A considerable amount of farmland was destroyed by a flood disaster that struck in 2012 in Yame and Ukiha, in Fukuoka prefecture in the northern part of the island of Kyushu, Japan. This paper is a case study of the volunteer farmland restoration activities that were carried out in the hilly and mountainous areas after the flood. The purpose of this study is to outline the activities in three regions and to show the character of the volunteer farmland restoration groups. Interview surveys were conducted with the manager of each volunteer group, and data on the process of forming volunteer groups, the monthly process and distribution of activities, facilities requirements, and intermediaries between affected farmers and volunteer activities were collected in field surveys. The surveys were carried out from June to September, 2014. It was found that conservation activities were carried out in the three regions starting the year before the disaster. It is notable that Sansonjyuku, a NPO established in 1994, launched their activities in July, the month in which disaster struck. Activity areas by Sansonjyuku were unevenly distributed due to their experiences with volunteer activities in previous years. The other groups widely covered their areas because they carried out needs research on all local districts through ward mayors. Fifty percent to 75.9% support activities were intermediated by someone, and the ward mayors fulfilled this role more than 50% of the time.

Florence made landfall on the southeastern coast of North Carolina (NC) generating torrential rainfall and severe flooding that led to 53 fatalities in three states (NC, SC, and VA) and $16–$40 billion in damage. Seventy-seven percent (77%) of the fatalities occurred in the rural flood plains of NC with Duplin county reporting a high of eight deaths. Approximately 50% of the total number of hurricane-related fatalities across the three states were vehicle-related. The predominant demographic at risk were males over the age of 50 years. The type of property damage was in line with other major hurricanes and predominantly affected residential structures (93% of the total number of damaged buildings). Florence is among the top 10 costliest hurricanes in U.S. history with approximately 50% of the damage projected as uninsured losses due to residential flooding. The cumulative 5-day rainfall resulted in major flooding along the Cape Fear, Lumberton, and Neuse rivers where many industrial waste sites (hog manure lagoons and coal ash pits) are located. Several of these waste sites located in the flood plain were breached and have likely cross-contaminated the waterways and water treatment operations. The observed extent of the flooding, environmental contamination, and impact to public health caused by Florence will add to the long-term disaster related mortality and morbidity rates and suggests an expansion of the 100-yr flood hazard zone to communicate the expanded risk to the public.

<p>Soil quality indexes (SQIs) are very useful in assessing the status and edaphic health of soils. This is particularly the case in the Mediterranean area, where successive torrential rainfall episodes give rise to erosion and soil degradation processes; these are being exacerbated by the current climate crisis. The objective of this study was to analyze the soil quality in two contrasting Mediterranean watersheds in the province of Malaga (Spain): the middle and upper watersheds of the Rio Grande (sub-humid conditions) and the Benamargosa River (semi-arid conditions). Field soil sampling was carried out at representative sites, and the soils were subsequently analyzed for various edaphic properties in the laboratory. From the resulting data, the mean values ​​have been grouped and reclassified, and based on a multicriteria evaluation, a SQI for the study region was generated. The results show that there are major differences between the two watersheds, with optimal soil quality values being found in the Rio Grande watershed, but more unfavorable values occurring throughout most of the Benamargosa River watershed.</p>

Recently, steel pipe open type protective structures (steel open dams) have been damaged because of large-scale debris flow resulting from torrential rainfall based on abnormal climate. This article proposes a safety assessment method for the load-carrying capacity of a steel open dam against large-scale debris flow load (level II load) using the energy constant law. First, the safety assessment method of steel open dams is proposed that the ultimate strength must be larger than the required strength against the level II load, which is determined by using the energy constant law. Second, the load-carrying capacities of three types of steel open dams with different structural shapes against the front and eccentric debris flow loadings are investigated by a push-over analysis. Finally, the safety assessments on load-carrying capacities against the front and eccentric debris flow loading are confirmed and the strength reduction by the eccentric loading is examined for three steel open dams.
