This paper focused on theoretical health information outreach which is a pivotal role of the medical librarian to citizenship health empowerment. Dissemination of medical information and access is the service required as the predictor of unhindered medicalinformation. Accessing the information as means of the outreach is where the problems lie. This article identified approaches to information outreach, its challenges in perspective and strategies to enhance health information outreach by medical librarians using the resources in the Libraries as a key to citizenry healthy nation.

Good health is essential for every human being. Health information is essential for maintaining good health, preventing diseases as well as making sound health decisions. People can only be able to access, utilize, and benefit from healthcare services if they have proper information about these services. It is here that health information literacy comes into play. The information related to every aspect of health is easily available today, but the main problem here lies in finding, selecting, and using relevant health information and preventing misinformation. Libraries have a pivotal role to play here. This chapter is mainly concerned with identifying the gaps in the provision of health information to the general public and the role of health information literacy in paving the way of filling up these gaps. It will be helpful in knowing the current standing of public and medical libraries in providing health information resources and services. It will also suggest the role of these libraries of India in promoting health information literacy among their respective user communities.

This article examines the role of the business associate of healthcare providers (BAHP) in the National Health Information Network. Current Health Insurance Portability and Accountability legislation has little to say about BAHPs and their potential impact on medical information privacy. For the good of the business enterprise, managers who are BAHPs or who supervise BAHPs need to be aware of the potential pitfalls of ignoring medical information privacy and take a proactive stance in protecting medical information privacy within the National Health Information Network. Among the approaches that managers can adopt include creating legal contracts between a business and BAHPs, proactively adopting more effective transmission security technologies, and insuring that BAHPs properly dispose of medical information after their use. Such proactive approaches will help to insure that the business is protected against a serious data breach that may result in popular and/or legal challenges to the business.

Health is an important factor affecting the development of a country. Everyone is aware of the importance of health for their productivity. However, the fact is that there are still many people who show unhealthy behaviors. There are several health problem in Indonesia. It is related to accessibility, capability, capacity and affordability. This study intends to look at and explain first, the influence of health information access to health literacy and health empowerment, second, the effect of health information access to health behaviour through health empowerment and health literacy as the mediation variables. The study was conducted in Blitar City Government, which is separated into three areas of administrative sub district. The sample used in this study amounted to 278 respondents. The length of time for this research is 6 month, November 2019-April 2020. Data analysis method used in this research is inferential statistical analysis using the structural equation modeling (SEM) GeSCA. The path coefficient of health information access to health empowerment of 0.382 stated that the level of health information access has a positive and significant effect on health empowerment. The path coefficient of health information access to health literacy of 0.093 stated that the health information access has a positive and significant effect on health literacy. Meanwhile, The path coefficient of health information access to health behaviour is -0.059. It stated that health information access has no significant effect on health behaviour. But, the effect becomes significant effect with the presence of health literacy and health empowerment as a mediating variable.
