In this study, social housing policies developed for the housing needs of the poor citizens in Turkey and the Netherlands were examined. In this context, the aim of the study is to compare the extent of social housing policies implemented in Turkey and the Netherlands by presenting both countries policies on this subject. Another goal of this study is to develop suggestions based on research results. Most important roles in determining the social housing policies in Turkey belong to central administration. In the Netherlands, the central administration has transferred its authorization to local municipalities and housing associations. The data obtained were analyzed with the Maxqda data analysis program. At the end of the analysis, similar and different aspects of social housing policies have been presented. As a result, although there are similarities found in housing finance, it has been observed that there are different policies in terms of housing supply. In this context, policy transfer is a recommended approach that will contribute to the solution.

For a moment, it seemed that the architect had disappeared from the construction supply chain for sustainable and affordable housing provided by Dutch housing associations. Large contractors were making direct agreements with housing associations and wanted to scale up production with their housing factories. However, with the ‘So You Think You Can BUILD’ challenge, architects, consultancies, and contractors reinvented themselves within the construction supply chain and acquired a position as providers of circular building concepts. The aim of this challenge is to stimulate providers of homes to design and produce (in great numbers) affordable and sustainable houses. This not only scales up building production in empty fields but also within difficult and dense build urban areas. A whole new generation of Dutch architects, consultancies, and contractors working in collaboration are now intensively involved with circular and biobased residential buildings, innovative materials and production processes. They are managing to provide attractive products for housing associations and other clients. In the first part of 2021, ‘So You Think You Can BUILD’ challenged teams of designers, engineers and contractors to develop new concepts, with the three winners applying the principles of the ‘passive house’, which is modular and circular, as well as a smart building skin and smart core with open floor space in between.

Offsite construction is increasingly being presented as a way to increase housing delivery and reduce the housing crisis. Housing Associations play a pivotal role in the delivery of affordable homes and therefore offsite construction could be beneficial in alleviating the crisis. For offsite construction uptake to increase, the conceptual and pragmatic advantages and challenges surrounding offsite housing in relation to evolving social domestic needs to be explored and understood. The purpose of this paper is to discuss the viability of offsite construction as not only a full-service solution to social housing provision, but an integral strategic partner for meeting the range of specialised fabrication needs for these new properties. A literature review is carried out to explore the conceptual and pragmatic advantages and challenges encountered by HAs adopting offsite construction methods. The paper also investigates which the housing tenures are most suited to offsite construction technology. The paper highlighted that whilst individual case studies and example homes offer one mode of justification for Housing Associations to move forward, it is the cumulative effect of cost savings, sustainability, specialised skill sets, labour reduction, structural innovation, and rate of construction that should be weighed and incorporated into this consideration-making process.

Purpose This paper asks how the introduction of “smart” digital technologies might affect the goals that can be attributed to telecare for older people, by those coordinating its provision. Design/methodology/approach A total of 29 in-depth, qualitative interviews were conducted with local authorities, housing associations and other organisations coordinating smart telecare provision, as well as telecare manufacturers and suppliers. Interviews were analysed by using qualitative thematic analysis. Findings The analysis reveals discrepancies between the goals and outcomes of smart telecare provision, according to those coordinating service delivery. This study concludes that the goal for smart telecare to be preventative and cost-efficient may be complicated by various organisational and operational challenges associated with coordinating provision. Originality/value New, “smart” telecare technology for older people stands apart from earlier, user-activated or automatic devices. It may have distinct and under-researched organisational and ethical implications.

In order to prevent evictions, it is important to gain more insight into factors predicting whether or not tenants receive an eviction order. In this study, ten potential risk factors for evictions were tested. Tenants who were at risk of eviction due to rent arrears in five Dutch cities were interviewed using a structured questionnaire, and six months later their housing associations were asked to provide information about the tenants’ current situation. Multiple logistic regression analyses with data on 344 tenants revealed that the amount of rent arrears was a strong predictor for receiving an eviction order. Furthermore, single tenants and tenants who had already been summoned to appear in court were more likely to receive an eviction order. These results can contribute to identifying households at risk of eviction at an early stage, and to develop targeted interventions to prevent evictions.

Recycling levels have been stagnating for a decade in England. Over the last 2 years, 39% of local authorities have seen a reduction in their recycling rates. Social housing has historically been neglected in waste service provision and literature. Housing associations own 2.5 million dwellings, representing 10% of all housing stock in England. Improvements to waste services and increased resident engagement in social housing could address stalling recycling levels and contribute to the aim of the national waste strategy of moving towards a circular economy. This paper presents the results of engagement with housing association residents across 24 sites in England. Following community engagement workshops, a range of resident-led interventions were implemented, including improvements to recycling services and installation of onsite food waste composters. An inclusive resident engagement programme bespoke to each site was pioneered, including regular feedback on waste reduction and recycling performance. The impact of the project was evaluated using mixed methods, including monitoring of recycling levels and resident and stakeholder surveys. The interventions stimulated behaviour changes, leading to increased recycling rates (+10.4% per site compared to baseline), waste reduction (0.4 kg per flat per week compared to baseline), increased recycling quality, and social cohesion. The research outcomes provide a model for improving waste management in social housing globally.
