Detection of traversable areas is essential to navigation of autonomous personal mobility systems in unknown pedestrian environments. However, traffic rules may recommend or require driving in specified areas, such as sidewalks, in environments where roadways and sidewalks coexist. Therefore, it is necessary for such autonomous mobility systems to estimate the areas that are mechanically traversable and recommended by traffic rules and to navigate based on this estimation. In this paper, we propose a method for weakly-supervised recommended traversable area segmentation in environments with no edges using automatically labeled images based on paths selected by humans. This approach is based on the idea that a human-selected driving path more accurately reflects both mechanical traversability and human understanding of traffic rules and visual information. In addition, we propose a data augmentation method and a loss weighting method for detecting the appropriate recommended traversable area from a single human-selected path. Evaluation of the results showed that the proposed learning methods are effective for recommended traversable area detection and found that weakly-supervised semantic segmentation using human-selected path information is useful for recommended area detection in environments with no edges.

Pre-school education of children, which lasts until they began to their primary education, covers a period of the time between the ages of 0 and 6. This is the most important period of time in which they developed most of their physical, emotional, mental, social and linguistic skills, and their personality.  It is apparent that a big part of traffic problems occurs due to the lack of traffic education. Although it is important to have traffic education in all ages, the pre-school education helps them to acquire a habit of obeying the traffic rules and affects their behaviors.  In this study, the traffic information and perception of pre-school age children in Turkey is determined with the help of a survey applied to 804 children between aged 3-6; the missing and mistakes are identified, and the steps for a more accurate and permanent traffic education are discussed.

The article is devoted to the consideration of important components of the mechanism of the legal regulation of the organization and implementation of road traffic. These include priorities, advantages associated with participation in road traffic, restrictions associated with participation in the specified process, and requirements for road users and vehicles. Based on the analysis of the provisions of the Traffic Rules of the Russian Federation and other regulations from the perspective of a systematic approach, the author examines the totality of these components and their interrelationships. The existing shortcomings of the legal regulation of the organization and implementation of road traffic are revealed. Taking into account the results obtained, proposals are formulated to improve the legal regulation mechanism under consideration.

The traffic controlling system in Bangladesh has not been updated enough with respect to fast improving technology. As a result, traffic rules violation detection and identification of the vehicle has become more difficult as the number of vehicles is increasing day by day. Moreover, controlling traffic is still manual. To solve this problem, the traffic controlling system can be digitalized by a system that consists of two major parts which are traffic rules violation detection and number plate recognition. In this research, these processes are done automatically which is based on machine learning, deep learning, and computer vision technology. Before starting this process, an object on the road is identified through the YOLOv3 algorithm. By using the OpenCV algorithm, traffic rules violation is detected and the vehicle that violated these rules is identified. To recognize the number plate of the vehicle, image acquisition, edge detection, segmentation of characters is done sequentially by using Convolution Neural Network (CNN) in MATLAB background. Among the traffic rules, the following traffic signal is implemented in this research.

The main focus of the research is the application of criminal sanctions against phone cell users while driving. The inhibiting factors in the application of criminal sanctions against cell phone users while driving. The approach method used in this research is normative and empirical with descriptive-analytical. The results showed that the application of sanctions against the use of mobile phones while driving by motorized vehicle drivers was directly given a proof of violation and after that it was continued with a trial process in court and then paid a fine according to the judge's decision. The inhibiting factor in the application of criminal sanctions against the use of cell phones while driving lies in community factors and cultural factors. Community factors are very influencing because the applied legal rules will not run well if human resources or the community itself are not aware of the importance of obeying traffic rules.
