Civil Society Responses as Another Lens into Public Opinion in Greece, Austria, and Germany

The very destructiveness of nuclear weapons makes them unusable for ethical and military reasons. The world has placed growing restrictions on the full range of nuclear programs and activities. But with the five NPT nuclear powers failing to eliminate nuclear arsenals, other countries acquiring the bomb, arms control efforts stalled, nuclear risks climbing, and growing awareness of the catastrophic humanitarian consequences of nuclear war, the United Nations adopted a new treaty to ban the bomb. Some technical anomalies between the 1968 and 2017 treaties will need to be harmonized and the nuclear-armed states’ rejection of the ban treaty means it will not eliminate any nuclear warheads. However, it will have a significant normative impact in stigmatizing the possession, use and threat of use of nuclear weapons and serve as a tool for civil society to mobilize domestic and world public opinion against the doctrine of nuclear deterrence.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.

Since Tocqueville linked the quality of democracy in America to its vibrant civic culture, studies have explored the relationship between social capital and the quality of governance. Yet, few have examined the mechanisms between individual components of social capital and democracy in depth. This study focuses on the link between one component of social capital, civil society engagement, and the linkage between public opinion and policy. It argues that engagement in associations with an interest in the policy issue may stimulate correspondence between public opinion and policy through their ability to collect and disseminate information to policy makers and the public. The analysis of 20 specific policy issues from 30 European countries confirms these expectations: Issues that experience a high level of associational engagement display a stronger relationship between public opinion and policy. The findings underline the role civil society organizations can play in policy representation beyond engaging in interest advocacy.

Much of the literature on post-Soviet ideology interprets ideology as the content of state-sponsored doctrines or measures it via persistent strands in public opinion. This paper relies on a different notion: we think of societal and state perspectives as engaged with each other in a contentious dialogue that is constitutive of ideology. With this dialogic conception of ideology, this paper provides a map of Russia's ideological terrain through an analysis of the debates surrounding Andrey Zvyagintsev's 2014 filmLeviathan.We show that the film and the debates it provoked engaged with state-sponsored narratives and highlight three key themes of ideational contestation in contemporary Russian politics: authority, agency, and authenticity. An examination of these ideational battles in which provocative and resonant societal critiques challenge dominant narratives provides an original account of ideology in contemporary Russia. It also speaks to debates on civil society that have increasingly become interested in ideational politics.

This paper investigates explanations in variation in the education-related preferences of comparable minorities in Bulgaria and Romania (i.e., Turks and Hungarians, respectively) as articulated by political, institutional, and civil society actors claiming to speak on their behalf. The study, which is based on original data extracted from 32 in-depth interviews, begins with a classification of the preferences that the interviewees articulated and the diverse arguments on which these were grounded. Subsequently, I turn to the potential explanations of the observed variation by examining a number of themes that emerged during the discussions and that also correspond to the factors usually considered in the literature on ethnic politics. These include the constraining effect of majority public opinion, the minorities' political representation, and notions related to the opportunities of exit and voice. I argue that actors' preferences adapt to the prevailing circumstances through an incremental process: before higher order preferences can be met or even conceived all the lower steps along the way have to be accounted for.

The conclusion of the research conducted in Croatia for QPSW in 2003 is there is no systematic, accountable and structural confrontation with the past in Croatia, but there is growing concern within the civil society about the problems incurred by the lack of such a confrontation. Two different approaches can be discerned: individual work with particular persons or target groups and advocacy that could influence the alteration of the public opinion and decision-making. Both levels are necessary and they should unfold simultaneously. The systematization and regional cooperation of documentation centers, cooperation between victim organizations and peace initiatives, the inclusion of former warriors into peace building processes the cooperation of artists and activists - represent some of the new and promising steps on the civilian scene in Croatia. The constant strengthening of the independent media and the judiciary, coupled with constant efforts on both levels - the personal and the public - raises hopes that the confrontation with the past in Croatia is a process and not a trend.

The target of this thesis was the investigation of the role of the Greek intellectuals, who having adopted the man ideas of the ecological (or green) theory, critisized the Greek post - war model of development. Regarding the methodology we used the approach of discourse analysis of the texts that had been selected from a wide bibliography as well as the comparative analysis approach of the ideas which rise up in this work. In addition to this the biographical method was used.As a conclusion greek intellectuals built up a public discussion of high quality, through which they presented a strong criticism on the Greek development model and they supported as an alternative the sustainable development model, for which they suggested the implementation of certain environmental policies.At last, they suceeded in influencing the opinion makers, the wider public opinion and the civil society whose pressure on the Greek state resulted in the adoption of sustainable policies

The concept of public culture refers most broadly to the dynamic negotiation of beliefs, values, and attitudes regarding collective association through media and other social practices that are defined by norms of open access and voluntary response. The concept is a recent innovation and applies primarily to modern societies, where public culture is the envelope of communication practices within which public opinion is formed; those practices can include news, entertainment, the arts, advertising, social media, and many other means for representing and judging any individual, institution, or custom having collective significance. The term “public” emphasizes relatively unrestricted communication across civil society regarding governance and other matters affecting the general welfare. The term “culture” emphasizes that public opinion depends on contextual factors that emerge through multiple media and embodied responsiveness. These considerations provide a basis for analysis of distinctively modern relationships across civil society, media technologies, and political action in a global context.
