This paper considers how the Botswana government could use the experiences of implementing the UN Millennium Development Goals (MDGs) to localise their successor Sustainable Development Goals (SDGs) in the country’s new development strategy Vision 2036. Despite the recentralisation of some elements of service delivery (water, education, and health) reversing the decentralisation trend, Botswana attained respectable successes in achieving MDG targets. The localisation of development goals must however go beyond simply establishing effective and efficient decentralised local government units, to implementing local economic development strategies that enable communities to take an active role in national development processes. The primary question that this discussion paper seeks to answer is: can Botswana utilise lessons learnt in implementing the MDGs to the SDGs, to foster an empowered local community? The paper highlights how community empowerment is particularly critical in Botswana; on the one hand given the current over-dependence of the economy on a limited number of extractive, finite mineral resources, and on the other because of the multi-dimensional character of poverty and high income inequality afflicting Botswanans. The call for greater decentralisation in Botswana’s Vision 2036 provides a good example for the Commonwealth as it goes beyond the SDGs’ target date of 2030. Millennium Development Goals (MDGs) was implemented in 2000 ostensibly to accelerate development within its 15 years plan of action. In the credence of this notion, Nigeria was one of the early countries that adopted the rational policy. Prior to the introduction of MDG, the country had implemented diverse developmental policies which are said not to have delivered the expected dividend. Hence, no sooner, the MDGs came to an end; the impulse of another developmental goal became necessary. Sustainable development Goals (SDGs) succeeding MDGs reiterates questions such as, how well did MDGs perform in developing countries? Where the aims of the MDGs met? If MDGs struggle to achieve 8 goals, how possible will SDGs 17 goals be realized? It is in this light, that the study using secondary data evaluate the MDG era in Nigeria, how far and how well they achieved their set target. The study suggests that although MDGs era in Nigeria recorded slight progress with regards to targeted goals, it did not meet the required plausible targets. Hence, as a very effective way of achieving sustainable development, the study recommends good governance and prioritizing of goals according to the country needs.

One of the programs of the Ministry of Villages, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia based on sustainable development (Sustainable Development Goals) globally which consists of 17 goals which are then added one point as a foothold for the community, namely a dynamic village institutional program and adaptive culture that involves the local government as a working partner. The program of dynamic village institutions and adaptive culture aims at village development that is based on the cultural roots of the local community with the intention that everything built on a cultural basis will have extraordinary resilience and have good deterrence. This study uses Edwards III theory by considering four indicators as a factor in implementing public policies consisting of: Communication, Resources, Implementing Disposition, and Bureaucratic Structure. Factors that are considered as supporting factors in the implementation of the dynamic village institutional program and adaptive culture in Southeast Minahasa Regency are communication and the disposition of the implementer. Factors that are considered as inhibiting factors in the implementation of dynamic village institutional programs and adaptive culture in Southeast Minahasa Regency are resources and bureaucratic structure. Human and financial resources need to be improved. It is necessary to make standard operating procedures specifically for dynamic village institutional programs and an adaptive culture that has a clear position base in carrying out the program.

The article studies the interrelated categories of national security and sustainable development, which are currently the object of special attention of government institutions, civil society, political parties, territorial communities, etc. The purpose of the study is to specify the topical issues associated with sustainable development of the national security, building on the international experience in this area, and to determine the locally adaptable ways of ensuring sustainability of the national security of Ukraine. The process of sustainable development of national security is to be more effective when there is a clear idea of its structural and functional elements, direct and indirect ties among them. The synergy of national security with the implementation of the 2030 Sustainable Development Goals is able to ensure comprehensive modernization in accordance with today’s requirements and strengthen the level of welfare and security of citizens. The integrated level of national security of Ukraine correlates with the goals of sustainable development. The country’s stability and its resistance to national security threats is a necessary condition for implementing a purposeful sustainable development strategy for 2030. Successful implementation of sustainability tasks for Ukraine is possible provided there exist unity and capacity of state power and society.

The Millennium Development Goals (MDGs), which began in 2000 with 8 goal points, have not been able to solve the global problems. The MDGs were developed into Sustainable Development Goals (SDGs) in 2015 with 17 targeted goal points achieved in 2030. Until now, methods for determining the priority of SDGs are still attractive to researchers. Centrality is one of the tools in determining the priority goal points on a network by using graph theory. There are four measurements of centrality used in this paper, namely degree centrality, betweenness centrality, closeness centrality, and eigenvector centrality. The calculation results obtained from the four measurements are compared, analyzed, to conclud which goal points are the most prior and the least prior. From the results obtained the most priority goal points in Sustainable Development Goals.

Abstract: Sustainable Development Goals (SDGs) are designed as the successor of the Millennium Development Goals (MDGs) as the MDGs’ goals have not been achieved by the end of 2015. The SDGs is an action plan for the humankind, the planet, and the prosperity that also aims to strengthen universal peace in a broad freedom. It exists to overcome extreme poverty as the greatest global challenge. The SDGs concept is needed as a new development framework that accommodates all the changes occur after the 2015-MDGs, especially related to the world's changes since 2000 regarding the issue of deflation of natural resources, environmental degradation, crucial climate change, social protection, food and energy security, and a more pro-poor development. MDGs aimed only for the developing countries, while SDGs have a more universal goal. The SDGs is present to replace the MDGs with better goals to face the world future challenge. It has 17 goals and 169 targets that will stimulate actions for the next 15 years, focusing on the significant areas for the humanity and the planet, i.e., the people, planet, prosperity, peace, and partnership.
