Regeneration is an internationally popular policy for improving distressed neighbourhoods dominated by large social housing developments. Stimulating employment is often touted as a secondary benefit, but this claim has rarely been evaluated convincingly. In 2003, Glasgow City Council transferred ownership of its entire social housing stock to the Glasgow Housing Association and over £4 billion was invested in physical repairs, social services and other regeneration activities. Using a linked census database of individuals (Scottish Longitudinal Study), we evaluate the causal effect of the Stock Transfer on employment in Glasgow through a quasi-experimental design that exploits idiosyncrasies and changes in Glasgow’s administrative boundaries. We find that the Stock Transfer had a positive effect on employment for Glasgow residents who were not living in transferred social housing stock. We establish that this effect was mainly accomplished through the local employment multiplier effect of capital spending rather than through any other programmatic elements of the Stock Transfer. Exploratory analysis shows heterogeneous effects: individuals who were over 21, female, living with dependent children and with less education were less likely to benefit from the intervention. We did not find significant subgroup effects by neighbourhood deprivation.

British housing policy has, since 1979, been dominated by a shift from collectivist to market-oriented strategies. The single most important element of this policy shift has been the sale of public-sector dwellings to sitting tenants. The patterns of such sales have been well documented, but the longer-term effects on the broader housing market are less well understood. This paper is a report of the results of a research project into the resale by purchasing tenants of Scottish Special Housing Association dwellings over the period 1979–90. The findings are placed in the broader context of the general government housing policy aimed at widening the access to owner occupation for lower-income households. The authors conclude that the long-term impact of the sale of public-sector dwellings is more likely to widen choice for existing owners rather than to increase access to owner occupation.

How far do current assessment methods allow the thorough evaluation of sustainable urban regeneration? Would it be useful, to approach the evaluation of the environmental and social impacts of housing regeneration schemes, by making both hidden pitfalls and potentials explicit, and budgeting costs and benefits in the stakeholders’ perspective? The paper aims at answering these questions, by focusing on a case study located in the Manchester area, the City West Housing Trust, a nonprofit housing association. Drawing from extensive fieldwork and including several interviews with key experts from this housing association, the paper first attempts to monetize the environmental and social value of two extant projects – a high-rise housing estate and an environmentally-led program. It then discusses whether and how a stakeholder-oriented approach would allow more engagement of both current and potential funders in the projects at hand. Findings from both the literature and the empirical data that was gathered show how in current housing regeneration processes, room for significant improvements in terms of assessment methods still exist. Findings additionally show that the environmental and social spillovers are largely disregarded because of a gap in the evaluation tools. This may also hinder the potential contributions of further funders in the achievements of higher impacts in terms of sustainability.

Within the context of housing associations as fluid third sector hybrid organisations, this article examines the dynamics of strategic decision making in relation to diversification into the market rented sector. A convergence of factors shaped an agenda for associations to engage with such commercial activity, crystallising debates about opportunities versus tensions and the remit of organisations. Qualitative research with senior housing association professionals operating in northern England illustrates the significance of external local and internal organisational contexts in making and justifying decisions; this is highlighted within an emergent typology of organisational responses. Depending on interpretation, the interplay between social and financial justifications varied, including legitimising activity within a broader social purpose. The potential for (re)interpreting parameters illustrates the importance of understanding the variety and complexity of interacting dynamics that influence the strategic decisions of third sector hybrid organisations and what they deliver at the local level.

Resumen Compuestos alternativos en el sector de la envolvente se obtienen por extrusión de estirado de secciones y perfiles de panel de enclavamiento estrechas. Estos elementos estructurales, resistentes al impacto, tienen la ventaja de una instalación más rápida y segura, y su diseño modular les hace idóneos para muchos edificios y otras aplicaciones. Un desarrollo adicional en esta área puede ser la obtención de una alternativa sostenible a los perfiles compuestos actuales. Estudios anteriores han demostrado que los compuestos fabricados a partir de materiales naturales tales como fibras y polímeros bio-derivados, ofrecen una alternativa sostenible a los polímeros y materiales compuestos tradicionales. El objetivo de este desarrollo es reemplazar el típico perfil de acero ligero. Los perfiles de acabado también se pueden utilizar para terminar tabiques de mampostería existentes, revestimiento de ejes mecánicos y de extracción y revestimiento de la columna. Los perfiles se han diseñado utilizando bio-polímeros, reforzados con fibras naturales. Se han establecido los parámetros de procesamiento y las formulaciones apropiadas de bioresina y fibras naturales. También se ha evaluado la adaptación de las técnicas de procesamiento de pultrusión existentes a las características concretas de los nuevos biomateriales y fibras naturales. Como resultado, los perfiles de pultrusión adaptados a la construcción se han desarrollado con la incorporación de nuevos materiales y biomateriales basados en resina. Abstract This paper documents an innovative partnership project between Historic Scotland, the Scottish Energy Centre at Edinburgh Napier University and Castle Rock Edinvar Housing Association in which five Category B Listed, traditional pre-1919, solid wall ‘hard-to-treat’ residential tenement properties located within Edinburgh’s historic UNESCO World Heritage site each received energy efficient upgrades to walls and windows. A variety of measures were tested, achieving significant reductions in fabric heat loss without impacting upon the character and appearance of the buildings. The project is significant in that the energy-efficient upgrades all met with strict conservation requirements on alterations to Listed Buildings and have the potential to be replicated in similar properties throughout Scotland. The project won the award for best refurbishment project at the Carbon Trust’s Low Carbon Building Awards in 2012. All of the properties featured in this study are occupied by tenants within the social-rented sector who prior to the study had indicated some thermal discomfort due to poor window conditions and high heat loss through walls causing increase fuel consumption. The occupants all remained in their homes during the refurbishment activities.

BackgroundThe reduction of beds in long-stay hospitals has led to concerns over the quality of care offered to the remaining residents as well as that provided in the community. This study seeks to compare the quality of care and quality of life (reported satisfaction) from residents in both types of setting.MethodA cross-sectional comparison was made of community residential homes and hospital wards drawn randomly from lists provided by local authorities in the outer London area. Samples were drawn from all the main provider types (local authority, housing association, private and joint NHS/voluntary sector). Measures were taken of the quality of the physical environment, staff and resident characteristics, external management arrangements and internal management regimes, resident satisfaction and staff stress. Direct observations were also made of the amount and quality of staff-resident interactions.ResultsIn general, the most disabled residents were found to be still living in hospital in the worst conditions and receiving the poorest quality of care. Although there were some problems with missing data, hospital residents also seemed most dissatisfied with their living situation. There were few differences between community providers regarding either the quality of care provided or the levels of reported satisfaction. Quality of care in the community homes seemed to be much more determined by the personality and orientation of project leaders.ConclusionsPurchasers and providers still need to give attention to the problems of selectively discharging the most able residents to the community, leaving the most disabled being looked after in progressively deteriorating conditions. All residential providers need to review their internal management practices and try to ensure that residents are offered, as far as possible, the opportunity to make basic choices about where and how they will live. Staff training and quality assurance practices need to be reviewed in order to improve the direct quality of care offered to the most disabled individuals.

Faced with a dearth of affordable housing opportunities, even after the end of Apartheid, residents from Motherwell, South Africa, turned to CHF International for help. CHF provided residents with the technical assistance, organisational support and bridging finance they needed to build their own high-quality homes, through a method that allowed the use of relatively unskilled labour. After helping residents form the Sakhezethu NgoManyano Housing Association and establishing the Assisted Self-Help Model, community members built a total of 395 safe and affordable houses to which they have full title. This model has been transferred throughout South Africa, with thousands of houses built using the concepts for the development of housing and community that it established.
