The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

Organizational technics for developing the leadership potential of students in self-government has been a topic of debate in recent times. The article aims to describe ways to allow students to develop creative initiatives in self-government, responsibility and professionalism, independence and social activity. Trends have been defined for improving pedagogical forms and methods of work with students. Develop leadership potential in student self-governance. Improvement of research, cultural, educational, athletic, information and communication skills within student union, which allows young people to develop their professional competencies. Leadership skills require active and professional self-management and self-improvement.  A communication culture develops as a result of student autonomy and the manifestation of leadership potential. The authors argue that students, as active participants in the university’s public life, develop their leadership potential by participating in the formation of traditions. Introduction. Currently, most of the public services are provided in a digital format, which triggers the activization of the “feedback” channel between authorities and organizations performing public functions and consumers of services. Functionally, this task can be solved with the help of the institution of electronic appeals. Theoretical analysis. It is noted that qualitative changes in the social setting in connection with the digitalization of the economy have led to a change in the relationship between the state and the individual. The management paradigm is built in accordance with the interests of the subject, i.e. the consumer of public services for the population, most of which are provided to the subject in the electronic form with their subsequent evaluation through the institution of electronic appeals. Empirical analysis. The authors analyze the legislation regulating the procedure for consideration of citizens’ appeals, including written ones, submitted electronically. The authors formulate the definition of the concept of “electronic appeals” and carry out the classification of electronic appeals. The researchers also characterize the legal regimes of filing and consideration of electronic appeals through the official websites of public bodies and organizations performing public functions, as well as through federal official (state) websites specially designed for citizens to submit appeals in the form of an electronic document. Results. In conclusion, the authors highlight the important role of the institution of electronic appeals in digital transformation and the increasing level of information and communication culture.
