analysis claims that current strategies are predicated on a partial reading of new behavioural theories. We argue that this partial reading of human cognition is leading to the construction of public policies that seek to arbitrarily decouple the rational and emotional components of human decision making with deleterious social and political consequences.

In Australia, free-roaming cats can be found in urban and rural areas across the country. They are inherently difficult to manage but it is frequently human behaviour that demands the most attention and is in most need of change. To the frustration of policy makers and practitioners, scientific knowledge, technological developments, and legal and institutional innovations, often run afoul of insufficient public capacity, opportunity and motivation to act. This paper demonstrates how the behavioural science literature can provide important insights into maximising the impact of free-roaming cat control activities within an ethical framework that prioritises acting “with” all stakeholders, rather than “on” stakeholders. By better understanding how human values, attitudes and beliefs are shaped, practitioners can more effectively and respectfully interact with how people interpret the world around them, make choices and behave. This literature also has much to say about why certain types of media and marketing messages elicit behaviour change and why other types fall flat. Finally, in addition to explaining the behavioural science and its implications, this review provides researchers, policy makers and engagement specialists with an inclusive, practical framework for conceptualising behaviour change and working to ensure land managers, cat owners and the general public can agree on and adopt best practices for managing free-roaming cats.

AbstractPepper & Nettle offer a nuanced and humane view on poverty that should be required reading for policy makers, particularly those interested in “behaviour change” policy. We suggest, however, that the emphasis on “future-discounting” in this paper downplays the importance of differences in the payoffs to behavioursin the presentand how these payoffs may be realised in different currencies.

Abstract Issue/problem We now live in world of ever-increasing amounts of evidence and information. Unfortunately, high quality evidence is not always incorporated into policy documents and can be ignored by policy makers when making decisions. Description of the problem Canada recently released its Healthy Eating Strategy, a comprehensive policy which covers a number of aspects, including Canada’s new Food Guide. The Food Guide is rooted in both nutritional and behavioural evidence. It is unique in the fact that it has taken a behaviour-oriented perspective, rather than a macro and micronutrient path. In addition, to incorporating a behavioural perspective into the policy there is a concerted effort to leverage basic behaviour change principles to get the healthcare community to increase their uptake and usage of the food guide. Furthermore, the same principles are being leveraged to ensure that policy makers and members of the government continually reinvest and push the food guide forward as new evidence is generated. Results Though the Healthy Eating Strategy is still relatively new, there has been substantial policy movement on a number of the areas it will tackle. For the Food Guide, this was only released at the start of 2019, so its uptake and impact is not currently measurable. However, there is a monitoring plan which will evaluate these aspects. That being said, there is some evidence that the Food Guide, and the messaging around it, has been well received. Lessons Taking a behaviour change perspective in the development and delivery of policy, especially health policy, has the potential to positively engage more stakeholders in the process. Ultimately, more evidence is needed to define the optimal way to do this.
