<p>In recent architectural and environmental research, principles of sustainability and affordability with respect to economic, environmental and social policies have been widely discussed on a worldwide scale. Urban housing planning can play a very important role in achieving sustainable growth and development by integrating ‘sustainable development principles’ into urban planning strategies, policies, programs and projects. In addition, affordability is at the heart of households’ efforts to improve their housing situation. It has been widely recognized that employment, income generation and access to housing are highly interrelated internationally. Housing affordability has become one of the dominant research topics in recent years. However, few studies have been undertaken to test the compatibility between affordable housing and sustainable housing. Sustainable and affordable development of housing, a basic unit of human settlement, is also a crucial component of social development in one community. It plays an important role in achieving sustainable development. The concept of shelter differs from individual to individual depending on culture, tradition, profession and way of living. Besides being a basic necessity, it is also a source of identity that has a significant effect on the overall psychological well being of the inhabitants. Sustainable-affordable habitat can be described as a way of developing and maintaining a living environment supporting human health (both physical and psychological), satisfying shelter needs, and protecting and preserving nature for future generations. This paper introduces a conceptual framework for defining housing problems from the perspective of the support of beneficiaries, and it seeks to analyze the effectiveness of Afghan national development policies in facilitating sustainable-affordable habitat across the country. The framework shows the interdependency of different aspects of sustainability in the process of housing development. It also sets out strategies and identifies policy initiatives required to realize the goal of sustainable-affordable habitat in Kabul. The principles developed in this paper can be generally applied and adopted in Afghanistan, a country that is less developed economically.<br />A fundamental understanding of these two issues is necessary to develop successful examples of this form of accommodation. Because of three decades of socioeconomic and political instability in Afghanistan, the country does not have a national housing policy. This paper tries to create the foundation for an Afghan national housing policy. This research reveals that the majority of Kabul residents are low- or medium-income earners that cannot afford housing produced under market conditions. This paper aims to identify suitable built forms for housing that is both affordable and environmentally sustainable. A series of case studies were conducted to investigate some of the best international forms to be adopted in practices at the national scale. The research is conducted qualitatively, and the required data is acquired from a site survey of Kabul, in addition to data from new World Bank and JICA (Japan International Cooperation Agency) Master Plans. The result was the development of a framework that enables the assessment of the overall performance of various types of housing development. There is very little evidence that the present approach of housing provision linked to the vagaries of market forces has provided affordable housing, especially for government employees and low-income citizens. There is a need to incorporate social housing into a policy to assist people who cannot provide their own housing needs.</p>

Federal housing policy has been primarily devoted to maintaining the economic stability and profitability of the private sector real estate, household finance, and home-building and supply industries since the administration of President Franklin D. Roosevelt (1933–1945). Until the 1970s, federal policy encouraged speculative residential development in suburban areas and extended segregation by race and class. The National Association of Home Builders, the National Association of Realtors, and other allied organizations strenuously opposed federal programs seeking to assist low- and middle-income households and the homeless by forcing recalcitrant suburbs to permit the construction of open-access, affordable dwellings and encouraging the rehabilitation of urban housing. During the 1980s, President Ronald Reagan, a Republican from California, argued it was the government, not the private sector, that was responsible for the gross inequities in social and economic indicators between residents of city, inner ring, and outlying suburban communities. The civic, religious, consumer, labor, and other community-based organizations that tried to mitigate the adverse effects of the “Reagan Revolution” on the affordable housing market lacked a single coherent view or voice. Since that time, housing has become increasingly unaffordable in many metropolitan areas, and segregation by race, income, and ethnicity is on the rise once again. If the home mortgage crisis that began in 2007 is any indication, housing will continue to be a divisive political, economic, and social issue in the foreseeable future. The national housing goal of a “decent home in a suitable living environment for every American family” not only has yet to be realized, but many law makers now favor eliminating or further restricting federal commitment to its realization.

As a result of urban housing reform in China, it has become increasingly difficult for low and middle income families to purchase a house. In response to the growing demand for affordable housing, the Chinese Government has developed a specific housing policy to enable families to purchase properties from the private sector. The pricing mechanism of such housing is completely based on the family affordability and the profit margin of developers. To ensure the provision of housing for low and middle-income families, the future trend of affordable housing prices has become a concern for developers, consumers and may adversely influence the implementation of the current national housing policy. In this paper a systematic analysis of affordable housing development and its pricing structure is undertaken for the city of Shenzhen. As information pertaining to the factors influencing house prices is imperfect, a Grey model, which requires a limited amount of data to reflect unknown behavior, is constructed to provide a forecast for affordable house pricing. The analysis indicates that the government should adjust their current affordable housing policy to accommodate the forecasted upward trend in house prices.

The article presents the author’s insights into the Polish housing policy in the context of the country’s current housing needs and challenges. Special attention is given to the role of housing policy and citizens’ right to adequate and affordable housing, which are the main determinants of the national housing policy development. The author first defines the housing policy, the principles of its effectiveness, and describes its instruments. Next, she overviews the beginning and the achievements to date of Polish housing strategies and programmes, comparing them with the newest National Housing Programme (NHP). In the final section, the author assesses current housing needs in Poland and identifies how the NHP responds to the challenges of contemporary housing policy. The article draws on national and international statistics and the relevant literature on the subject.

Economic growth associated with the rapid industrialization and urbanization over the past 30 years since Doi Moi (Reform) has facilitated the establishment and development of many industrial zones (IZs) in major cities of Vietnam. The high concentration of IZs in the largest cities has attracted millions of industrial laborers and created large migration waves from rural to urban areas. Establishing and improving the living environment of workers have become a huge pressure for the Government and local authorities across the country to deal with. Although the Government has issued numerous policies and incentives to encourage and support housing development for factory workers, there are still many conflicts and challenges in policy implementation. Through observational and questionnaire surveys supported with in-depth interviews of experts in urban planning and management, the research aims to understand clearly the context of social housing development for IZ workers in Vietnam recently, to demonstrate outstanding characters of different types of housing for factory workers as well as crucial issues related to social housing and informal housing for factory workers. Furthermore, the research proposes solutions including legal institutions, management mechanisms, industrial worker housing database establishment, and basic technical solutions (planning and spatial organization) in order to find out some appropriate concepts for social housing targeted at industrial workers and then to achieve social sustainable development.

Subject. The article investigates financial flows. Objectives. The study is to determine directions of financial flows in global social and economic entities. Methods. I rely upon the systems approach and methods of descriptive statistics. Results. The article illustrates the importance of national interests in financial flows of global social and economic entities. I emphasize that finance is a factor determining the importance of national interests. Finance mirrors the national development and opportunities of a social and economic entity to protect its sovereignty. Sustainable development seems to be the ground for solving any issues of national interests as part of financial flows of social and economic entities. This may be feasible through fund raising. I determined directions of financial flows streaming to socialist and capitalist social and economic entities. In Russia capitalist social and economic entities emerge due to a positively-skewed distribution of values around the average growth rate of direct investment in non-financial assets and portfolio investment, and a negatively-skewed distribution, i.e. military spending, inflation, fiscal revenue and general reserves net of gold. The article highlights that Russia and China have similar economic views on poverty and equality. Conclusions and Relevance. As global economic ties transform and controversies concerning the world order escalate, capitalist economies disregard the specifics of the social and economic paradigm and national interests of other countries. Such controversies can be eliminated if multiple economic interests are simplified. Sustainable development and respective goals seem to offer a solution to national interests as part of financial flows of social and economic entities. The findings unveil opportunities for exercising national interests in global social and economic entities by regulating a source of financial flows, generating new competencies for managerial decision-making on sustainable development goals.

Homeownership is recognised as one of human needs. However, in the 21st century, homeownership remained as one of the greatest challenges in most developing countries, and Malaysia is no exception. Housing for everyone remained an issue in Malaysia. Homeownership for the low to medium income group (LMIG) is getting difficult overtime. Questions raised on the competency of the existing housing policy in catering the uprising needs to house the LMIG. This study aims to explore the challenges within the housing policy and its implementation, and to identify ways to overcome those challenges. Opinions from four major stakeholders in the housing sector; the federal government, the state government, non-governmental organisations, and academicians were solicit using focus group interviews protocol. The results point-out three major concerns- 1) loose connection between the federal and state government, 2) mismatched of housing policy, and 3) inadequacy of financial system and poor demographic profile. Subsequently, four alternatives were proposed to address the issues raised- 1) one-stop center that operates above the differences between the governments, 2) establishes the social infrastructures before Affordable Housing in sub-urban/rural area is approved, 3) government’s active interventions on affordable house pricing, and 4) public awareness on homeownership through education.
