With the growth of data-oriented research in humanities, a large number of research datasets have been created and published through web services. However, how to discover, integrate and reuse these distributed heterogeneous research datasets is a challenging task. Ontology is the soul between series digital humanities resources, which provides a good way for people to discover and understand these datasets. With the release of more and more linked open data and knowledge bases, a large number of ontologies have been produced at the same time. These ontologies have different publishing formats, consumption patterns, and interactions ways, which are not conductive to the user’s understanding of the datasets and the reuse of the ontologies. The Ontology Service Center platform consists of Ontology Query Center and Ontology Validation Center, mainly using linked data and ontology-based technologies. The Ontology Query Center realizes the functions of ontology publishing, querying, data interaction and online browsing, while the Ontology Validation Center can verify the status of using certain ontologies in the linked datasets. The empirical part of the paper uses the Confucius portrait as an example of how OSC can be used in the semantic annotation of images. In a word, the purpose of this paper is to construct the applied ecology of ontology to promote the development of knowledge graphs and the spread of ontology.

The aim of this chapter is to present a proposal and a case study to describe the information about organizations in a standard way using the Linked Data approach. Several models and ontologies have been provided in order to formalize the data, structure and behaviour of organizations. Nevertheless, these tries have not been fully accepted due to some factors: (1) missing pieces to define the status of the organization; (2) tangled parts to specify the structure (concepts and relations) between the elements of the organization; 3) lack of text properties, and other factors. These divergences imply a set of incomplete approaches to formalize data and information about organizations. Taking into account the current trends of applying semantic web technologies and linked data to formalize, aggregate, and share domain specific information, a new model for organizations taking advantage of these initiatives is required in order to overcome existing barriers and exploit the corporate information in a standard way. This work is especially relevant in some senses to: (1) unify existing models to provide a common specification; (2) apply semantic web technologies and the Linked Data approach; (3) provide access to the information via standard protocols, and (4) offer new services that can exploit this information to trace the evolution and behaviour of the organization over time. Finally, this work is interesting to improve the clarity and transparency of some scenarios in which organizations play a key role, like e-procurement, e-health, or financial transactions.

This article describes how the Linked Open Data Cloud project allows data providers to publish structured data on the web according to the Linked Data principles. In this context, several link discovery frameworks have been developed for connecting entities contained in knowledge bases. In order to achieve a high effectiveness for the link discovery task, a suitable link configuration is required to specify the similarity conditions. Unfortunately, such configurations are specified manually; which makes the link discovery task tedious and more difficult for the users. In this article, the authors address this drawback by proposing a novel approach for the automatic determination of link specifications. The proposed approach is based on a neural network model to combine a set of existing metrics into a compound one. The authors evaluate the effectiveness of the proposed approach in three experiments using real data sets from the LOD Cloud. In addition, the proposed approach is compared against link specifications approaches to show that it outperforms them in most experiments.

Purpose Linked data is a technical standard to structure complex information and relate independent sets of data. Recently, governments have started to use this technology for bridging separated data “(silos)” by launching linked open government data (LOGD) portals. The purpose of this paper is to explore the role of LOGD as a smart technology and strategy to create public value. This is achieved by enhancing the usability and visibility of open data provided by public organizations. Design/methodology/approach In this study, three different LOGD governance modes are deduced: public agencies could release linked data via a dedicated triple store, via a shared triple store or via an open knowledge base. Each of these modes has different effects on usability and visibility of open data. Selected case studies illustrate the actual use of these three governance modes. Findings According to this study, LOGD governance modes present a trade-off between retaining control over governmental data and potentially gaining public value by the increased use of open data by citizens. Originality/value This study provides recommendations for public sector organizations for the development of their data publishing strategy to balance control, usability and visibility considering also the growing popularity of open knowledge bases such as Wikidata.

AbstractThe idea of data to be semantically linked and the subsequent usage of this linked data with modern computer applications has been one of the most important aspects of Web 3.0. However, the actualization of this aspect has been challenging due to the difficulties associated with building knowledge bases and using formal languages to query them. In this regard, SPARQL, a recursive acronym for standard query language and protocol for Linked Open Data and Resource Description Framework databases, is a most popular formal querying language. Nonetheless, writing SPARQL queries is known to be difficult, even for experts. Natural language query formalization, which involves semantically parsing natural language queries to their formal language equivalents, has been an essential step in overcoming this steep learning curve. Recent work in the field has seen the usage of artificial intelligence (AI) techniques for language modelling with adequate accuracy. This paper discusses a design for creating a closed domain ontology, which is then used by an AI-powered chat-bot that incorporates natural language query formalization for querying linked data using Rasa for entity extraction after intent recognition. A precision–recall analysis is performed using in-built Rasa tools in conjunction with our own testing parameters, and it is found that our system achieves a precision of 0.78, recall of 0.79 and F1-score of 0.79, which are better than the current state of the art.

Abstract With the ever increasing availability of linked multilingual lexical resources, there is a renewed interest in extending Natural Language Processing (NLP) applications so that they can make use of the vast set of lexical knowledge bases available in the Semantic Web. In the case of Machine Translation, MT systems can potentially benefit from such a resource. Unknown words and ambiguous translations are among the most common sources of error. In this paper, we attempt to minimise these types of errors by interfacing Statistical Machine Translation (SMT) models with Linked Open Data (LOD) resources such as DBpedia and BabelNet. We perform several experiments based on the SMT system Moses and evaluate multiple strategies for exploiting knowledge from multilingual linked data in automatically translating named entities. We conclude with an analysis of best practices for multilingual linked data sets in order to optimise their benefit to multilingual and cross-lingual applications.

In this paper we propose an automatic method for building domain ontologies where we leverage the emerging vocabulary from social tagging systems, and the existing semantics in the Linked Open Data cloud to enrich semantically the terms that shape the domain ontology. We systematically capture a domain vocabulary by searching for relevant resources in the folksonomy graph using a spreading activation strategy. We use the vocabulary to identify domain classes and relationships among them by querying knowledge bases published as linked data. We present a case study in the financial domain where we experiment with different settings and show the feasibility of our approach using real folksonomy data.

O surgimento de novas tecnologias, tem introduzido meios para a divulgação e a disponibilização das informações mais eficientemente. Uma iniciativa, chamada de Europeana, vem promovendo esta adaptação dos objetos informacionais dentro da Web, e mais especificamente no Linked Data. Desta forma, o presente estudo tem como objetivo apresentar uma discussão acerca da relação entre as Humanidades Digitais e o Linked Open Data, na figura da Europeana. Para tal, utilizamos uma metodologia exploratória e que busca explorar as questões relacionadas ao modelo de dados da Europeana, EDM, por meio do SPARQL. Como resultados, compreendemos as características do EDM, pela utilização do SPARQL. This paper discusses issues that will affect the future development of the Web, either increasing its power and utility, or alternatively suppressing its development. It argues for the importance of the continued development of the Linked Data Web, and describes the use of linked open data as an important component of that. Second, the paper defends the Web as a read–write medium, and goes on to consider how the read–write Linked Data Web could be achieved.

Purpose/Thesis: This article presents the results of a survey conducted in January 2021 among employees of Polish libraries, museums, and archives, examining their awareness of open linked data technologies. The research had a pilot character and its results will be used to improve the questionnaire and to conduct research on a wider scale. Approach/Methods: The survey method was used in the study. Results and conclusions: On the basis of answers received, it can be concluded that open linked data is not yet very well-known among employees of Polish libraries, museums, and archives. Those most aware of technologies allowing for machine understanding of content shared on the Web are doctorate degree-holders employed in research libraries. Furthermore, awareness of the projects using LOD technologies does not correlate with awareness of these technological solutions. Research limitations: The number of respondents (415) constitutes 1% of all the people employed in libraries, archives, and museums in Poland (based on data provided by the Central Statistical Office of Poland). This is not a large number, but considering the variety among the respondents, the sample can be considered representative. Originality/Value: The awareness of Linked Open Data among employees of Polish libraries, archives, and museums has not been the subject of any study so far. In fact, this type of research has not been conducted in other countries either.
