Purpose Ontario’s Ministry of Environment and Climate Change seeks to legislate diverse waste streams (including food waste) by implementing Bill 151, known colloquially as the Waste Free Ontario Act. The purpose of this study is to investigate how stakeholders in Ontario’s food and waste systems perceive the prospective legislation. Design/methodology/approach The paper is based on interviews with stakeholders across the food value chain in Ontario, as well as an analysis of legislation and related documents. Findings The paper argues that Bill 151 represents the Province’s commitment to an ecological modernization paradigm. This research uncovers the lines of tension that may exist in the implementation of food waste policy. These lines of tension represent stakeholders’ ideological perspectives on food waste, including whether it signals an efficient or inefficient economy, whether legislation should prioritize economic or environmental goals and whether it is more appropriate for legislation to incentivize desired food waste treatments or penalize/prohibit undesired activities. Originality/value The analysis reveals potential allies in the regulatory process, likely points of contention and areas where greater consensus may be forged, depending on government efforts to reframe the issues at stake.

AbstractThe fashion and textiles industry, and policymakers at all levels, are showing an increased interest in the concept of circular economy as a way to decrease business risks and negative environmental impacts. However, focus is placed mainly on the material ‘stuff’ of textile fashion and its biophysical harms. The current material focus has several shortcomings, because fashion is a social-ecological system and cannot be understood merely by addressing its environmental dimensions. In this paper, we rethink the fashion system from a critical social-ecological perspective. The driver-state-response framework shows social drivers and ecological impacts as an adaptive social-ecological system, exposing how these interacting aspects need to be addressed for sustainable and resilient implementation of circular economy. We show how current responses to global sustainability challenges have so far fallen short. Our overall aim is to expand possibilities for reframing responses that better reflect the complex links between the global fashion system, culture and creativity and the dynamics of the living planet. We argue that reducing planetary pressure from the global fashion and textiles industry requires greater recognition of the system’s social drivers with more emphasis on the many cross-scale links between social and ecological dimensions. Resilient decisions aiming for sustainable circularity of the fashion industry must therefore pay attention to social activities beyond the industry value chain, not just material flows within it.

The sewage sludges are the byproducts of the wastewater treatment. The new perspective of the wastewater value chain points to a sustainable circular economy approach, where the residual solid material produced by sewage sludge treatments is a resource rather than a waste. A sewage sludge treatment system consists of five main phases; each of them can be performed by different alternative processes. Each process is characterized by its capability to recover energy and/or matter. In this paper, a state of the art of the sludge-to-energy and sludge-to-matter treatments is provided. Then, a scenario analysis is developed to identify suitable sewage sludge treatments plants that best fit the quality and flowrate of sewage sludge to be processed while meeting technological and economic constraints. Based on the scientific literature findings and experts’ opinions, the authors identify a set of reference initial scenarios and the corresponding best treatments’ selection for configuring sewage sludge treatment plants. The scenario analysis reveals a useful reference technical framework when circular economy goals are pursued. The results achieved in all scenarios ensure the potential recovery of matter and/or energy from sewage sludges processes.

AbstractA problem for a circular economy, embedded in its policies, tools, technologies and models, is that it is driven by the interests and needs of producers, rather than customers and users. This opinion paper focuses on an alternative form of governance—agreements, which thanks to their bargaining approach brings actors from across the value chain into the policy process. The purpose of this opinion paper is to uncover and analyse the potential of such agreements for a circular economy. Circular agreements aim at increasing the circulation of materials and are an emerging form of political governance within the EU. These agreements have different names, involve different actors and govern in different ways. However, circular agreements seem to work when other types of regulations fail to establish circulation. These agreements bring actors together and offer a platform for negotiating how advantages and disadvantages can be redistributed between actors in a way that is more suitable for a circular economy. However, circular agreements are dependent on other policy instruments to work and can generate a free-rider problem with uninvolved actors. The agreements may also become too detailed and long term, which leads to problem shifting and lock-ins, respectively.

PurposeDespite the potential of open innovation (OI) to reduce barriers to the adoption of the circular economy (CE), little is known about the integration of the two themes and how OI could contribute to a more sustainable economy. The objective of this study is to investigate how OI can contribute to the adoption of the CE.Design/methodology/approachThis study adopts a systematic review of the literature sampled from the Scopus and Web of Science scientific databases.FindingsThe main findings of the study are (1) the utilization of OI within CE is still a recent phenomenon, one which emphasizes the collaboration between stakeholders and the co-creation approach; (2) the collaboration of stakeholders can be applied to align the objectives of interested parties, in a joint effort to resolve the environmental problems of the three levels of CE and (3) an action-creation approach can be adopted as a strategy to encourage the participation of consumers in the development of environmentally sustainable products, which may favor the transition to the CE.Originality/valueThe article presents the state of the art on the CE guided by OI, highlighting the opportunities and challenges of the correlation between the two themes. The article also shows the theoretical and practical implications for an OI-driven circular economy.

Purpose The purpose of this paper is to document for the first time the vertical specialization structure of the global pharmaceutical value chain. Design/methodology/approach The paper adopts Wang et al.’s (2013) gross exports decomposition method to trace foreign values in bilateral trade between major pharmaceutical producers, using the 2014 WIOT database. Findings The paper shows that as in other sectoral value chains, the pharmaceutical value chain is heavily regional. The paper identifies a strong European regional value chain, and a less intensive, Asian regional value chain. Korea is positioned in the middle of the Asian value chain, and is connected to the European regional value chain as a second-tier supplier. Originality/value The paper documents the vertical specialization structure of the global pharmaceutical value chain through gross exports decomposition method, making use of the World Input–Output Table Database 2014 which disaggregates pharmaceuticals in its industry classification for the first time.

Purpose Football is significant in the global economic context. However, the same significance is not identified in the value added to the chain, as the elements that make it up act in a disintegrated and independent manner with undesired effects. Consequently, it is necessary to structure the undesired effects to seek the basic causes that sustain this problematic situation. Thus, this paper aims to use a CRT to structure the undesired effects and basic causes that limit the positive economic impacts of the south Brazilian football value chain. Design/methodology/approach A semi-structured questionnaire was applied with questions about the existing constraints. Based on the answers in the interviews, the current reality tree was elaborated, premised on identifying the basic causes that sustain the undesirable effects detected. Findings Among the main results, it was identified that management problems of the traditional leaders of football clubs and federations are considered the main reason why south of Brazil football cannot fully exploit its economic potential. Originality/value It is evidenced that the paper shows the undesired effect that has the most impact on the development of this chain, and it is important to propose improvements to its root causes, aiming at greater efficacy of the resulting actions.
