Abstract This article brings together four different perspectives which explore the way in which various policy initiatives in recent years have sought to construct young people resident in the United Kingdom within particular policy discourses shaped by neoliberalism. In order to do this it firstly considers the way in which the assumptions of neoliberalism have increasingly been applied by the new Coalition Government to young people and the services provided for them; it then considers the particular role of New Labour in the UK in applying these ideas in practice. Specific examples from the areas of young people’s participation in youth services and higher education policy are then considered.

This article reviews the evidence on young people in the UK making the transition from school to work in a changing socioeconomic climate. The review draws largely on evidence from national representative panels and follows the lives of different age cohorts. I show that there has been a trend toward increasingly uncertain and precarious employment opportunities for young people since the 1970s, as well as persisting inequalities in educational and occupational attainment. The joint role of social structure and human agency in shaping youth transitions is discussed. I argue that current UK policies have forgotten about half of the population of young people who do not go to university, by not providing viable pathways and leaving more and more young people excluded from good jobs and employment prospects. Recommendations are made for policies aimed at supporting the vulnerable and at provision of career options for those not engaged in higher education.

This paper provides a synthesis of qualitative studies, examining youth empowerment projects and initiatives which have encouraged young people to have a voice in local, regional and national political debates. Specifically, the article examines the role of UK youth services in building the spirit of citizenship in young people against the challenging question of the changing behaviour pattern and profiles of young British electorates. To do this, the paper draws on four case studies to help rethink the critical moments for disadvantaged and vulnerable young people in their journeys towards citizenship. The article, presents the advantages and limitations of the youth sector to enrich and furnish the spirit of citizenship in today’s youth and argues for a more innovative role in the part played by the state in an era of austerity.

This chapter examines the United Kingdom’s sole post-war coalition government and how it interacted with the Westminster Model’s assumption of single-party government. It looks at the issue from two perspectives: firstly, how much the usual processes of single-party government changed to accommodate two parties in government, and secondly, how David Cameron’s Conservatives and Nick Clegg’s Liberal Democrats worked together as parties in government in ways that fitted with the expectations of the Westminster Model. It examines this single example of coalition government in its political and historical contexts, exploring why a coalition occurred in 2010 and how it managed to continue in office for a full parliamentary term. The chapter begins with the comparatively swift process of negotiation through which the coalition was formed, then proceeds to look at how the expectations of that negotiation survived contact with the actual processes of government. It concludes by examining what the procedural and political impacts of the coalition on the UK have been, including the role of the coalition’s Fixed-Term Parliament Act on the stability of it and future governments.

This article focuses on the role of political parties for policy making, and it traces the development from party preferences over coalition positions to policy proposals. The main argument is that parties with more similar preferences agree on more encompassing sets of policies, and that if a coalition formulates a policy in its agreement the chances for a policy proposal are higher. However, the need to negotiate the coalition agreement with other parties mediates the influence of partisan preferences. The article is based on a qualitative content analysis of documents as well as expert interviews from three West European countries and focuses on higher education policy. The results show preferences of governing parties influence policy proposals also in situations of coalition government. Furthermore, coalition agreements are found to be central documents in policy making as they limit veto capacities and indicate where substantial policy change is likely.

Abstract This article is focused on two local participation initiatives in North America and Europe. The Youth Services Cooperatives, summer organizations created by teenagers in Quebec, have been adopted in France since 2013, with the support of local institutions responsible for organising youth policies in the Brittany region (France). The other initiative, youth dialogue exchanges organised by young people, was established in Italy, the United Kingdom, and France. This European scheme aimed to create new ways of thinking about cultural policies for young people at local level. Conceptually, this work is based on actor-network theory (Akrich, Callon, and Latour, 2006) and the transnationalisation of public policies (Hassenteufel, 2005) applied to youth policies (Loncle, 2011), with a view to understanding how organisations working across different countries adapt certain international initiatives between different local contexts. The research is based on fieldwork. Interviews were conducted with young people, youth workers, and decision makers in France and Quebec. In Italy and in the UK, informal discussions and interviews with decision makers were carried out, and observations were made during activities led by young people. The analysis demonstrates that the circulation of participation initiatives is strongly dependent on the original context, especially with regard to the organisation of youth policies. Some characteristics of the initiative, for example the model of community organisation, are difficult to transfer to a country where public policies are centred around public institutions. Because of the absence of international actors who would be able to facilitate links between the organizations involved in these projects, local youth workers have taken on the role of international mediators between the original project and the new initiative in the destination context. These experiences are of interest for understanding how young people can have a fundamental role in implementing new participation initiatives, and have an impact on the definition and implementation of youth policies.

This article offers an early assessment of the extent and scope of participation by higher education institutions (HEIs) in Degree Apprenticeship (DA) provision for meeting the broader workforce development objectives of the UK Government. While the take-up of DAs by HEIs and businesses has been undeniably lower than the publicly declared Government targets, the issues seem to be related to matters of institutional ‘stickiness’ in HEIs and implementation practicalities for businesses. The article reflects on the institutional dynamics involved in HEIs’ collective shifting of their practice in response to Government intervention to associate funding with HE–business collaboration. The authors’ observations are drawn from the experience of one HEI; they adopt an auto-ethnographic perspective to reflect on the role of the DA model as one way of stimulating how HEIs can work with businesses to co-design workforce development initiatives and offer ideas for future development.

A few comments first on education in schools - this is a special worry here in the UK, where our international rankings are disappointing. An appreciation of science is vital not just for tomorrow's scientist and engineers, but for everyone who will live and work in a world even more underpinned by technology - and even more vulnerable to its failures and misapplications - than the present one. Even more important, the option of higher education in science and technology should not be foreclosed to them. There is widespread concern particularly about the 16-18 age group. Many of us put strong emphasis on broadening the curriculum for this group, which currently enforces unduly early specialisation here in England. Young people opting for humanities should not drop all science when they are 16.

In the United Kingdom (UK), over the past three decades efforts have been made to ensure adequate promotion of sustainability objectives through various policy initiatives. However, despite the effort and the existence of these policy initiatives, sustainability projects in particular, regeneration projects are yet to deliver their intended sustainability objectives.  While there is a rise in demand for higher sustainability benefits by stakeholders such as clients, communities and policy makers, the delivery of sustainability benefits from sustainability regeneration projects are yet to meet the expectations of these stakeholders. This article provides an overview of sustainability benefits within the context of the sustainable regeneration projects in the UK from a study that examines the roles and sustainability drivers of construction practitioners towards the promotion of sustainability on their regeneration projects. To do so, a qualitative research approach is adopted using a semi-structured interview technique for the study. The data obtained was analysed using content analysis. The findings revealed that out of the eight socio-economic sustainability drivers presented to practitioners, enhancement of reputation was the most important ‘socio-economic’ sustainability driver while the least important driver was legislative and legal requirement. The findings further revealed that majority of practitioners/ organisations were promoting the socio-economic sustainability driver they believed will enable them to meet their own corporate business objectives.

AbstractThe article examines the migration infrastructures and pathways through which migrants move into, through and out of irregular status in Japan and the UK and how these infrastructures uniquely shape their migrant experiences of irregularity at key stages of their migration projects.Our analysis brings together two bodies of migration scholarship, namely critical work on the social and legal production of illegality and the impact of legal violence on the lives of immigrants with precarious legal status, and on the role of migration infrastructures in shaping mobility pathways.Drawing upon in-depth qualitative interviews with irregular and precarious migrants in Japan and the UK collected over a ten-year period, this article develops a three-pronged analysis of the infrastructures of irregularity, focusing on infrastructures of entry, settlement and exit, casting a comparative light on the mechanisms that produce precarious and expendable migrant lives in relation to access to labour and labour conditions, access and quality of housing and law enforcement, and how migrants adapt, cope, resist or eventually are overpowered by them.

The role of peer and friendship-group conversation in educational and career choices is of great relevance to widening participation (WP) practitioners, but has been little studied in recent years. We interviewed young people and WP practitioners in Carlisle, an isolated city in the UK, to interrogate this subject. We found that young people were clearly discussing their future choices, sometimes overtly and sometimes in 'unacknowledged conversations'. However some topics and ambitions were seen as 'too private' to discuss; all of our young people had a plan for the future, but many believed that some of their friends did not, possibly because of this constraint. We also discuss the role of older students in informing choices, the phenomenon of 'clustering' that can lead to young people funnelli ng into certain options, and the role that geographical isolation might play in exacerbating some effects. Finally we give some recommendations for WP practice based on these findings.
