Public administration tasks in the scope of green areas protection and the forms of their implementation – selected remarks The article presents forms of administration activities which may influence the condition of green areas. It is pointed out that the analysis of public administration tasks in the scope of green areas protection cannot be limited only to the solutions presented in the Act of April 16, 2004 on the protection of the environment. It is stressed that actions taken on the basis of other legal acts, not necessarily directly related to the protection of the environment, may also have an influence on the condition of green areas. Both planning acts and decisions issued in specific cases may have this kind of character. The legal effects resulting from them may indirectly affect the green areas. Therefore, the necessity of taking complementary actions by all authorities is indicated, the application of which may ensure effective protection of green areas. Solutions that may enable it are already existing and operational, but they should be properly used.

The article examines the institution for the protection of human rights (ombudsman) operating in Canada, represented by a variety of bodies, officials, and the specifics of their powers. Particular attention is paid to the Canadian Human Rights Commission — a human rights state body within whose jurisdiction is exercised control over public administration and private companies at the federal level on discrimination issues, as well as the Canadian Human Rights Tribunal, which, according to the author, performs a quasi-judicial role in exercising jurisdictional control. The author comes to the conclusion about the formation of a two-stage mechanism that ensures more effective protection of human rights. The article thoroughly examines the legal and institutional features of the status and powers of human rights commissions and ombudsmen operating at the provincial and territorial levels. The study allowed the author to identify the following features of the institution for the protection of human rights (ombudsman) in Canada: the prevailing decentralization, which is expressed in the autonomy of the provinces and the Federation in the establishment and consolidation of the status of officials and bodies carrying out human rights activities; institutional plurality, characterized by a variety of structures (bodies, officials), the scope of their powers aimed at protecting human rights; development of specialization of state human rights institutions in various areas (discrimination, labor relations, housing and others); formation of a “local” model of the ombudsman in non-state corporations and institutions. The author proposes to use the experience of the Canadian Human Rights Tribunal when developing the concept of a human rights court in Russia.

Environmental quality in cities is linked to the way building and wooded spaces are related. The disorderly growth of the cities highlights the lack of planning that reconciles the harmonious coexistence between these two spaces. The consequence is that green areas are incompatible with adequate planting and maintenance criteria, resulting in damage to the population. In this sense, the objective of this project was to analyze the afforestation in Cajazeiras - PB and its impacts to the local community, having as object of research the public squares, pointing out the local effects that the squares observed provide to the physical equipment of this city. For this purpose, a simple afforestation guide was developed to assist in the collection and treatment of data obtained from field visits. The aspects observed in the squares were: quantization of the arboreal species; location between trees and in relation to urban equipment. The existence of conflicts between the trees and the urban components was verified: 72.2% have irregular distances of buildings; 39% do not meet the requirements of planting in sidewalk, 15.25% of this total are causing damages; Concerning trees near the electrical wiring, 33.33% cause interference in the electrical network. It was observed that out of the total of trees in the squares, 41.8% did not meet the minimum distance limit suggested. These results suggest that the planting of trees in the squares was carried out without criteria, and that due attention was not given to the damages that this fact might entail. In this sense, it seems clear that the importance of this work is to provide diagnosis of afforestation in the public squares of Cajazeiras, opening a discussion, mainly with the public administration, on the risks of unplanned afforestation

Urban greenery is an indispensable component of urban composition and can be an effective tool for solving problems related to shaping and organising urban spaces. For the proper functioning of green areas, however, it is necessary to combine them into a functional system, which must be reflected in spatial planning documents. The most effective protection of urban green areas can be ensured by appropriate provisions in local spatial development plans. The aim of the paper is to assess the significance of local spatial development plans for Poland in shaping green areas. The number of local spatial development plans in individual voivodships in the years 2009–2017 will be analysed. Keywords: Green areas, landscape spatial plans, sustainable development.

Technological advances in recent decades, the rapid increase in digitization, the tremendous development of ICT tools and services, the widespread use of the Internet, and rapid access have irreversibly changed the lives of people, the way businesses operate and the organization of public administration. In parallel with the incessant development the security awareness of the users of these systems did not keep pace with the pace of technical development. So it is not surprising that cybercriminals have begun using a recently very popular form of attack, so-called social engineering that builds on influencing, manipulating and exploitable properties of human factor. „Cybercriminals are developing and boosting their attacks at an alarming pace, exploiting the fear and uncertainty caused by the unstable social and economic situation created by COVID-19” – said Jürgen Stock, INTERPOL Secretary General. Effective protection against threats can be ensured by the security awareness of the users, which can be achieved through a well-organized and successful security awareness program.

High vacuum systems with oil diffusion pumps usually have a pressure switch to protect against Insufficient cooling water; however, If left unattended for long periods of time, failure of the mechanical fore pump can occur with equally serious results. The device shown schematically in Fig. 1 has been found to give effective protection against both these failures, yet it is inexpensive and relatively simple to build and operate. With this system, pressure in the fore pump line is measured by thermocouple vacuum gage TVG (CVC G.TC-004) whose output is monitored by meter relay MRy (Weston 1092 Sensitrol) which is set to close if the pressure rises above about 0.2 torr. This energizes control relay CRy (Potter & Brumfield KA5Y 120VAC SPDT) cutting off power to solenoid-operated fore line valve Vf (Cenco 94280-4 Norm. Closed) which closes to prevent further leakage of air into the diffusion pump

Law and public administration schools in Russia vastly exceed in their popularity sciences and engineering. We relate such lopsided demand for higher education to the quality of institutions setting “rules of the game” in economy and society. Cross-country and Russian interregional data indicate the quality of institutions (rule of law, protection of property rights etc.) is negatively associated with the demand for education in law, and positively — in sciences and engineering. More gifted younger people are particularly sensitive to the quality of institutions in choosing their fields of study, and such selection is an important transmission channel between institutions and economic growth.
