When urban planning for convenience of the population and business it is necessary to place rationally objects of retail trade and service. Currently a large number of different methods are available to achievement of this purpose, but they are not universal. The most effective solutions could be achieved through the transfer of laws from one area of knowledge to another. The Coulomb’s law was used. Authors analyzed all factors affecting the incurrence of profits or losses of a retail network.

Urban planning management can not be implemented without government’s control and coordination. It is governmental responsibility to achieve the harmonious development of the city. Therefore, governmental responsibility we pointed is not only a promise, but also closely related to the confirmation of government function, the structure of government model and political process of the government. Based on the current situation that the regulatory detailed planning is being adjusted frequently in most cities in China, the contents and problems of the regulatory detailed planning are summarized. Later on, the causes and disadvantages of the regulatory detailed planning alteration are analyzed as well, in terms of urban planning formation, the interests of developers, urban planning management, and etc. In the end, the countermeasures and advice which can promote the effective implementation of urban planning are put forward.
