This study aimed to investigate the relationship between emotional intelligence and workplace bullying in the Provincial Directorate of Youth Services and Sports. 309 (215 men, 94 women) Sports Provincial Directorate of Youth Services staff from seven different cities of Turkey participated as volunteers in the research. In the study, the personal information form prepared by the researcher, the “Wong and Law Emotional Intelligence Scale” developed by Wong and Law (2002) and adapted to Turkish by Deniz (2012) were used. To determine the workplace bullying level, 21-question “Negative Behaviors Scale” developed by Einarsen (1996) and adapted to Turkish by Cemaloglu (2007) was used. A statistically significant difference was found between the groups according to the emotional intelligence level in the sub-dimension of evaluation of others’ emotions in terms of gender variables. No statistically significant difference was determined between the groups according to the gender variable in terms of workplace bullying. A statistically significant difference was found between the groups in terms of the duration of work, according to emotional intelligence levels and workplace bullying. When the relationship between emotional intelligence and workplace bullying was examined, it was found that there were negative significant correlations in some sub-dimensions. As the level of emotional intelligence of the employees increased, the cases of exposure to bullying decreased.

Objective Integrated youth services (IYS) are an emerging model of care offering a broad range of mental health and social services for youth in one location. This study aimed to determine the IYS service characteristics most important to youth, as well as to determine whether different classes of youth have different service preferences, and if so, what defines these classes. Methods Ontario youth aged 14–29 years with mental health challenges were recruited to participate in a discrete choice experiment (DCE) survey. The DCE contained 12 attributes, each represented by 4 levels representing core characteristics of IYS models. To supplement the DCE questions, demographic information was collected and a mental health screener was administered. Preferences were examined, latent class analyses were conducted, and latent classes were compared. Results As a whole, participants endorsed the IYS model of service delivery. Among 274 youth, there were three latent classes: 1) the Focused Service (37.6%) latent class prioritized efficient delivery of mental health services. 2) The Holistic Services (30.3%) latent class prioritized a diverse array of mental health and social services delivered in a timely fashion. 3) The Responsive Services (32.1%) latent class prioritized services that matched the individual needs of the youth being served. Differences between classes were observed based on sociodemographic and clinical variables. Conclusions IYS is an acceptable model of care, in that it prioritizes components that reflect youth preferences. The differences in preference profiles of different groups of youth point to the need for flexible models of service delivery. Service design initiatives should take these preferences into account, designing services that meet the needs and preferences of a broad range of youth. Working locally to co-design services with the youth in the target population who wish to be engaged will help meet the needs of youth.

Abstract This paper aims to assess selected municipalities’ performance of citizen-centric investment planning, governance and transparency, financial management, and support for youth programming in Kosovo. In completing this assessment, the Municipal Performance Management System of the Ministry of Local Government Administration (MLGA) in Kosovo was utilized. Selected municipalities are based on the Municipal Performance Report of 2019. Eight from Albanian majority municipalities in the top ranking, and two municipalities with higher scores from minority municipalities. The paper aims to highlight three critical local government issues in ten selected municipalities: 1) The way of governing municipalities assessed according to the applicable legislation and 2) The provision of services in terms of quantity and quality, when possible and 3) Youth-oriented capacity building for municipal staff for better youth services (Ministry of Local Government Administration, 2019). The paper will produce findings on capacity building needs and support needed on youth and citizen-centric investment and capacity building needs. A non-exhaustive list of needed capacities is produced, while the findings from the evaluation will be used to develop a capacity-building manual for municipal staff on youth-oriented municipal services.

Objective: Australian youth mental health services have received significant funding over the past 15 years. We analysed data on hospitalisation due to intentional self-harm to determine whether increased youth services were associated with reduction in a key indicator of youth population mental health. Method: Trends in national self-harm hospitalisation data from 2008 to 2019 for youth (<25 years) and adults (>25 years) were analysed using joinpoint regression. Results: Rates of hospitalisation due to intentional self-harm increased significantly in both male (1.1% per annum, 95% CI [0.2%, 1.9%]) and female (3.0% per annum, 95% CI [0.9%, 5.1%]) youth aged <25 years between 2008 and 2019. Female youth had higher rates of hospitalisation than males, and there were average annual increases of 9.1% (95% CI [2.4%, 16.3%]) and 4.0% (95% CI [0.1%, 7.9%]), and absolute increases of 120% and 47.9%, in the rate of hospitalisation of females aged 0–14 and 15–19, respectively. In contrast, there was no overall change in adults (>25 years). Conclusions: Rates of hospitalisation due to intentional self-harm in Australian youth have increased despite significant investment in youth mental health services. This result could be attributable to several sociocultural factors and suggests a critical need for more hospital-based emergency youth mental health services.

<p>Collaboration is an increasingly popular approach to addressing the multi-faceted needs of youth-at-risk both within academic literature and government policy in New Zealand. Due to being a relevantly new concept, there is limited evidence in the literature regarding how it is being implemented and whether implementations are successful. There is aparticular gap within the literature regarding the experiences of frontline workers and youth themselves. As youth are the key benefactors of youth services it seems important to understand whether and how they perceive the collaborative approach to be working to assist them in their development. To determine this, the following study explores the experiences of nine youth in New Zealand regarding collaborative processes used by services they have been privy to over recent years. Youth participants came from across New Zealand and altogether have experienced a range of youth interventions, from alternative education to Family Group Conferences, aimed at addressing anti-social and criminal behaviours. Taking a phenomenological approach, the study is carried out using concepts from the framework of Appreciative Inquiry (AI). The use of AI ensured the study was strengths focussed and allowed youth to become active agents rather than subjects of enquiry. Furthermore, it has allowed a positive paradigm for discussing ways to ensure that youth services are better focussed on youth's needs, feelings and understandings. Along with the findings regarding collaboration a common theme arose when youth were invited to share their stories which highlighted further areas for discussion when addressing successful service outcomes. That is, the importance of relationship building.</p>

Abstract Background Given high rates of mental health and substance challenges among youth and substantial system access barriers, system innovation is required. Integrated youth services (IYS) models aim to transform youth mental health and substance use services by creating integrative, collaborative models of care in youth-friendly settings. This study examines service provider perspectives on the key service components to include in IYS models. Method A discrete choice experiment modeled service provider preferences for the service components of IYSs. The sample includes 388 service provider/agency leader participants (age 18+) from youth-serving organizations in Ontario. Importance scores and utility values were calculated for 12 attributes represented by four levels each. Latent class analysis identified subgroups of participants with different preferences. Results The majority of participants were direct service providers working in larger organizations in the mental health and/or substance use sectors in large urban centers. Participants strongly endorsed service models that provide rapid access to the widest variety of culturally sensitive service options, with supplementary e-health services, in youth-focused community settings with evening and weekend hours. They prefer caregiver involvement in youth services and treatment decisions and support youth and family engagement. Latent class analyses reveal three segments of service providers: a Youth-Focused Service Accessibility segment representing 62.1% (241/388) of participants, a Service Options segment representing 27.6% (107/388) of participants, and a Caregiver Integration segment representing 10.3% (40/388) of participants. Within these segments, the degree of prioritization of the various service components differ; however, the overall endorsement of the service components remains largely consistent across classes for most attributes. The segments did not differ based on demographic or agency characteristics. Conclusions The core characteristics of IYS settings for youth with mental health and substance use challenges, i.e., rapid access to a wide range of youth-oriented services, are strong priorities of service providers and youth-serving agency leaders. These findings confirm that youth-oriented service providers endorse the importance and relevance of IYS models as a whole; strong service provider buy-in to the model is expected to facilitate development, implementation and scaling of IYS models. Hearing stakeholder perspectives, including those of service providers, youth, and caregivers, is essential to developing, effectively implementing, and scaling effective youth services.

Abstract This article is focused on two local participation initiatives in North America and Europe. The Youth Services Cooperatives, summer organizations created by teenagers in Quebec, have been adopted in France since 2013, with the support of local institutions responsible for organising youth policies in the Brittany region (France). The other initiative, youth dialogue exchanges organised by young people, was established in Italy, the United Kingdom, and France. This European scheme aimed to create new ways of thinking about cultural policies for young people at local level. Conceptually, this work is based on actor-network theory (Akrich, Callon, and Latour, 2006) and the transnationalisation of public policies (Hassenteufel, 2005) applied to youth policies (Loncle, 2011), with a view to understanding how organisations working across different countries adapt certain international initiatives between different local contexts. The research is based on fieldwork. Interviews were conducted with young people, youth workers, and decision makers in France and Quebec. In Italy and in the UK, informal discussions and interviews with decision makers were carried out, and observations were made during activities led by young people. The analysis demonstrates that the circulation of participation initiatives is strongly dependent on the original context, especially with regard to the organisation of youth policies. Some characteristics of the initiative, for example the model of community organisation, are difficult to transfer to a country where public policies are centred around public institutions. Because of the absence of international actors who would be able to facilitate links between the organizations involved in these projects, local youth workers have taken on the role of international mediators between the original project and the new initiative in the destination context. These experiences are of interest for understanding how young people can have a fundamental role in implementing new participation initiatives, and have an impact on the definition and implementation of youth policies.

The spirituality and health of Indigenous queer, trans, and two-spirit people occurs within and responds to contexts of extreme colonial violence. However, few studies have examined the relationships among the identity, health, and spirituality of Indigenous queer, trans, and two-spirit youth and their perspectives and activism work in relation to the context of this violence. This study aims to better understand the importance of the connections among identity, health, and spirituality and their role in supporting Indigenous queer, trans, and two-spirit leadership in the enactment of care practices to promote health amidst colonial violence and the worlding of decolonial futures beyond and outside it. Informed by key insights from the grassroots movements and fields of Indigenous feminism, Indigenous queer thought, and radical resurgence, this study brings these insights into conversation, via qualitative interviews with five Indigenous youth activists (18 to 35 years old) from across the part of Turtle Island now known as Canada. Our analysis results in four themes: (1) identity, (2) spirituality, (3) the multidimensional nature of colonial violence, and (4) radical care. We delineate activating practices for decolonial futures, and signal the value of grounded, context-reflective, culturally safe, and intersectional health and youth services. This research demonstrates that spirituality is constitutive of and foundational to the identity and health of Indigenous queer, trans, and two-spirit youth, and shows that health promotion and youth services must address the multidimensional nature of these needs if they are to truly support Indigenous young people, their movements of radical care, and the creation of a decolonial elsewhere marked by belonging, love, self-determinism, responsibility, and joy.

Mothers and their children born of sexual violence are at heightened risk for developing an insecure attachment relationship. These mothers and their children often enter care late or not at all, as they are not identified by health care professionals. In this qualitative study, semi structured interviews were conducted with sixteen professionals in primary care for pregnant women and/or young mothers with the aim to identify the status quo in knowledge and skills, challenges, and opportunities. Participants included among others professionals working at Youth Services, psychologists, and clinical nurse specialists. Through a thematic analysis, five themes were identified: the knowledge of the professional, discussing the sexual violence, suitable interventions, points of attention during care, and recommendations. Analysis revealed that three groups of professionals can be distinguished, based on their level of awareness of this target group and their available knowledge and skills. To improve primary care for mothers with children born of sexual violence an increase in awareness, knowledge, and skills is a necessary prerequisite. Scientifically based best practices are therefore necessary for health care professionals to provide adequate care for mothers with children born of sexual violence.
