Managing human resources in public administration is difficult and complex because it is an academic field, a field of scientific management and application, and a field of managerial professionalism, which includes legal and political processes. Effective management of human resources in public administration requires the incorporation of human resources development and continuous and strategic planning for “the right person for the right job.” The contemporary public administration with personnel that possess “employable skills” belittles the government and reduces its capacity. This system has resulted in a human resource management style that is based on feelings. This paper argues that traditional human management is more effective and it determines the success and the strength of the government. The crisis faced by public administration today is the result of the reinventing the government movement–a system whose human resources management is based on “employable skills,” multitasking, and a fast-paced environment. This system diminishes the importance of knowledge, science, and professionalism. It causes a leadership crisis and poor capacity governance. This paper describes the theoretical foundation of human resources management in the government. This paper also discusses a comparative analysis between line-department and matrix approach as an alternative solution to improve the capacity of public employees so that they can perform effectively and maximize their potential.

  The content of the definitions of the efficiency of government is analyzed. Administrative efficiency is considered in the context of the subject field of public administration science. The methods and models of research of competitiveness of countries are presented. It is shown that competitiveness as an analytical tool provides an opportunity to study the efficiency of public ad- ministration. Administrative efficiency is a factor in increasing the competitive- ness of the country. It is noted that the task of administrative efficiency as an in- dicator is a reflection of the understanding of the activities of institutions, which depends on the efficiency and behavior of both public and private participants. This is the legal and administrative framework within which individuals, firms and governments interact with one another. It determines the quality of state institutions. Through this tool, the country affects the competitiveness of the country, the growth of the economy and the welfare of society. Ineffective state governance is not only a widespread phenomenon, which is associated with high costs for society, but rather often due to the lack of accepted models of efficiency analysis, it leads to irresponsibility. Therefore, the introduction and dissemina- tion in the practice of research, analysis and advising on the achievements of the scientific theory of public administration, in particular, the results of in-depth research on competitiveness, not only economic indicators, but also the assess- ment of the implications of socio-political and managerial phenomena and pro- cesses that are important for the stable development, will promote occupation of the leading place scientific management (management) independent of political ideology. It is noted that today matrix methods play an important role in the strategic analysis of politics. However, they all need complete and reliable infor- mation regarding the state of the state policy segment, strengths and weaknesses. In this regard, the construction of matrices should be accompanied by constant work on the collection of information, which in our time is not implemented on a systematic basis.

Author establishes the main function forms of the Ministry of Justice of Ukraine in the management of forensic science activities (general and specialized) and differentiated the directions of improving expert justice provision on the basis of normative legal act analysis, scientific publications, statistical data. One of the most important areas for improving forensic science is the effectiveness increase of public administration. Multidimensionality and magnitude of this issue determined the need for its comprehensive study taking into account the multidimensional nature of scientific research. Performance estimate of public administration in Ukraine and identifying directions for its enhancement is a topical research issue requiring solution. Overcoming problems of scientific management optimization of the infrastructure of forensic activities, ensuring practical implementation of its legal and methodological bases is important in management improving of this activity type. In order to solve these problems, the following are necessary: organizational forms optimization of management by state bodies of forensic science institutions and nongovernment expert structures; unification of the scientific, methodological and information base of forensic science institutions, research work management and coordination in the field of forensic science; improving methodology and procedures for the certification of professional forensic experts; organizing basic training for specialists in the field of forensic activities of humanitarian, natural and technical profiles; improving the methodological and preventive work of forensic science institutions and optimizing use of forensic science by investigators and courts.
