Purpose – The purpose of this paper is to discuss the importance of mission and vision in the process of state development. Using the case of Pakistan, it will be argued that state organizations do not develop and find the right direction without outlining a clear mission and vision which will be beneficial to all citizens, who are the real stakeholders. Design/methodology/approach – Yin (2003) and Baxter and Jack (2008) argue that case study is an enriched method to explore a complex relationship. The complex relationship may be understood better by qualitative methods than quantitative. Following their suggestion, case study method will be adopted to understand the relationship between the mission and vision and state development. In this study, Pakistan will be used as a case. Moreover, the technique of historical analysis will be employed to understand this relationship. Historical analysis is important because the repercussions of current actions can only be evaluated in the future. Findings – The paper shows the importance of “mission and vision” for state development. Using Pakistan as the case, it is argued that a state can lose its direction without having a clear mission and vision. It is further contended that it is not erection of institutions or verbal/written pronouncements and slogans, but a strong commitment to the mission and the vision brings the required change, which helps to develop a state. In the future research, the researcher can further examine the role of mission and vision in relation to state development. Research limitations/implications – The limitation of this study is that it has only focussed on the leadership and politics of Pakistan. In the future, a comparative study investigation may be useful. Practical implications – The research is useful for political leaders, political scientists and public management researchers. Originality/value – The research is unique and original that it evaluates the role of leadership and the development of the state from the perspective of mission and vision, which has not been done in the earlier research. Moreover, the paper elaborates the concept of state development.

Welfare technology - healthcare in the future with or without care? In the future, it will be a challenge to maintain today’s quality of care. Welfare technology may be a solution to reduce the expected care crisis. The public healthcare system is influenced by New Public Management ideals as” what can we afford? rather than “what are the patients` need”. Questions concerning patients’ rights and healthcare providers’ moral obligation seem to be less important. In the discussion Martinsen criticizes that caring has become a secondary term where patients` have less power. To increase the patient’s user involvement, Habermas suggests communicative discourse as a solution to the discrepancy between the public healthcare systems focus on earnings, and the patients’ need for care.

In 1975, Nicholas Henry puts forward five paradigms for public administration. These paradigms demonstrate the historical development of public administration since Woodrow Wilson's famous article. The existence of competing paradigms in public administration enhances theoretical development within the discourse. Public value management has brought a new dimension to the discourse. The purpose of this study is to investigate the paradigmatic shift in public management and to determine if the ‘Public Value Management’ represents an emerging paradigm in public administration. The paper attempts to answer two main questions: (a) Does public value management represent a new paradigm in the field of public administration? (b) Is public value management the future of public administration? To answer these questions, the study followed a historical approach to provide an accurate description and analysis of the current state as well as predicting its future course. Data for this study has been collected through a primary scoping of the literature on public administration. This paper shows that public value is not only an emerging paradigm in public administration but also the future. The study also found out that public value is the next big thing for governments aiming to deliver better public service. The public value paradigm is centered around the needs of the public as citizens, as well as consumers, the creation of value rather than achieving individual outcomes. It is more than the aggregation of individual needs with deliberation as to what constitutes public value at its core. In answering the aforementioned questions, the paper endeavor to establish the focus of public value management paradigm within the public administration field. The study adds value to the literature and theoretical development of public value
