The Complexities in Risk Communication for Flood Early Warning System in Nepal and India.

<p>The Early Warning System (EWS)  is recognized as a crucial mechanism for disaster risk reduction. Despite advances in technologies, the biggest shortcoming of EWS is that risk information is still failing to reach the people at risk in developing countries like Nepal and India. This presentation is based on the qualitative analysis of 90 interviews conducted for my Ph.D. thesis, in the Kosi River basin, across the Nepal-India border. Annually the Kosi River and its tributaries cause widespread flooding and inundation in Nepal and India. Recently, significant advancements have occurred in the sector of risk communication for Flood-EWS in Nepal and India. Government institutions use mobile text messages, web-based Apps, flood bulletins, and other measures to inform people about the flood. Despite the efforts, significant challenges were observed in the information outreach, especially to the women and vulnerable people living in the study area. Challenges were also identified in understanding the received text messages by flood vulnerable people, and spatially relating the information about river depth for their evacuation decision.  Recommendations were made for inclusive and people-centered EWS based on Impact based forecasting as well as on awareness-raising activities through mobile applications.</p>

Kelud Volcano is an active volcano in Indonesia. About 150 million meter cubic has erupted on 13 February 2013 at 22.30. People were successfully responded to the most significant eruption in history without any fatalities, by doing less than 2 hours evacuation, from 21.15 to 22.50. This research was conducted to show the success of the community in building the resilience process by applying a good system of community-based early warning. The study was conducted through documentary review and field assessment with participatory research methods, including mapping, transects, and historical studies. The result of research show that the community has four aspects of early warning system has been successfully fulfilled by communities. Those four aspects are (1) Knowledge of risk; (2) Monitoring and warning service; (3) Dissemination and communication; (4) Ability of the people to respond. Systematic data collection and risk assessment, with its pattern and tendency factors, ensured that disaster and vulnerability are well-known. Monitoring parameter to create accurate and timely pre-estimation has been ensured by disaster monitoring and early warning service. Communicating information and early warning ensured that the warning could be received by everyone that affected by disaster, risk, and its warning can be understood and useful. Establishing the people’s responsibility to ensure the response must be renewed, ability and local knowledge can be utilized, and people are ready to response warning. Simulation and training activities were implemented by the people within the disaster-prone area. Finally, the powerfulness of community preparedness can manage the tremendous level of a volcano eruption.

ABSTRACT  Indonesia is a sovereign state. The word here is not only sovereign denotatively meaning that the state government does not have power under the jurisdiction of another country. State government meant for the welfare of the people. When it is associated with free competition among countries, it can be more about the role of the state in protecting its citizens in order to avoid what is, according to Hobbes as "homo homini lupus". This is the challenge of the welfare state, which the state must not fail to welfare. The existence of cases of state failure to provide protection for its citizens, especially in free trade has become a scourge for the people. People who are not able to compete in free trade, in the end just be a spectator and does not play a role in the AEC 2015. State efforts to protect the people by improving competitiveness, increasing export volume, prioritizing the use of domestic goods / services. In the area of regulation, needs to set rules on security measures and monitoring domestic products to circulate goods and services, as well as by applying Early Warning System against the possibility of import surges.  Keywords: sovereign, state welfare, competitiveness, AEC 2015 ABSTRAKIndonesia adalah negara yang berdaulat. Kata berdaulat disini tidak saja bermakna denotatif bahwa negara memiliki kekuasaan pemerintahan yang tidak tunduk pada kekuasaan negara lain. Penyelenggaraan negara dimaksudkan untuk mewujudkan kesejahteraan rakyat. Bila dikaitkan dengan persaingan dengan negara lain, maka dapat ditarik lagi tentang peran negara dalam melindungi warganya agar tidak terjadi apa yang menurut Hobbes sebagai “homo homini lupus”. Inilah tantangan negara kesejahteraan tersebut, dimana negara tidak boleh gagal. Adanya kasus-kasus tentang gagalnya negara dalam memberikan perlindungan bagi warganya, terutama dalam perdagangan bebas telah menjadi momok bagi rakyat. Rakyat yang tidak mampu bersaing dalam perdagangan bebas, pada akhirnya hanya menjadi penonton dan tidak memainkan peranan dalam MEA 2015.Upaya negara dalam melindungi rakyat antara lain dengan meningkatkan daya saing, meningkatkan volume ekspor, mengutamakan penggunaan barang/ jasa dalam negeri. Di bidang regulasi, perlu ditetapkan peraturan tentang tindakan pengamanan produk dalam negeri dan pengawasan terhadap barang beredar dan jasa, serta dengan menerapkan Early Warning System terhadap kemungkinan terjadinya lonjakan impor. Kata kunci: berdaulat, negara kesejahteraan, daya saing, MEA 2015

Sea and estuarine dikes are one of the most important structures when it comes to coastal protection in Germany. Therefore, the implementation of sea dike monitoring systems is of great value to improve the reliability of flood protection. The interdisciplinary research project, EarlyDike, attempts to develop an innovative early warning system, which works not only based on water level forecasts, but also considers wave load, improved storm surge monitoring, and inner dike conditions. The implementation of a web-based Geo-Portal, which integrates the information generated by sensors and numerical simulations, enables decision makers to access reliable real-time data. Thereby, the intended sensor- and risk-based early warning system allows in time warnings and improves present disaster prevention and management. Objective of this paper is to depict the integration of sensor-based dike monitoring within the project.

Intisari — Saat ini masyarakat Indonesia cenderung sering melakukan pemborosan pada penggunaan listrik. Di sisi lain energi listrik di Indonesia mayoritas dihasilkan dari pembangkit listrik tenaga uap, yang membutuhkan bahan bakar dari sumber daya alam yang tidak dapat diperbaharui. Sehingga tingginya permintaan dan kejadian pemborosan dalam penggunaan listrik dapat meningkatkan konsumsi sumber daya alam serta polusi udara. Maka dari itu, dalam penelitian ini diusulkan sebuah solusi melalui sistem peringatan dini yang dapat menumbuhkan kesadaran masyarakat untuk melakukan penghematan dalam penggunaan listrik. Sistem ini membutuhkan data masukan berupa jumlah pemakaian listrik dalam 6 bulan terakhir, yang selanjutnya akan dibentuk pola penggunaan listrik dari setiap pengguna menggunakan analisis regresi linier. Selanjutnya dari pola yang diperoleh, diambil informasi pemakaian listrik perhari untuk dijadikan ambang batas pada pemberian peringatan pemborosan yang diprediksi akan terjadi. Sedangkan untuk penyebaran informasi ke pengguna tentang prediksi pemborosan, sistem ini menggunakan fasilitas SMS Gateway. Hasil penelitian ini adalah sistem yang dapat memberikan peringatan kepada pengguna jika penggunaan listriknya sudah melebihi ambang batas tertentu.Kata kunci — Sistem peringatan dini, pemborosan penggunaan listrik, analisis regresi linier, sms gateway. Abstract — Nowadays almost Indonesian people get inefficient management on the electricity usage. While,  Indonesia is still use steam power plant to produce the electricity power, which require fuel from non-renewable natural resouces. So the highness of demand and the occurrence of inefficiency from the electricity usage may increase the consumption of natural resource and the air pollution. Therefore, a solution through an early warning system are proposed in this study, that would increase awareness of the people to use the electricity power become more efficient. This system require the data of electricity usage from each customers in the last 6 months, that will be generated the electricity usage trend from each customers using linear regression analysis. Furthermore from the trend data obtained, the daily electricity usage information will be taken to use as a threshold for giving the inefficiency warnings from electricity usage that will occur from the available prediction. Moreover, in this study also use SMS Gateway for send the information of inefficiency electricity usage prediction automatically to each customers. Finally, the experimental result from this study is the system that can provide a warning to customers if their electricity usage run over the certain thresholds.Keywords— Early warning system, inefficient of electricity usage, linear regression analysis, sms gateway.

Indonesia is a country prone to earthquake for Indonesia is located between three tectonic plates. Some natural disasters of earthquake caused have a big number of victims. This is due to the ineffectiveness of current early warning system since it still uses conventional way. This study is aimed to create a system that can deliver direct information about earthquake to the people of easy-using mediaand provide direction to the nearest evacuation site to them. Method of system design applies prototype development method. The applied system uses Google Maps API as a tool to trace the user’s location and the evacuation site. In addition, the system will use firebase as a tool of notification delivery.

On the other side, in Indonesia, the electricity is mostly produced from steam power plant, which require fuel from non-renewable natural resources. So the highness of demand and the occurrence of inefficiency the electricity usage can increase the consumption of natural resource and the air pollution. Therefore, an early warning system are proposed in this study, become one of the various solution than can increase awareness of the people in efficiency of electricity usage. This system requires the input data of electricity usage in the last 6 months, that will be formed the electricity usage trend from each user using linear regression analysis. Furthermore, this trend will predict the electricity usage for next month, this is used as the limit to give the warning from the system. The outcome from this study is the system that can provide a warning to users if their electricity usage run over the certain limits.
