Abstract Background Nigeria’s health sector aims to ensure that the right number of health workers that are qualified, skilled, and distributed equitably, are available for quality health service provision at all levels. Achieving this requires accurate and timely health workforce information. This informed the development of the Nigeria Health Workforce Registry (NHWR) based on the global, regional, and national strategies for strengthening the HRH towards achieving universal health coverage. This case study describes the process of conceptualizing and establishing the NHWR, and discusses the strategies for developing sustainable and scalable health workforce registries. Case presentation In designing the NHWR, a review of existing national HRH policies and guidelines, as well as reports of previous endeavors was done to learn what had been done previously and obtain the views of stakeholders on how to develop a scalable and sustainable registry. The findings indicated the need to review the architecture of the registry to align with other health information systems, develop a standardized data set and guidance documents for the registry including a standard operating procedure to ensure that a holistic process is adopted in data collection, management and use nationally. Learning from the findings, a conceptual framework was developed, a registry managed centrally by the Federal Ministry of Health was developed and decentralized, a standardized tool based on a national minimum data was developed and adopted nationally, a registry prototype was developed using iHRIS Manage and the registry governance functions were integrated into the health information system governance structures. To sustain the functionality of the NHWR, the handbook of the NHWR that comprised of an implementation guide, the standard operating procedure, and the basic user training manual was developed and the capacity of government staff was built on the operations of the registry. Conclusion In establishing a functional and sustainable registry, learning from experiences is essential in shaping acceptable, sustainable, and scalable approaches. Instituting governance structures that include and involve policymakers, health managers and users is of great importance in the design, planning, implementation, and decentralization stages. In addition, developing standardized tools based on the health system's needs and instituting supportable mechanisms for data flow and use for policy, planning, development, and management is essential.

African Swine Fever (ASF) is one of the  infectious diseases affecting swine with high mortality rate. Disease transmission occurs direct and indirect. Indirect transmission through feed, virus contaminated object and swill feeding produced by ships. Ships berthing in the port of Tanjung Priok mostly comes or transits from a country which ASF exist. Among those ships, some discharge their garbage and take over into the final dumping site without any further treatment. There are many institution and a third parties involved in garbage management in the port of Tanjung Priok. This research aims is to identify an obstacle, actors and strategies in managing garbage from the ships to prevent ASF spread in the port of Tanjung Priok using Interpretative Structural Modelling (ISM). The results of this research shows the biggest obstacle in managing garbage from the ships, in order to prevent ASF spread in the port of Tanjung Priok is the absence of standard operating procedures (SOP), The most important actor is Indonesia Port Corporation II and the most important strategy is develop an integrated SOP for ship waste management. is to develop an integrated SOP for ship waste management.

In preventing the Covid-19 pandemic, immigration has a security function which is carried out by selecting the intentions and objectives of foreign nationals to Indonesian territory by examining visa applications, including in handling detainees in the detention room. The problem in this study is whether the arrangements for handling detainees in the detention room of the Class 1 Immigration Office for Non TPI, South Jakarta can be implemented during the covid-19 pandemic. How to optimize the handling of detainees during the covid-19 pandemic in the detention room of the Class 1 Immigration Office for Non TPI, South Jakarta. This research method is empirical normative using primary data and secondary data. The results of the study stated that the arrangements for handling detainees in the detention room of the Class 1 Immigration Office for Non TPI, South Jakarta, could not be fully implemented during the Covid-19 pandemic. This is because until now there is no regulation specifically for the Class I Immigration Office for Non TPI related to the handling of detainees in the detention room, thus causing the absence of standard operating procedures for officers. Optimization of the handling of detainees during a pandemic in the detention room of the Class 1 Immigration Office for Non TPI Special South Jakarta is through the issuance of the Regulation of the Director General of Immigration regarding the handling of detainees during a pandemic in the detention room at the Immigration Office Class 1 Special for Non TPI South Jakarta.

Objective. To investigate the application effect of the standard operating procedure (SOP) in the prevention of venous thromboembolism (VTE). Methods. The clinical data of patients admitted to respiratory, cardiovascular, neurological, and geriatric departments in the hospital (November 2020–May 2021) were retrospectively analyzed, and the patients in line with the inclusion criteria were equally randomized into the observation group (OG) and the control group (CG). The CG was treated with the routine nursing, and the OG received the SOP of VTE prevention additionally. After the record of the incidence of VTE and nursing satisfaction of the two groups, scores of VTE awareness were compared. Results. One hundred and twenty patients were included in this study, and no obvious difference was found in the general data of patients ( P  > 0.05). Compared with the CG, the incidence of VTE of the OG was obviously lower ( P  < 0.05). After nursing, compared with the CG, scores of VTE awareness in the OG were conspicuously higher ( P  < 0.001), and scores of VTE awareness of the nursing staff were conspicuously higher than those before nursing ( P  < 0.001). Compared with the CG, nursing satisfaction of the OG was obviously higher ( P  < 0.001). Conclusion. SOP can reduce the incidence of VTE of patients, improve their disease awareness, and enhance their nursing satisfaction, which should be popularized in practice.

Doctors as medical workers are at the forefront of health services for Covid-19 patients. During the pandemic, doctor is the profession that has the highest risk in handling Covid-19 patients. In this case, it is appropriate if doctors get legal protection in carrying out their profession. So, what is the actual form of legal protection that doctors have received so far in handling Covid-19 patients? Have the existing regulations accommodated this protection?. The method of research which used in this research was normatif by examining the law which is conceptualized as a norm or rule that applied in society, and becomes a reference for everyone's behavior. The results of the study indicated that there were preventive and repressive measures which were as means of legal protection for doctors during Pandemic. Preventive efforts can be interpreted as steps or ways that can be taken to prevent an event that has legal consequences in the form of fulfilling obligations as a doctor, namely by carrying out the profession in accordance with professional standard, professional service standard, and standard operating procedures, completing administration in medical practice such as informed consent. and medical records, getting vaccines, providing incentives. While repressive efforts are defined as steps or method which taken if an event that results in law has occurred in the form of providing compensation to doctors who died, giving awards for services, bearing medical expenses for exposed doctors, and prosecution for criminal acts towards people who do not orderly implement health protocols. The legal protection of medical workers in handling Covid-19 is evident in the fact that these medical workers have received legal protection in the form of supervision and guidance carried out by the Central Government, Regional Government or their Work Agencies. It shows that existing regulations have accommodated legal protection for doctors during the Covid-19 pandemic.

The purpose of this study is to solve a number of problems in the era of the COVID pandemic related to online-based management. Specifically, the purpose of this study is to solve problems that are directly related to employee knowledge related to excellent public service, the availability of human resources (HR), infrastructure to support effective and efficient public services, standard operating procedures for online-based services. In addition, analyzing the interests of who is affected, what benefits are generated, the position of online-based management policy makers, and other matters related to online-based management policies. The research method used is qualitative research. The informants who were determined by purposive sampling were 10 people consisting of the Head of the Manado City Population and Civil Registration Service (Disdukcapil), the Disdukcapil Secretary, as well as from leadership elements and members of the Manado City DPRD, and 5 Manado City residents.
