Based on resource carrying capacity, this study used the revised theory of relative resource carrying capacity (RRCC) and introduced an innovative concept of relative fossil energy carrying capacity (RFECC), which evaluates the degree of fossil energy sustainability based on the relationship between economy, population, and environment. This study took China and the United States as the study objects, took the whole country as the reference area, and calculated the RFECC of population, economic, and environmental resources from 2000 to 2018. Therefore, based on the comparative analysis, the following conclusions were drawn: (i) there is a big difference in the RFECC between China and the United States, which is manifested in the inverted U-shaped trend in China and the U-shaped trend in the United States; (ii) the relative fossil energy carrying states in China and the United States are different, mainly reflected in the economy and environment; (iii) the gap in RFECC between China and the United States has gradually widened; in general, China’s economic RFECC is better than that of the United States, while environmental RFECC and population RFECC in the United States is better than that of China; and (iv) coal and oil should be used as a breakthrough point for the sustainable fossil energy and sustainable development for China and the United States, respectively.

Lps-Diped - Universitŕ Roma Tre chaired the Tempus Demed - Development of Master Study Programmes in Education (2009-2011) - project. The project's main objective was the renovation of the Masters courses in Education in certain Balkan countries (Macedonia, Albania e Kosovo). The basic intention involved the adaptation of the higher education provided in the cultural reference area to the principles established within the European context. In particular, during the Dublin Conference in 2004, the so-called Bologna follow up group drew a number of indicators. As already mentioned, at different times, EU policy has highlighted the need to carry out actions aimed at a renovation of higher education cycles, but not much was provided in terms of definition of the curricula, especially for the second cycle of studies. The Demed project also attempted to fill a gap in this regard, operating an indepth revision of this level of studies in the Education sector in Albania, Kosovo e Macedonia. This intervention, moreover, was always carried out working in close cooperation with the partner countries, so that the support provided by Lps Diped, as leader, by Cdell - Centre for Developing and Evaluating Lifelong Learning - University of Nottingham (UK) and by DPU - Arhus University (DK) was realized with an actual collaboration programme, and never resulting as an imposition of certain Western models. The present contribution, therefore, is intended to give a general overview regarding the Tempus funding programme, a description of the Demed project itself, a synthetic report of the online seminar broadcasted to Seeu staff during the project period and of the data collected while evaluating the same experience.

The soybean is important to the economy of Brazil, so the estimation of the planted area and the production with higher antecedence and reliability becomes essential. Techniques related to Remote Sensing may help to obtain this information at lower cost and less subjectivity in relation to traditional surveys. The aim of this study is to estimate the planted area with soybean culture in the crop of 2008/2009 in cities in the west of the state of Paraná, in Brazil, based on the spectral dynamics of the culture and through the use of the specific system of analysis for images of Landsat 5/TM satellite. The obtained results were satisfactory, because the classification supervised by Maximum Verisimilitude - MaxVer along with the techniques of the specific system of analysis for satellite images has allowed an estimate of soybean planted area (soybean mask), obtaining values of the metrics of Global Accuracy with an average of 79.05% and Kappa Index over 63.50% in all cities. The monitoring of a reference area was of great importance for determining the vegetative phase in which the culture is more different from the other targets, facilitating the choice of training samples (ROIs) and avoiding misclassifications.

AbstractIntra coding is an essential part of all video coding algorithms and applications. Additionally, intra coding algorithms are predestined for an efficient still image coding. To overcome limitations in existing intra coding algorithms (such as linear directional extrapolation, only one direction per block, small reference area), we propose non-linear Contour-based Multidirectional Intra Coding. This coding mode is based on four different non-linear contour models, on the connection of intersecting contours and on a boundary recall-based contour model selection algorithm. The different contour models address robustness against outliers for the detected contours and evasive curvature changes. Additionally, the information for the prediction is derived from already reconstructed pixels in neighboring blocks. The achieved coding efficiency is superior to those of related works from the literature. Compared with the closest related work, BD rate gains of 2.16% are achieved on average.
