The article contains the results of the research aimed at studying the problems of teaching Physical Training by means of distance learning technologies in educational organizations of the Ministry of Internal Affairs of Russia during the period of additional health and hygiene measures taken in order to protect public health in conditions of COVID-19 spreading. The research attempts at finding the ways to resolve the contradiction between the necessity to use distance learning technologies for teaching Physical Training in educational organizations of the Ministry of Internal Affairs of Russia, dictated by the current socio-economic situation, and the objective limitations of these methods in terms of the practice-oriented character of the discipline. Using theoretical analysis of the conclusions of the previously held studies of the topic and  their own observations and their comparison with the current practice of Physical Training teaching, the researchers detect the main obstacles of distance learning technologies and offer the ways to overcome them. The research results can be used for planning and organizing the educational process for Physical Training discipline in educational institutions of the Ministry of Internal Affairs of Russia.

The article discusses the problem of organizing classes in the discipline «Physical culture and sport» with the use of distance education technologies, which is a result of the insufficient development of the methodological base, and the procedure for organizing training sessions in the distance form. The subject of the research is the use of distance education technologies in physical culture and sports training sessions. The purpose of the research is to study the experience of work with the use of distance learning technologies, develop methodological support and make recommendations for organizing training sessions in the discipline «Physical culture and sport». The methodological basis of the research was formed by methods of studying and generalizing advanced pedagogical experience, pedagogical observation, and modeling. As a result of the study, the structure of the organization of the educational process in the discipline «Physical culture and sport» with the use of distance education technologies, methodological recommendations and the procedure for organizing training sessions have been developed. The results of the study will add to the methodological base for organizing training sessions in the discipline «Physical culture and sport» not only in educational institutions of the Federal Penitentiary Service of Russia, but also in educational institutions of other departments. The obtained results of the research will be useful for lecturers, lecturers-methodologists of educational departments of educational organizations, teachers, inspectors for service and combat training in organizing the educational process. Актуальность исследования проистекает из необходимости обобщения опыта масштабного введения дистанционного обучения в связи пандемией коронавируса. Это обстоятельство поставило перед образовательными организациями ряд вопросов, которые требуют научного обобщения и анализа. Авторы отмечают, что по мере расширения технических и методических возможностей образовательных организаций усиливается тенденция значимости дистанционных технологий в системе образования в целом. При реализации дистанционного обучения выявлены организационные и психологические проблемы, к наиболее очевидным из которых можно отнести следующие: отсутствие стандартов дистанционного образования, проблема авторских прав на учебные и учебно-методические материалы, возможности студентов и преподавателей по приобретению необходимого оборудования для дистанционного обучения, ослабление чувства корпоративного единства у участников образовательного процесса и др. Наряду с организационными, правовыми и социальными вопросами, имеют место и проблемы психологического характера. В статье рассмотрены результаты анкетирования преподавателей, студентов и их родителей по результатам дистанционного обучения в условиях пандемии коронавируса. Исследование проводилось в дистанционном режиме с использованием гугл-форм; количество участников — 161 человек. По мнению авторов, обобщенные результаты данного исследования могут послужить некоторыми ориентирами в процессе применения дистанционных форм обучения в вузе. The relevance of the research is accounted for by the necessity to generalize the experience of large scale distance learning introduced because of the covid-19 pandemic. The pandemic has made educational organizations face a number of issues which should be analyzed and generalized. The authors maintain that the role of distance-learning technologies increases alongside the enhancement of technological and methodological capacity of educational organizations. Distance learning reveals a number of organizational and psychological problems, the most obvious of which are the following: absence of standards of remote learning, problems associated with copyright for e-textbooks and other learning materials, students’ and teachers’ purchasing power (when it concerns supplies for remote learning), reduced sense of corporate unity, etc. The authors maintain that the participants of remote learning experience problems of organizational, legal, social and psychological character. The article analyzes the results of a survey of teachers, students and their parents focusing on their perception of distance learning during the covid-19 pandemic. The survey was conducted online (google-forms) and involved 161 participants. The authors maintain that the generalized results of the research can be used as guidelines for further implementation of distance learning in universities.

The article provides an overview of international documents and Russian normative legal acts that establish the right to education. The rights and obligations of educational organizations to ensure the right to education in the context of digitalization are noted. The possibilities and conditions for the implementation of educational programs with the use of e-learning and distance learning technologies are shown. Attention is drawn to the legalization of educational standards of the latest generation of the implementation of educational programs using digital technologies. In the aspect of local rulemaking, the system of acts regulating distance learning of the Kutafin University (MSLA) is demonstrated.It is concluded that in modern Russia, educational organizations have all the legal grounds to ensure the right of citizens to education through e-learning using distance learning technologies, but this subjective right is limited by the system of legal imperatives. The article presents the data of sociological studies conducted at the MSLA. Based on the analysis of their results, it was stated that the Kutafin University was ready for the digital challenges, providing students with the opportunity to realize the right to a high-quality higher education.
