The Fusion Proposal : A Next Step?

Abstract This article explores the European Parliament's July 2018 non-legislative resolution proposing to the European Commission a directive for facilitating social enterprise companies’ cross-border activities. The proposal is first situated within the context of the social economy and how the sector has grown in importance to European integration. The proposal and the European Commission's response are then examined. Although the European Commission was not convinced that Member States would be amenable to the proposal, a consensus may already exist that is sufficient to garner their support. Even if this prediction is wrong, however, it is argued that there are reasons to surmise that the proposal will likely be reassessed and ultimately successful at some future point. Finally, the proposal is viewed with a reflexive harmonisation lens. Through the analysis, regulatory issues are identified, and a solution is then suggested.

Many applications (electric vehicles, renewable energies, low-voltage DC grids) require simple, high-power density and low-current ripple-boost converters. Traditional step-up converters are limited when large transformation ratios are involved. In this work is proposed a step-up converter that brings together the characteristics of high gain, low ripple, and high-power density. From the converter proposal, a mathematical analysis of its operation is first performed, including its static transfer function, stress of components, and voltage and current ripples. Furthermore, it provides a design example for an application of Vin = 48 V to Vo = 270 V and 500 W. For its implementation, two different wide bandgap (WBG) semiconductor models have been used, hybrid GaN cascodes and SiC MOSFETs. Finally, the experimental results of the produced prototypes are shown, and the results are discussed.

This article considers implications of the recent Love decision in the High Court for the debate about Indigenous constitutional recognition and a First Nations constitutional voice. Conceptually, it considers how the differing judgments reconcile the sui generis position of Indigenous peoples under Australian law with the theoretical ideal of equality—concepts which are in tension both in the judicial reasoning and in constitutional recognition debates. It also discusses the judgments’ limited findings on Indigenous sovereignty, demonstrating the extent to which this is predominantly a political question that cannot be adequately resolved by courts. Surviving First Nations sovereignty can best be recognised and peacefully reconciled with Australian state sovereignty through constitutional reform authorised by Parliament and the people. The article then discusses political ramifications. It argues that allegations of judicial activism enlivened by this case, rather than demonstrating the risks of a First Nations voice, in fact illustrate the foresight of the proposal: a First Nations voice was specifically designed to be non-justiciable and therefore intended to address such concerns. Similarly, objections that this case introduced a new, race-based distinction into the Constitution are misplaced. Such race-based distinctions already exist in the Constitution’s text and operation. The article then briefly offers high-level policy suggestions address two practical issues arising from Love. With respect to the three-part test of Indigenous identity, it suggests a First Nations voice should avoid the unjustly onerous burdens of proof that are perpetuated in some of the reasoning in Love. It also proposes policy incentives to encourage Indigenous non-citizens resident in Australia to seek Australian citizenship, helping to prevent threats of deportation that faced Love and Thoms.

The diversity of earmold specifications and nomenclature used by the manufacturers often makes it confusing and difficult to obtain an earmold with the characteristics necessary for the amplifying system. Eight earmold manufacturers were surveyed to determine whether or not they were in compliance with standard nomenclature proposed by the National Association of Earmold Manufacturers in 1970. The results show that the manufacturers do not appear to be following the NAEL proposal. A recommendation for the possible solution of the problem is presented.

Abstract Banking regulation in the twenty-first century is at the crossroads. The article discusses the question whether the supervisory review of bank risk management systems is superior to the minimum capital requirements in traditional style. It points out the serious problems of both ways - especially the first one, which was preferred by the Basle Committee of Banking Supervision in its proposal ,,A new capital adequacy framework`` (June 1999).

Este artigo apresenta resultados de uma pesquisa de mestrado concluída. Pretendemos analisar como a organização curricular influencia a produção de significados que professoras de matemática do ensino médio atribuem a uma proposta desenvolvida à luz da Educação Matemática Crítica (EMC), ao se engajarem no desenvolvimento, aplicação e avaliação de uma Trajetória Hipotética de Aprendizagem (THA) de medidas estatísticas. Trata-se de um estudo de cunho estritamente qualitativo. A partir do material empírico, inferimos que as professoras atribuíram alguns significados para a proposta desenvolvida: uma atividade estranha, que incomoda, que gera angústia, que estressa e que necessita de vários conhecimentos para ser realizada. A demanda da organização curricular, assim como a formação docente, é tomada como importante fator na atribuição destes significados.This article presents some of the results from one master's thesis. We intend to analyze how the curricular organization influences production of meanings that high school math teachers attribute in a proposal based in the critical mathematics education (CME). Teachers engaged in the development, implementation and evaluation of a hypothetical trajectory learning (HTL) of statistical measures. This is a strictly qualitative nature study. From the empirical material, we infer that the teachers gave some meanings to the developed proposal: a strange activity, that bothers, that generates anxiety, which stresses, that needs a lot of knowledge to be accomplished. The demand of the curricular organization, as well as teacher training, is taken as important factor in the attribution of these meanings.
