Subject. This article discusses the issues related to the creation of a technology of modeling and optimization of economic, financial, information, and logistics cluster-cluster cooperation within a federal district. Objectives. The article aims to propose a model for determining the optimal center of industrial agglomeration for innovation and industry clusters located in a federal district. Methods. For the study, we used the ant colony optimization algorithm. Results. The article proposes an original model of cluster-cluster cooperation, showing the best version of industrial agglomeration, the cities of Samara, Ulyanovsk, and Dimitrovgrad, for the Volga Federal District as a case study. Conclusions. If the industrial agglomeration center is located in these three cities, the cutting of the overall transportation costs and natural population decline in the Volga Federal District will make it possible to qualitatively improve the foresight of evolution of the large innovation system of the district under study.

This paper reports results from a study comparing perceived risk associated with various recycled water uses in two Australian locations, both in the state of Victoria: the capital city Melbourne, and Bendigo a regional urban centre. Both locations are experiencing ‘drought’, but Bendigo is experiencing this in a more acute manner. A case study is used in each location. Both case studies involve future use of recycled water in new commercial buildings. An on-line survey was used to measure attitudes to recycled water of the future occupants of both buildings. The study found perceived risk associated with 11 uses of recycled water increased as the use became increasingly personal. Interestingly, no difference in perceived risk associated with 11 uses of recycled water was found between locations. Prior experience (use) of recycled water was found to be a significant and positive factor in reducing risk perception. Various attitudinal variables were found to be significant influences on perceived risk. Results indicate that reducing perceived risk of recycled water use may increase satisfaction with its use.

There are various factors that can affect an organization’s ability to overcome a crisis and the uncertainties that arise thereafter. Little is known about the process of organizational resilience and the factors that can help or prevent it. In this paper, we analyzed how public sector organizations build resilience/traits of risks awareness, and in doing that, we derived some elements that could affect the process of resilience. In particular, drawing on the conceptual framework proposed by Mallak we analyzed an in-depth case study in a public sector organization (PSO) identifying some contextual dimensions implicated in the process of building resilience. In our analysis, we identified two main elements that affect resilience: Risk perception and the use of accounting. Results shown how risk perception is perceived as a trigger, while accounting is considered as an enforcer in the process of building resilience capacity. The results also show the way accounting is implicated in the management of austerity programs and supporting the creation of a resilient public sector organization. In our case, the risk has become an opportunity for change. In the face of these budget cuts, management began refocusing the company’s mission from infrastructure maintenance to providing services with a market-based logic.

The objective of the present paper is to elucidate the practices performed by farming cooperatives regarding the tax, accounting and administrative management linked to the Tax Incentive for Innovation (TII). In this sense, the relation between the tax regime of cooperatives and access to TII was investigated. For a better understanding of this, a research of qualitative nature, whose investigation method was the single case study, was performed, in which the analysis unit was a Brazilian Agroindustry Cooperatives Central. Such Central comprehends a group of 30 agroindustry cooperatives and has the largest industrial park of powdered milk in Latin America. Besides that, such organization houses Research & Development (R&D) department. As a result, it was inferred that the policies that regiment the incentive for innovation confront the nature of cooperatives, decreasing the capacity such organizations have in the appropriation of this policy. Thus, there is a reducer factor in the participation of cooperatives in TII. Hence, it is suggested a debate involving the diverse actors in the innovation system, in which cooperatives are involved, to decide if such reducer factor must be overcome or accepted. Finally, the tax, accounting and administrative management that routinely operates in the Central was able to respond to the new specific procedures related to the use of the policy in debate, without the implementation of new processes.

France has long been associated with a state-directed “dirigiste” model of linear R&D focussed on large programmes such as development of the TGV high-speed train. Contemporary France has, however, largely left the state-centered model behind, introducing a range of devices since the turn of the 21st century aimed at opening French innovation to international and cross-sectoral collaboration for increased productivity and national competitiveness. This case study traces the opening of the French innovation system and the way one new academic, industrial and government collaboration aims to make use of new features of the system to accelerate development of an eco-innovation cluster focussed on cities of the future.
