Rice distribution for economically disadvantaged group of people is one of the main  operational activities of  Bulog Company to advance Indonesian society welfare. Decision making for rice quality for the addressee often became a complicated problem. Overcoming those problems  takes an effective step in order to take a decision. One way to do so is to perform the classification process and search for the best result using the existing data. The use of software can be an optimal solution of the problem by using the method of Fuzzy Multi Attribute Decision Making (FMADM) Yager. This application will ease Perum Bulog to determine the best rice quality to be distributed to the economically disadvantaged group of people. After fuzzification of data to work with FMADM Yager perform pairwise comparisons are based on the value of an attribute of interest, determined the value of the weight (W), reappointment, and ranking the final results. Based on the results, then the KP. Adi Rizka an optimal alternative to the value of 0.8131 which it included in the category of suitable is 0.8. The system is built using the PHP programming language and MySQL database.

Interval-valued T-spherical fuzzy set (IVTSFS) handles uncertain and vague information by discussing their membership degree (MD), abstinence degree (AD), non-membership degree (NMD), and refusal degree (RD). MD, AD, NMD, and RD are defined in terms of closed subintervals of that reduce information loss compared to the T-spherical fuzzy set (TSFS), which takes crisp values from intervals; hence, some information may be lost. The purpose of this manuscript is to develop some Hamacher aggregation operators (HAOs) in the environment of IVTSFSs. To do so, some Hamacher operational laws based on Hamacher t-norms (HTNs) and Hamacher t-conorms (HTCNs) are introduced. Using Hamacher operational laws, we develop some aggregation operators (AOs), including an interval-valued T-spherical fuzzy Hamacher (IVTSFH) weighted averaging (IVTSFHWA) operator, an IVTSFH-ordered weighted averaging (IVTSFHOWA) operator, an IVTSFH hybrid averaging (IVTSFHHA) operator, an IVTSFH-weighted geometric (IVTSFHWG) operator, an IVTSFH-ordered weighted geometric (IVTSFHOWG) operator, and an IVTSFH hybrid geometric (IVTSFHHG) operator. The validation of the newly developed HAOs is investigated, and their basic properties are examined. In view of some restrictions, the generalization and proposed HAOs are shown, and a multi-attribute decision-making (MADM) procedure is explored based on the HAOs, which are further exemplified. Finally, a comparative analysis of the proposed work is also discussed with previous literature to show the superiority of our work.

As a generalization of several fuzzy tools, picture fuzzy sets (PFSs) hold a special ability to perfectly portray inherent uncertain and vague decision preferences. The intention of this paper is to present a Pearson’s picture fuzzy correlation-based model for multi-attribute decision-making (MADM) analysis. To this end, we develop a new correlation coefficient for picture fuzzy sets, based on which a Pearson’s picture fuzzy closeness index is introduced to simultaneously calculate the relative proximity to the positive ideal point and the relative distance from the negative ideal point. On the basis of the presented concepts, a Pearson’s correlation-based model is further presented to address picture fuzzy MADM problems. Finally, an illustrative example is provided to examine the usefulness and feasibility of the proposed methodology.

a b s t r a c t This research aims to make a ranking College in Aceh and its applications processing data.The College in question is 25 (twenty five) in the region XIII Kopertis Aceh province using Simple Additive Weighting (SAW) is one method that can be used to solve the problem of Fuzzy MADM. Application of decision support system (DSS) this can take account of all criteria that support decision making in order to help speed up and facilitate the decision-making process and do the rangking in particular. Based on the results of the study it can be concluded then the Fuzzy method of Multi Attribute Decision Making (FMADM) and Simple Additive Weighting (SAW) can provide information ranking College, where the final results will be calculated the value of preferences (Vi) the highest of each alternative.The highest value was made the first priority as the best college. The end result of the application of the method of College ranking in the form of the SAW with the first order at Serambi Mekkah of University with the value of 0.89 and a low of STMIK Abulyatama value of 0.38. a b s t r a k Penelitian ini bertujuan untuk membuat sebuah perangkingan perguruan tinggi di Aceh beserta aplikasi pengolahan datanya. Perguruan tinggi yang dimaksudkan adalah 25 (dua puluh lima) PTS di Wilayah Kopertis Wilayah XIII Provinsi Aceh dengan menggunakan Metode Simple Additive Weighting (SAW) merupakan salah satu metode yang dapat digunakan untuk menyelesaikan masalah Fuzzy MADM. Aplikasi Sistem Pendukung Keputusan (SPK) ini dapat memperhitungkan segala kriteria yang mendukung pengambilan keputusan guna membantu mempercepat dan mempermudah proses pengambilan keputusan dan melakukan perangkingan khususnya. Berdasarkan hasil penelitian maka dapat disimpulkan Metode Fuzzy Multi Attribute Decision Making (FMADM) dan Simple Additive Weighting (SAW) dapat memberikan informasi perangkingan perguruan tinggi, dimana hasil akhir akan dihitung nilai preferensi (Vi) tertinggi dari masing-masing alternatif. Nilai tertinggi dijadikan prioritas pertama sebagai perguruan tinggi terbaik. Hasil akhir dari penerapan metode SAW berupa perangkingan perguruan tinggi dengan urutan pertama pada Universitas Serambi Mekkah dengan nilai 0.89 dan terendah STMIK Abulyatama dengan nilai 0.38.

An indoor environment of each building depends on a number of criteria, like temperature, humidity, noise, etc. Therefore, multi-attribute decision making (MADM) methods are used to assess alternatives and to choice the rational one. In this paper we suggest to add a concept of ideal alternative into assessment using MADM, since it allows both to determine the optimal solution and the deviation of each alternative (an indoor environment of a building) from the optimal values, e.g. ideal alternative. Therefore, a method of multi-attribute assessment using ideal alternative (MAAIA) is formulated in this paper. It is applied for the MOORA method to assess an indoor environment of apartments in block houses situated in Naujoji Vilnia, Vilnius, Lithuania. Obtained results of the assessment show that the proposed method is useful for decision support and assessment of alternatives.

In this paper, picture fuzzy tensor is proposed, and some related properties are studied. In the meantime, the decomposition theorem of picture fuzzy tensors is established by using picture fuzzy cutting tensors and picture fuzzy t-norm. Moreover, we propose the generalized picture fuzzy weighted interaction aggregation (GPFWIA) operator and the generalized picture fuzzy weighted interaction geometric (GPFWIG) operator. Finally, an application of picture fuzzy tensor in multi-attribute decision making (MADM) problems is presented, that is, a method is suggested to solve picture fuzzy MADM problems with multi-dimensional data characteristics. It is found that our proposed method is feasible and effective by a typical application example.

Indonesia government has launched a program to encourage youth entrepreneurship as a strategy to improve national economy. This paper proposes a method to find an entrepreneurial potential based on academic behavior features that are extracted from the Higher Education Database PDDikti. The proposed approach applies the Fuzzy Multi-Attribute Decision Making (FMADM) technique. Rules for extracting features of student academic behavior were following Theory of Planned Behavior (TPB) and resulting in 14 features. The FMADM model combines Fuzzy Simple Additive Weighting and Fuzzy Technique for Order Preference by Similarity to Ideal Solution, which is called FSAW-TOPSIS. Friedman Test demonstrated that FSAW-TOPSIS gives more optimal solution with the highest Mean Rank of the potential entrepreneurial value of 2.96. Besides, through Hamming Distance Test, FSAW-TOPSIS results the best order with a 98% percentage and ranking of the smallest Squared Error of 0.3%, which makes the proposed model offered a better solution. It can be concluded that using TPB variables in PDDikti environment with FSAW-TOPSIS technique provides an optimal recommendation on student entrepreneurship potential, which can be used as a part of a decision-making system for higher education management.

AbstrakSejak tahun 2005 di Indonesia sudah dilaksanakan pemilihan kepala daerah (pilkada) secara langsung mulai dari pemilihan kepala desa, bupati, walikota sampai dengan gubernur. Majalah SwaSembada menyebutkan ada pemilihan langsung untuk 500 anggota DPR; 33 gubernur, serta sekitar 460 pemilihan untuk jabatan bupati dan wali kota. Dalam penelitian ini dibuat sebuah aplikasi yang mampu mensimulasikan suatu bentuk aplikasi pengambilan keputusan kasus Penentuan Pilihan Calon Kepala Daerah di Indonesia menggunakan metode Fuzzy MADM yang dikembangkan oleh Moon Hyun Joo dan Chang Sun Kang. Sistem ini mempunyai kemampuan menampung input kriteria yang diinginkan dari pengguna, alternatif pasangan calon, dan pada akhirnya mampu memberikan tampilan visual berupa himpunan solusi terbaik dari beberapa alternatif yang diberikan menggunakan metode perangkingan Nilai Total integral. Dari dua kasus pemilihan bupati yang diujikan ternyata hasil perangkingan tidak selalu sama tergantung dari tingkat keoptimisan (a) yang dipakai. Kata kunci— fuzzy, fmadm, pemilihan kepala daerah AbstractSince 2005, in Indonesia the election of regional leader (pilkada) has been held directly start from election of countryside head, regent, mayor up to governor. SwaSembada Magazine mentioned that there are direct elections to elect 500 members of DPR; 33 governors, and also about 460 elections for the occupation of lord mayor and regent. The aim of this research is to create an application which is capable to simulate a Decision Making System in the case of Determination the Choice in the Election of Regional Leader in Indonesia using the Fuzzy MADM method developed by Moon Hyun Joo and Chang Sun Kang. This system is able to accomodate the criterion input as the consumer want, alternative of candidate couple, and finally can give the visual appearance in the form of best solution gathering from some given alternatives using the Nilai Total integral sort method. This system has been implemented in two elections of Regional Leader, and from the test can be concluded that the result of the sort is not always the same. Abstrak – Analisis sistem pendukung keputusan penerima beasiswa di SMP Muhammadiyah 2 Kalasan ini mempunyai tujuan untuk memberikan rekomendasi calon penerima beasiswa kepada pengambil keputusan di SMP Muhammadiyah 2 Kalasan, membangun aplikasi Sistem Pendukung Keputusan untuk menentukan siswa yang layak menerima beasiswa berdasarkan criteria yang telah ditentukan di SMP Muhammadiyah 2 Kalasan serta untuk menguji hasil dari prototype sistem pendukung keputusan menggunakan metode Fuzzy Multi Attribute Decision Making metode Simple Additive Weighting (SAW) dibandingkan perhitungan secara manual menggunakan metode yang sama. Penelitian ini menggunakan metode action research. Penelitian ini membahas tentang seleksi penerimaan beasiswa dengan metode Fuzzy Multi Attribute Decision Making metode Simple Additive Weighting (SAW). Hasil pengujian Black box, sistem yang dibangun mempunyai hasil output sesuai dengan yang diharapkan. Hasil penelitian ini dapat digunakan oleh Kepala Sekolah SMP Muhammadiyah 2 Kalasan untuk membantu dalam mementukan penerima beasiswa dengan memberikan alternative pilihan. Sistem yang dibuat mampu menghasilkan perangkingan untuk memberikan rekomendasi penerima beasiswa kepada Kepala Sekolah. Sistem Pendukung keputusan penerima beasiswa dengan metode Fuzzy MADM dan metode Simple Additive Weighting yang dibangun, mempunyai hasil perhitungan yang sesuai dengan perhitungan manual.Kriteria yang digunakan sistem pendukung keputusan ini sesuai dengan kriteria yang ditetapkan di SMP Muhammadiyah 2 Kalasan yaitu Penghasilan orang tua, Rata-rata nilai raport, Jumlah tanggungan orang tua dan presentase kehadiran siswa.Kata kunci: SPK, Fuzzy, SAW, Beasiswa

For intuitionistic fuzzy values (IFVs), there are more or less some drawbacks in the existing comparison methods, so it is necessary for us to develop a more proper technique for comparing or ranking IFVs in this paper. To do so, we first formalize an IFV as a fuzzy subset in order to analyze the fuzzy meaning of an IFV, and then according to the basic properties of the fuzzy subset, we determine the dominance relation (order relation) between two IFVs by defining a dominance degree. In order to explain the feasibility of the dominance relations, we validate the monotonicity of intuitionistic fuzzy operational laws, and additionally, we improve and prove the monotonicity of several intuitionistic fuzzy aggregation operators on the basis of the dominance relations. Because it is of importance for some practical problems (e.g., intuitionistic fuzzy multi-attribute decision making) to rank IFVs, we finally develop a method for ranking IFVs by constructing a dominance matrix based on the dominance degrees. A simple example is taken to illustrate the validity of our ranking method.

Triangular intuitionistic fuzzy numbers (TIFNs) are a special case of intuitionistic fuzzy sets. The purpose of this paper is to develop a new decision making method based on possibility variance coefficient to solve the multi-attribute decision making (MADM) problems, in which the attribute values are in the form of TIFNs and the weight preference information is incomplete. The possibility mean, variance and standard deviation for a TIFN are introduced as well as the possibility variance coefficient. Hereby, a new method to rank TIFNs is given on the basis of the possibility variance coefficients. The bi-objective mathematical programming, which minimizes the possibility variance coefficients of membership and non-membership functions for alternative's overall attribute values, is constructed. Using the max-min method, two non-linear fractional programming models are transformed into the linear programming models through the Charnes and Cooper transformation. Thus, the Pareto optimal solution to the bi-objective mathematical programming can be derived by solving the single-objective programming model. The ranking order of alternatives is obtained according to the minimum possibility variance coefficients. A personal selection example is given to verify the developed method and to demonstrate its feasibility and effectiveness. The analysis of comparison with other method is also conducted.
