Is Intensive Forest Management a misnomer? An Ontario-based discussion of terminology and an alternative approac

The term forest management refers to the science and business of operating a forest property, which, on Crown lands in Ontario, is typically a forest management unit. Silviculture is a component of forest management that refers to the suite of stand-level activities used to control stand composition and growth. Intensive forest management (IFM) is a concept that has been discussed and considered in Ontario for at least 30 years. Originally, it referred to an intensively managed forest in which most stands are subject to relatively intensive silvicultural practices. Over time, both professional foresters and stakeholders began using the term IFM as if it were synonymous with intensive silviculture. As a result, IFM has been inappropriately used to reference stand-level activities in several published definitions and key policy documents, creating confusion among the science community, professionals, and the public. This confusion has made it difficult to implement aspects of the 1999 Ontario Forest Accord, which calls for the use of IFM (meaning intensive silviculture) to increase forest growth and productivity in some areas to offset the withdrawal of lands for parks and protected areas. We call on forest managers to refer to the term IFM correctly and to portray forest management to stakeholders as consisting of a portfolio of natural and/or anthropogenic disturbance regimes. With this approach, forest managers could more meaningfully define the intensity of forest management and silviculture on their landbase.Key words: forest policy, land use planning, intensive silviculture, portfolio concept of forest management, triad principle of land-use zoning, Forest Research Partnership, NEBIE Plot Network

Understanding recreation behaviour can help forest managers identify public uses of forests and gauge the extent of recreation use. This paper documents recreation behaviour in nine forest-dependent communities in British Columbia and examines three questions: (1) is outdoor recreation relevant to local residents?; (2) what are the characteristics of outdoor recreation participation?; and (3) are local residents satisfied with outdoor recreation forest management outcomes and land-use planning processes? Involvement in recreation activities was varied and longstanding. Non-motorized and motorized recreation played important roles as people’s main connection to forests. Knowing about recreationists’ satisfaction with land-use planning outcomes can help forest managers assess their success in meeting land-use objectives, and may help alleviate uncertainties in forest planning and management by reducing conflict, improving quality-of-life, and contributing to the social license of forestry activities. The development of the forester's leadership role in forest land management is compared to rising profile of land between a sea or lake shoreline and a range of mountains, the progression is upward but the rate of climb changes. No plateau is identified. Reference is made to forestry leadership in several fields of forest land management; administration, land use, planning, research, forest management, recreational land use and fish and wildlife management. It is noted that forest land management includes activities for which foresters were not academically trained and reference is made to the fact that non-foresters, e.g. biologists and geographers are giving leadership in forest land management and thus providing beneficial competition and stimulation. The most important leadership role in the future may relate to regional planning. The forestry profession is cautioned not to abdicate this field to those in other disciplines.

This paper explores the current status of public participation in BC forest management with the objective of finding ways to improve it at the policy level. Public participation is discussed in relation to features of deliberative democratic theory and then within the historical context of BC forest management. Recent public complaints concerning inadequate participatory opportunities received at the Forest Practices Board and the move to diminish the extent of public participation in land-use planning is discussed. This paper maintains that effective public participation should be a goal of public forest management and that a corresponding policy should be devised. For the period 1977-1981, estimates of annual timber losses in Canada as a result of disease are 65 million m3. Intensive forest management presents an opportunity for utilizing pathological recommendations for reducing these losses in order to maintain forest productivity. Control of nursery diseases, root rot, dwarf mistltoes, and Dutch elm disease has been most successful. The accuracy of net inventory volume has been greatly improved. There is a need to develop more reliable surveys for loss estimates and to predict future fosses, particularly on an individual stand basis. The utilization of biological information to develop new control strategies for use in intensive forest management is a challenge facing forest pathologists and forest managers in Canada today.

Around one third of the earth's surface is under forest cover which is distributed more or less equally between industrialised and developing countries. Whereas forest areas in the temperate and boreal climate zones are more or less stable or on the increase, the scale of deforestation and forest degradation in the tropics remains dramatic. This situation is likely to continue in the decades to come because the world's ever-growing population needs new agricultural land and the pressure on resources (forest products, land, water, minerals) continues to increase as a result of globalisation and global change. Moreover, sustainable forest management has not yet become standard practice in many southern countries because forest management can rarely compete with other forms of land use in terms of economic returns. The protection and sustainable management of forest resources is basically the responsibility of each individual country and cannot be regulated and financed globally. However, enormous financial resources, i.e. on a scale of tens of billions of Swiss francs per year, are required for the introduction of comprehensive land-use planning in developing countries incorporating suitable protection of natural forests and sustainable forest management. New approaches for the valorisation of services provided by forests such as carbon sinks (e.g. REDD+) offer significant potential for improving forest protection and sustainable forest management. It augurs well that the economic internalisation of the forest and its services is in full swing at global level and that, based on the REDD+ resolutions passed at the last climate conference in Cancún, many countries have opted for the path of forest conservation and sustainable forest management.

In late 2001, the New Brunswick Forest Products Association submitted a letter to the New Brunswick Minister of Natural Resources, which triggered a three-year sequence of events whose potential to change New Brunswick forestry is more profound than any development since passage of the Crown Lands and Forests Act 25 years ago. Forestry in New Brunswick has risen to a level of prominence in the public and professional consciousness that is unprecedented in recent decades; the public voice is louder and stronger, industrial concerns are greater, and the economic vulnerability of the province is clearly evident. In this paper, we chronicle these events and identify some resulting and important challenges that confront the New Brunswick forestry community as it faces the future. The forestry community faces huge challenges to create a healthier forest and forest economy, which will require concerted, coordinated, and constructive efforts of practitioners, researchers, and policy-makers from the domains of social, management, and environmental science. Policies are general plans of action. Yet they are incomplete if only partially implemented or not implemented at all. When so-called policies exist merely as statements of intent they are not policies.The development of policies respecting forests and wildlife in Canada reflects many factors. To a very large degree such development represents the perceptions by a society or segments of it concerning the subject matter of the policy. These perceptions are derived from a broad background—cultural, social, economic, political, historical and institutional. The degree to which these perceptions reflect an objective knowledge and understanding of the resources in question or a consensus as to the objectives of the policy are critical.Of particular concern to this meeting are the institutional and professional factors that impinge on the development of policies for forests and wildlife. It is argued that the major impediments to more effective management of forests and wildlife in Canadian jurisdictions are institutional and educational in origin and therefore capable of much greater correction by the professional and scientific community than heretofore acknowledged. Abstract Changing land-use patterns and increasing demands for wood fiber necessitate maximizing wood production, particularly from industrial holdings. Forest fertilization is a practice essential to meeting this goal. Since 1969, nearly 100,000 acres of pine forests on Union Camp land have been fertilized, including treatment of established stands and preplanting applications. Objectives, expected results, and operating guidelines are discussed.

AbstractLand use policies have turned southern China into one of the most intensively managed forest regions in the world, with actions maximizing forest cover on soils with marginal agricultural potential while concurrently increasing livelihoods and mitigating climate change. Based on satellite observations, here we show that diverse land use changes in southern China have increased standing aboveground carbon stocks by 0.11 ± 0.05 Pg C y−1 during 2002–2017. Most of this regional carbon sink was contributed by newly established forests (32%), while forests already existing contributed 24%. Forest growth in harvested forest areas contributed 16% and non-forest areas contributed 28% to the carbon sink, while timber harvest was tripled. Soil moisture declined significantly in 8% of the area. We demonstrate that land management in southern China has been removing an amount of carbon equivalent to 33% of regional fossil CO2 emissions during the last 6 years, but forest growth saturation, land competition for food production and soil-water depletion challenge the longevity of this carbon sink service.
