This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

Introduction: Today, educational conditions and the lifestyle of students of medical universities, coupled with active introduction of electronic educational resources, information and communication technologies and development of a digital environment, pose a challenge of maintaining psycho-emotional wellbeing of students. This problem is especially relevant among students with myopia since, inter alia, the increasing visual load has a potential adverse effect on their mental and emotional health. Objective: to give a hygienic characteristic of electronic information and educational environment and to assess its risk on students’ mental health with myopia of varying degrees. Materials and methods: We assessed intensity of the educational process of 1,100 first to third-year students (aged 17 to 25 years) of the Orenburg State Medical University and analyzed data on the type, frequency and purpose of their using information and communication tools for study and leisure. We also conducted a questionnaire-based survey of 168 healthy students and 138 students with myopia to assess their mental health and determine the type of character accentuation, the anxiety level, and negative emotional experiences in educational and everyday life. Results: We observed very intensive educational activities of the medical students against the background of the use of electronic gadgets by every second student for educational purposes lasting up to 4.8 hours a day and additional visual load due to the use of a mobile phone by 93.6 % of students to visit social network sites more than five times a day with the total duration for every third person ranging from 25 to 50 minutes a day. We established that the presence and degree of myopia determined the anxious-pedantic type of character accentuation and a 1.3-fold increase in the anxiety level in everyday activities. In educational activities, it resulted in a 1.7-fold decrease in the level of anxiety and a 1.3-fold increase in the level of negative emotional experiences. Conclusion: We established mental health risk factors of intense educational activities and an extensive use of information and communication tools by the students, including those with myopia, for study and leisure. Our findings prove the necessity of a differentiated approach to hygienic examination and regulation of various types of activities of the educational process in order to prevent the development and progression of myopia in medical university students.

Use of means related to information and communication technologies (ICT) in continuous education system promotes a training of future informatics teacher owning skills of ICT means use in his professional activity, capable to make effective decisions in dynamically changing working conditions. In connection with this it is possible to predict that in continuous education more and more important part will be assigned to self-training and selfeducation. Furthermore, in continuous education system formation an important role is played by formation of corresponding information and communication educational environment (ICEE). In this aspect the problem of future informatics teacher training to professional activity in the new ICEE is considered in the paper.

The problem of formation of information and communicative competence of students-philologists on the basis of the basic provisions of the European educational policy also is the purpose of our research. Selection of basic (key, universal) competencies is one of the important tasks of updating the content of education. Information and communicative competence of the individual is characterized by its adaptability, free possession of verbal and nonverbal means of communication, attitude to cognitive activity, to the natural and social world, to himself.Thus, updating the content of general education is associated with the pedagogical problem of forming information and communication competence. To reveal the meaning of the concept of “information and communication competence” in the article we consider its components. After all, for our study, competence is important not only in terms of sound knowledge, but also the ability to optimally and independently respond to the emergence of non-standard situations in the process.In our opinion, information and communication competence, based on the studied sources, includes: holistic worldview and scientific worldview, which are based on understanding the unity of the basic information laws in nature and society, the possibility of their formal, mathematical description; ideas about information objects and their transformation in human practice, including with the help of information technology, hardware and software that implement these technologies; a set of general and professional knowledge and skills, social and ethical norms of human behavior in the information environment.Accordingly, we determine the characteristics of the designed educational environment, in the basis for the formation of information and communication competence of the individual. We consider this problem from the standpoint of the value-activity approach, as it allows to identify the conditions for the formation of information and communicative competence of the individual, the set of opportunities for student learning, for the manifestation and development of his abilities.Thus, communicative competence appears as a structural phenomenon that contains as components values, motives, attitudes, socio-psychological stereotypes, knowledge, skills, abilities, and the result and purpose of the educational environment is the formation of information and communicative competence, which carries “Supersubject”, general educational, general intellectual character.

The electronic information educational environment of FSBEI of HE «Shadrinsk State Pedagogical University» is considered and the comparative characteristic with the known Moodle platform is given. Highlighted the problems faced by the University when working with EIOS, as well as its advantages.
