The use of environmental DNA (eDNA) for studying the ecology and variability of life in the sea is reviewed here in the context of US interagency Marine Biodiversity Observation Network (MBON) projects. Much of the information in this paper comes from samples collected within US National Marine Sanctuaries. The field of eDNA is relatively new but growing rapidly, and it has the potential to disrupt current paradigms developed on the basis of existing measurement methods. After a general review of the field, we provide specific examples of the type of information that eDNA provides regarding the changing distribution of life in the sea over space (horizontally and vertically) and time. We conclude that eDNA analyses yield results that are similar to those collected using traditional observation methods, are complementary to them, and because of the breadth of information provided, have the potential to improve conservation and management practices. Moreover, through technology development and standardization of methods, eDNA offers a means to scale biological observations globally to a level similar to those currently made for ocean physics and biogeochemistry. This scaling can ultimately result in a far better understanding of global marine biodiversity and contribute to better management and sustainable use of the world ocean. Improved information management systems that track methods and associated metadata, together with international coordination, will be needed to realize a global eDNA observation network.

In an era of a rapidly shrinking biological resources, the Convention on Biological Diversity (CBD) is a historic landmark, being the first global agreement on the conservation and sustainable use of biological diversity. The CBD is one of the few international agreements in the area of natural resource conservation in which sustainability and equitable benefit-sharing are central concerns. The CBD links traditional conservation efforts to the economic goal of using biological resources sustainably and sets forth principles for the fair and equitable sharing of the benefits arising from the use of genetic resources, notably those destined for commercial use. Importantly, the CBD also gives traditional knowledge its due place in the sustainable use of genetic resources. The CBD also covers the rapidly expanding field of biotechnology, addressing technology development and transfer, benefit-sharing and biosafety, in an equitable framework. In the coming years, the CBD is likely to have major repercussions on the way biodiversity is conserved and benefits thereof, shared between the developing and developed worlds. The following commentary on the CBD has drawn heavily from a document produced by Secretariat of the Convention on Biological Diversity, at the United Nations Environment Programme. Articles 1 to 21 of the CBD have also been reproduced here in order to disseminate knowledge regarding the principles of the CBD-Editor.

Abstract. The global population is increasingly concentrated in cities. Cities and urban areas face many challenges – economic, social, health and environmental – which are often exacerbated by an increase in the frequency of natural disasters. Together, these challenges call for a shift towards sustainable cities which reduce their impact on the surrounding environment, whilst at the same time succeeding to make resources available to their increasing number of inhabitants. This article explores the state of the art of water management practices of the highly urbanised Northern Italian region and plans and scope for the future development of water management. Although the region is at present not under severe water stress, recently some cities faced water scarcity problems and were forced to implement water rationing. We assessed the vulnerability of Parma and Ferrara to a water crisis, together with the regular and emergency adaptation measures already in place, and the forecast for the near future. In two workshops, the authors adapted the Australian concept of Water Sensitive Urban Design for the Italian context. Although the population remains generally unaware of the impact of the two latest severe drought events (2003 and 2006/7), many adaptation measures towards a more sustainable use of the water resource are already in place – technically, institutionally, and individually. Water managers consider however that the drastic and definite changes needed to integrate the urban water management cycle, and which minimise the ecological footprint of urban spaces, lay far in the future.

In exploring how the concept of ecological civilization can be applied to maintain adequate marine environmental governance for the conservation and sustainable use of marine biodiversity, the article first highlights the existing issues concerning conservation and sustainable use of marine biodiversity. It then suggests that ecological civilization can contribute as a norm to formulate the principles and approaches as well as to set goals and targets under the Biodiversity Beyond National Jurisdiction instrument.

The negotiation of the future Agreement governing the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction is in its final stage. Essentially a treaty for the protection of general interests, the Agreement can generate several benefits for the governance of the oceans. However, in the first three sessions of the intergovernmental conference, deep discrepancies have emerged with respect to the core issues of the package agreed in 2011. This article identifies various formulas and strategies that have been considered in the negotiations and incorporated in the Revised draft text as possible regulatory options with the potential to bring positions closer and facilitate the agreement: avoiding explicit reference to the legal status of marine genetic resources; the incorporation of differential and contextual norms; the introduction of due diligence obligations; the incorporation of internal soft law; and the reduction of the scope of the treaty. These options may help to provide flexibility and differentiation in the regulation but, as essentially pragmatic measures, they tend to sacrifice the ambition of the final Agreement. On the other hand, if States assume their real role and responsibility in the process –that of interpreters of general interest and custodians of marine biodiversity –they would be in a better position to find novel and more ambitious solutions for bringing this crucial Agreement to fruition. This article advocates a return to basics and the placing of the marine environment at the centre of the regulations.

The purpose of this paper is to review the existing waste management practices, regulatory and institutional framework and technologies that are being employed currently for waste management in Sri Lanka in order to understand the magnitude of non-hazardous and hazardous waste problems and how to avoid these problems. This study is mainly based on information collected from literature review covering both municipal solid waste management and hazardous waste management. Sri Lanka has well-developed legislative and well-organized institutional framework with environmental related policies, strategies and guidelines on waste management. Technologies and methods used for waste management are well accepted, but innovative technologies and strategies have to be introduced to streamline and uplift the existing waste management practices. This study also revealed that there is a high potential in private sector involvement in waste management. Considering all these aspects, a detailed comprehensive technical review and potential technology development are necessary to deal with all categories of wastes generated in Sri Lanka.

This chapter examines the conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction (BBNJ). It first provides an overview of the Preparatory Committee (PrepCom), convened by the UN General Assembly to make recommendations on the elements for a possible future multilateral agreement under the United Nations Convention on the Law of the Sea (UNCLOS). The material scope of the PrepCom is constituted by ‘the package’ agreed upon in 2011 and includes the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. The chapter discusses the challenges of the package, focusing on two interlinked dimensions of the package plus the big issue that underlies it. It also considers two main tasks facing PrepCom: the first is to clearly identify all elements of each substantive set of issues composing the package, and the second task is to understand the implications of each element of these three substantive sets of issues and the inter-linkages between them.

Our ability to protect and sustainably use the high seas is ultimately subject to our ability to understand this vast and remote environment. The success of an international legally binding instrument (ILBI) for the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (BBNJ) will depend, in part, on utilizing technology to access ocean life, to analyze it, and to implement measures for its conservation and sustainable use. Indeed, technology, broadly defined, is integral to meeting the ILBI's objectives: not just the mandate to address “capacity-building and the transfer of marine technology,” but also the sustainable use and conservation of marine genetic resources, the implementation of environmental impact assessments, and biodiversity conservation measures such as area-based management tools. To maximize marine technology deployment to protect marine biodiversity in areas beyond national jurisdiction, transferring technology to developing countries will be critical. Provisions for the transfer of technology, generally from developed to developing countries, are included in many international environmental agreements and declarations, but these provisions have often proven difficult to implement. Part of the difficulty is that the relevant technology is dispersed among states; universities, research institutes and other nonstate actors; and private industry. The particular challenge in crafting an ILBI is, as the European Union has identified, to avoid repeating existing provisions and instead to “focus on added value.” One opportunity for an ILBI to add value on technology transfer is to further develop a network model to facilitate marine technology transfer.

Rangelands perform numerous functions that have significant ecological and livelihood values for mountain societies in Nepal. There are no other systems more suitable than indigenous management systems, which have evolved over long periods of time and offer approaches to land use that are suitable to the varying climatic, biophysical conditions and ethnic diversity that characterise Nepal. However, traditional resource management practices have been ignored in the past, which has resulted in conflicts and resource degradation. In this context, a survey was conducted in the Rasuwa District of northern Nepal to identify existing indigenous rangeland management systems, examine the challenges facing the development of sustainable practices and suggest possible strategies for promoting their development. It was concluded from this study that local herders in the Rasuwa District of northern Nepal have developed effective indigenous rangeland management systems that include good grazing and conservation practices. Well organised local institutional arrangements and efficient traditional right and tenure systems have evolved that result in the sustainable use of rangeland resources. However, both internal and external factors are now challenging these traditional systems. Results indicated that to remain sustainable rangeland management systems in northern Nepal will require a clear recognition of indigenous knowledge of rangeland management as well as the integration of indigenous practices and strategies with modern technologies. More attention should be paid to the facilitation of rangeland legislation covering traditional rights and customary tenure, institutional cooperation and collaboration between government and civil society. Co-management and participatory research and development should be initiated on rangeland resources and the improvement of infrastructure and public service systems.
