EU STRUCTURAL FUNDS IN CENTRAL & EASTERN EUROPE: TRANSPORT AND URBAN MOBILITY OVERVIEW

Traffic congestion, rising pollution and urban sprawl all deeply affect the quality of life in cities of Central and Eastern Europe (CEE), making investing in the transition towards a low-carbon economy a key priority. Only through the development of sustainable means of transport and urban mobility can healthy living environments be regained, and the impact of climate change mitigated, all the while bolstering local growth. In this context, the hereby article strives to analyse the overall transport investments and urban mobility investments in the CEE region. It provides a data-driven overview of the absorption and implementation of the EU Cohesion Policy, and distribution of EU Structural Funds invested in Central and Eastern Europe in the transport and urban mobility sectors, over the two EU financial programming periods of 2007–2013 and 2014–2020.

Energy communities (ECs) play a role in the transition towards a low-carbon economy by 2050 and receive increasing attention from stakeholders within the energy sector. To foster ECs, transition management (TM) is a promising managerial approach to steer and guide the transition towards more sustainable practices. However, TM lacks a consistent methodology that addresses the criticism of the current application. To investigate what a structured and replicable TM approach for ECs can look like, this paper applies the multi-actor multi-criteria analysis (MAMCA), a participative multi-criteria decision method, to a case study EC in the Netherlands involving various stakeholders. The impact of the application on power relations, the political sphere, sustainability conceptualization, guidance of transitions, and representation was analyzed. MAMCA was found useful for multi-stakeholder settings seen in potential ECs, offering a unifying methodology for the practical application of TM. In the EC setting, the added value of MAMCA within TM lies more in the social representation, insight into stakeholder viewpoints, and communication rather than in final decision-making.

AbstractThe aim of this paper is twofold. First, the smart growth concept is examined with a focus on challenges associated with applying this concept in the less developed regions. Second, the impact of EU structural funds on smart growth in Poland is analyzed at the regional level with a view to contributing to the debate on public intervention in this area. The research questions are as follows: “Is the concept of smart growth, as postulated by the European Union, well suited to the less developed regions?” and “Whether and to what extent do EU funds contribute to achieving smart growth in Poland?”Smart growth has accelerated after 2007, which could suggest a significant impact of EU structural funds, whose allocation to measures supporting innovative activity rose markedly after 2007. However, among the various factors influencing regional development processes, the impact of structural funds was not as strong as might be expected, which was confirmed by further analysis.

Abstract The article examines the impact of financialization on income inequality between 2004 and 2013, through a panel analysis of seven European countries. Moreover, it attempts to examine differences in the perception of the phenomenon between the selected European countries belonging to the G-7 and countries from Central and Eastern Europe. The results demonstrate the existence of individual effects, which means that the level of inequality under examination is influenced predominantly by country-specific factors. The most significant correlation is noticeable between the level of unemployment and the degree of income inequality. An increase in unemployment is accompanied by a rise in the disproportions in the level of income that individual citizens have at their disposal whereas a decrease in the unemployment level contributes to an improvement of the GINI coefficient. Simultaneously, the results confirm the existence of significant correlations between the level of the GINI coefficient and such financialization indicators as the share of employment in finance in total employment and the contribution of the financial sector to total value added creation. The most prominent dependency was discovered when a constructed synthetic indicator was adopted as an indicator of financialization. At the same time, analysis of the synthetic country financialization indicator points to a conclusion that the level of financialization is higher in European countries belonging to the G-7 (especially Great Britain) than in countries from Central and Eastern Europe.
