The paper presents a literature review about local public services delivery mechanisms like: in-house provisions, privatization, and inter-municipal cooperation. The aim of this paper is to review the development of the studied field, to find out which delivery mechanism dominates in a certain period of time, and to review which economic research focus dominates in the studied field. Possible effects on the economies of scale, costs reductions, efficiency, and other economic-political-institutional-social factors in the provision of local public services are scrutinized, using a content analysis breakdown. Results show that most studies are country studies and empirical studies in increasing numbers in recent years. The choice of local public services delivery mechanisms are mostly influenced by the size of the local government, the efficiency of service provision, the resources available, and the institutional framework. Politics and market competition also play a role in the decision-making process.

The most important reason to decentralise the public services delivery is to make the citizens' needs better known by the local governments, so it follows to act more efficiently to their satisfaction. Nonetheless it has been found an opportunistic use of these agencies to avoid legal limits on indebtedness imposed on sub-national administrations, generating fiscal illusion. Accordingly, the aim of this study is to analyse the effect of the functional decentralisation processes on public revenues and financing. The results show that the use of decentralisation process, especially companies are created by left-wing political parties in order to raise more income from commercialization of public services. It was also found that these practices are strongly linked to the municipality's fiscal pressure.

Este trabalho tem como objetivo estimar a demanda por bens públicos municipais no Estado do Espírito Santo, baseando-se na teoria do eleitor mediano. Os dados censitários referem-se ao ano de 2000. Verificou-se que as principais variáveis que explicam as despesas públicas municipais foram significativas e tiveramos sinais esperados, a saber: preço (tax-price), renda e população. A elasticidade-preço mostrou-se inelástica e a elasticidade-renda estimada permite referenciarque os bens públicos locais são essenciais (ou normais). O coeficiente do "efeito congestionamento" apresentou valor inferior à unidade, o que demonstra a presençade economias de escala a serem exploradas para os bens públicos.Demand for local public services of Espírito Santo: an empirical approachAbstract: The object of this paper is to estimate the demand for local public services of Espírito Santo, based on the median voter theory and the traditional econometricapproach. Census data refer to 2000. It was found that the main variables that explain municipal costs were significant and had the expected signs, namely: price (tax-price), income and population. The price elasticity was found to be inelastic and the estimated income elasticity allows reference to the local public goods are essential (or normal). The new approaches to the delivery of local public services include co-creation. In this paper, we focus on two local public service delivery actors: local governments and civil society. Our objective is to identify different types of co-creation in social innovations and the relevant drivers and barriers that account for the success or failure of co-creation processes at the local government level in Slovakia, focusing on the fields of welfare and the environment. The main findings of our analysis are that co-created innovations are mostly initiated by non-governmental actors, and that most local governments have neutral or even negative attitudes to co-created innovations. We provide a positive case study, in which the local government was open to co-creation, and public services were provided in an alternative way. Our study uses a qualitative approach and is based on original survey data from our own research, conducted mainly within the ‘Learning from Innovation in Public Sector Environments’ (LIPSE) research project.

AbstractEconomies of scale are a standard topic in economic theory, frequently applied, for example, in the analysis of monopolies. They exist when a firm optimising its production costs while facing some fixed costs enjoys lower per-unit production costs as the production increases. Similarly to other production units municipalities have to be large enough to minimise average costs. We analysed the local public services in 205 municipalities with extended powers in the Czech Republic for the first time in this context, using regression analysis, a correlation diagram of local public services and statistical analysis. The paper examines this issue using data from 2008 to 2012. Our analysis showed that economies of scale cannot be clearly identified for local services in municipalities with extended powers in the Czech Republic and that the size of a municipality is not a key factor influencing the provision of local services.

Purpose The purpose of this paper is to analyze citizens’ and expatriates’ satisfaction with public service delivery in Qatar, one of the world’s highest per capita incomes countries. Design/methodology/approach The author uses a 2017 survey conducted in Qatar among both Qatari and expatriates’ respondents. The scientifically grounded sample consisted of 1,356 respondents, who were 18 years of age and older. The data were collected through a face-to-face survey. The focus was on citizen satisfaction with basic public services such as education, health, roads and infrastructure, water and electricity and government services. The author uses logit and regression analysis to estimate the determinants of satisfaction. Findings Expatriates hold more positive feelings about local public services than citizens. The highest levels of satisfaction are with government offices and the lowest levels of satisfaction are with independent schools. The dispersion by municipality is less significant as there is no municipality where citizens and expatriates are totally satisfied with all the public services provided. Research limitations/implications Qatar has one of the fastest population growth and highest migrant population which makes the question of the satisfaction with public services unique. And, since the blockade on Qatar in May 2017 and the environment of economic restriction, the issue becomes even more critical. Originality/value Until now, there have been no empirical studies published analyzing the level of satisfaction with public services in Qatar for citizens and for expatriates.

Many empirical studies have found that local public contracting reduces the inputs and outcomes of public services. However, few studies have examined what factors are associated with such inputs and outcomes. To address the limitation, this study conceptualizes two competing contracting management models (competitive and cooperative) and empirically tests the associations between these contracting approaches and service inputs and outcomes. The findings report that while local governments using competitive contracting elements have lower service inputs through reduced local operating expenditures and part-time employment; cooperative contracting elements do not necessarily produce enhanced service outcomes.

The paper’s author analyzes several alternative options for local public services management in the Republic of Moldova, based on current legal framework and existing administrative practice. For this purpose, the need to choose an alternative management option was analyzed; alternative options were listed; and an analysis of each option was performed. The paper’s perceived need emerged from an existing situation, typical for the Moldovan local government, where management can only be one of the two traditional ones - direct or delegated, both generating enough problems (studied by the author in other publications). However, local government is often unaware of the fact that it has other perfectly legal alternative options. A reflection chart is included at the end of the paper in order to help local government select the optimum management option when it comes to the public services delivery.
