Young People and the Reproduction of Disadvantage through Transnational Higher Education in Hong Kong

This paper examines the role of transnational higher education in reproducing local patterns of disadvantage in Hong Kong. Specifically, it considers the expectations and experiences of local students undertaking British degree programmes, drawing on the findings of a recent qualitative research project. In this paper, we argue that through the introduction of so-called ‘top-up’ programmes, British universities are providing degree-level education to students unable to access local higher education (HE) in Hong Kong through the ‘traditional’ route. Drawing upon our interviews with students and graduates, we show the immense cultural and social expectations, placed upon young people in Hong Kong, to obtain a university degree, and the role of ‘international’ education in (partially) offsetting the shortfall in domestic university places. However, we also suggest that these students/graduates are in various ways relatively disadvantaged by these degrees - they often have less cultural capital and social capital on which to draw, and find that their degrees are less valued than their local equivalent. There are broader implications of our findings for understanding the role of transnational educational provision in localised reproduction of (dis)advantage, especially in East Asia.

This article reviews the evidence on young people in the UK making the transition from school to work in a changing socioeconomic climate. The review draws largely on evidence from national representative panels and follows the lives of different age cohorts. I show that there has been a trend toward increasingly uncertain and precarious employment opportunities for young people since the 1970s, as well as persisting inequalities in educational and occupational attainment. The joint role of social structure and human agency in shaping youth transitions is discussed. I argue that current UK policies have forgotten about half of the population of young people who do not go to university, by not providing viable pathways and leaving more and more young people excluded from good jobs and employment prospects. Recommendations are made for policies aimed at supporting the vulnerable and at provision of career options for those not engaged in higher education.

Objective: There is a socioeconomic gradient to depression risks, with more pronounced inequality amid macroenvironmental potential traumatic events. Between mid-2019 and mid-2020, the Hong Kong population experienced drastic societal changes, including the escalating civil unrest and the COVID-19 pandemic. We examined the change of the socioeconomic gradient in depression and the potential intermediary role of daily routine disruptions. Method: We conducted repeated territory-wide telephone surveys in July 2019 and July 2020 with 1112 and 2034 population-representative Cantonese-speaking Hong Kong citizens above 15 years old, respectively. Stratified by year, we examined the association between socioeconomic indicators (education attainment, household income, employment status and marital status) and probable depression (nine-item Patient Health Questionnaire [PHQ-9] ⩾ 10) using logistic regression. Differences in the socioeconomic gradient between 2019 and 2020 were tested. Finally, we performed a path analysis to test for the mediating role of daily routine disruptions. Results: Logistic regression showed that higher education attainment in 2019 and being married in 2020 were protective against probable depression. Interaction analysis showed that the inverse association of higher education attainment with probable depression attenuated in 2020 but that of being married increased. Path analysis showed that the mediated effects through daily routine disruptions accounted for 95.9% of the socioeconomic gradient of probable depression in 2020, compared with 13.1% in 2019. Conclusion: From July 2019 to July 2020, the mediating role of daily routine disruptions in the socioeconomic gradient of depression in Hong Kong increased. It is thus implied that infection control measures should consider the relevant potential mental health impacts accordingly.

Abstract This article brings together four different perspectives which explore the way in which various policy initiatives in recent years have sought to construct young people resident in the United Kingdom within particular policy discourses shaped by neoliberalism. In order to do this it firstly considers the way in which the assumptions of neoliberalism have increasingly been applied by the new Coalition Government to young people and the services provided for them; it then considers the particular role of New Labour in the UK in applying these ideas in practice. Specific examples from the areas of young people’s participation in youth services and higher education policy are then considered.

The term “digital native” entered popular and academic discourse in the early 1990s to characterize young people who, having grown up surrounded by digital technology, were said to be highly technologically skilled. The premise was mobilized to criticize education for not meeting the needs of young people, thereby needing radical transformation. Despite being repeatedly discredited by empirical research and scholarly argument, the idea of the digital native has been remarkably persistent. This chapter explores the myth of the digital native and its implications for higher education. It suggests that the myth’s persistence signals a need to better understand the role of technology in young people’s lives. The chapter conceptualizes technology “practices,” considers how young adults experience technology in their college and university education, and how their practices are shaped by childhood and adolescence. The chapter closes with some propositions for educators, institutions, and researchers.

Young people are confronting a world in which they may not achieve economic strides their parents did. Almost all will have been awarded university degree, worth far less (in the terms and conditions of their employment) than that of their parents, if they themselves graduated from university. In the article the author discusses the relationship between higher education and stratification. The concepts of meritocracy and credentialism are considered and a particular attention is paid to an equal/unequal access to education dilemma. Discussed is why a liberal arts education is losing ground and why it is being made a scapegoat for graduate unemployment. Does the nightmare of Weber’s “iron cage of rationalization” come true and is the contemporary university in the service of an economic order with all the related technical requirements of machine production? In the second part of the article the role of meritocratic discourse and educational credential inflation is considered as well as the growth of menial jobs for young people as a case in Poland. This article examines interns’ negotiation of their work identity, with a focus on the nexus of transformations in higher education and the “new” capitalist economy. The existing literature on internships emphasizes the restructuring of employment in creative and cultural industries, the surplus cultural labour supply, and the impact of internships on the career paths of educated youth mostly in western countries. Based on interviews and participant observation in Hong Kong, I argue that the intern’s “educated subjectivity,” nurtured by new values and practices of higher education such as self-reflexive learning and interfacing with community, plays an important role in the making of the intern economy. These values and practices contribute to the ambiguity and elasticity of the role of interns identified in previous research on internships.

The paper argues about the role of higher education not only in terms of knowledge transfer andacquisition of vocational skills among young people, that is, the creation of qualified human capital  for the needs of the economy, but also in terms of implementation of the educational role of the university, one currently underrated. It is aimed at the education of creative, open-minded, responsible graduates, capable of understanding a dynamically changing reality, able to adapt to changes flexibly, and accept responsibility for their own development. The article presents an example of good practices in the field of comprehensive student support in higher education as developed by the University of Dąbrowa Górnicza. This approach, in addition to improving the professional potential of students, is also focused on forming their values, goals, attitudes and beliefs which will significantly affect their behavior and the way they use the acquired knowledge in the future.
