This article examines the role of public and private financing from local and foreign investors in establishing countries such as Qatar, United Arab Emirates and Malaysia as education hubs.

Policy towards the higher education financing in PolandThe article provides an analysis of the issue related to public and private financing of higher education in Poland. The arguments for the systems of public, private, or mixed financing of studies are compared here with the European models of financing higher education. This paper analyses the Polish system of financing education in the context of both legal bases and the reality in the operation of higher education institutions. The analysis indicates that the system of financing public higher education is in fact dual, i.e. it consists of paid studies and tuition free studies. The fact that almost half of the students pay for their education triggers a question whether education is really free and whether everyone has equal access to education. The analysis of the costs incurred by the students and the possibilities to gain financial support indicates a significant percentage of private expenditures in financing higher education.The mixed system of financing higher education in Poland and the existence of public and non-public higher schools prove that the entities providing higher education services as well as the flows of funds for higher schools are diversified. Thus, the citizens can use public education services but often they are obliged to pay for the service.

The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.

International higher education has become a major income producer for Australia for more than two decades. The prime goal of internationalization was moneymaking, which resulted in creating problems in ethics, quality, and academic integrity. The recent policy change in reducing international students has affected institutions that had been too dependent upon high proportions of international enrollments. All of this is a predictable outcome of commercialism shaping international education.

A study has been made for the European Parliament on the understanding of internationalization of higher education (IoHE) in the European context, based on two surveys, an analysis of the role of digital learning, ten national reports from Europe and seven from outside Europe. The study results in conclusions and recommendations on the future of internationalization of higher education in Europe, based on the national reports and a Delphi process among experts in international higher education. This is a summary of the key findings of the study, including a redefinition of the meaning of internationalization.


As education becomes accepted as a service like any other, the market for trade of education services has developed significantly, with a diversity of providers competing to provide education outside their national boundaries. As well as providing an international experience to students, this can facilitate the sharing of expertise among students, educators, and policy makers who can learn from successes in other countries. This appears to be particularly important in the education market for software engineers and computing professionals, where the knowledge base is rapidly evolving. This requires, however, careful management of the service provision, which results in increased focus on quality assurance. Assuring quality is made difficult by many factors, some shared with quality assurance of education in general, and others unique to the international context. We present seven factors that represent the core challenges for the quality assurance of international higher education, and as such, represent a valuable tool for computing educators and others either currently involved in, or intending to become involved in, the international education market.

Learning and development has become increasingly challenging, critical, sophisticated and vital in knowledge based global economy. This trend is now accelerating in the rest of Asia and the Middle East. Corporations such as Infosys in India, Huawei in China, Singapore Airlines in Singapore and Etisalat in the United Arab Emirates have well-established corporate universities/learning centers. Other Asian and Middle Eastern corporations, both large and small, are following suit and allocating huge resources to strengthen their learning and development function. As corporate universities make new waves, the days of viewing them as training departments with fancy names are gone. Besides, the corporate university movement has become truly global in scope with them becoming sophisticated and highly visible world over. Using published research and the author's own work, this paper explores the current state of the corporate university and role of corporate university in higher education.

Purpose This paper aims to study waqf practice in Pakistan with regard to its utilisation in funding for higher educational institutions (HEIs) and investigates waqf raising, waqf management and waqf income utilisation. Design/methodology/approach The paper is based on the views of 11 participants who are actively involved in the waqf, its raising, management and income utilisation, and is divided into three subcategories: personnel of higher educational waqf institution, personnel of waqf regulatory bodies and Shari’ah and legal experts as well as archival records, documents and library sources. Findings In Pakistan, both public and private awqaf are existing, but the role of private awqaf is greater in higher education funding. However, due to lack of legal supervision private awqaf is considered as a part of the not-for-profit sector and legitimately registered as a society, foundation, trust or a private limited company. Waqf in Pakistan is more focusing on internal financial sources and waqf income. In terms of waqf management, they have firm guidelines for investing in real estate, the Islamic financial sector and various halal businesses. Waqf uses the income for developmental and operational expenditure, and supports academic activities for students and staff. Waqfs are also supporting some other HEIs and research agencies. Thus, it can be revealed that a waqf can cater a sufficient amount for funding higher educational institutions. Research limitations/implications In Pakistan, both public and private awqaf are equally serving society in different sectors, but the role of private awqaf is much greater in funding higher education. Nevertheless, the government treats private awqaf as a part of not-for-profit sector in the absence of a specific legal framework and registers such organisations as society, foundation, trust or private limited company. The waqf in Pakistan mostly relies on internal financial resources and income from waqf assets. As the waqf managers have over the time evolved firm guidelines for investment in real estate, Islamic financial sector and various other halal businesses, and utilisation of waqf income on developmental and operational expenditures, academic activities of students and educational staff, other HEIs and research agencies, it can be proved that the waqf can potentially generate sufficient amount for funding HEIs. Practical implications The study presents the waqf as a social finance institution and the best alternative fiscal instrument for funding works of public good, including higher education, with the help of three selected waqf cases. Hence, the paper’s findings offer some generalisations, both for the ummah at large and Pakistan. Social implications The paper makes several policy recommendations for policymakers, legislators and academicians, especially the government. As an Islamic social finance institution, the waqf can help finance higher education anywhere around the world in view of the fact that most countries grapple with huge fiscal deficits and are hence financially constrained to meet growing needs of HEIs. Originality/value The study confirms that the waqf can be an alternative source for funding higher education institutions whether it is managed by the government or is privately controlled.
