For a long time, the development strategy of remote areas is basically resource-oriented. Large-scale exploitation of resources not only damages the corresponding balance of resource reserves but also causes serious damage to the ecological environment. To this end, this paper has carried out research on the construction of ecological environment civilization in remote areas based on multidata collection and edge computing. Based on the understanding of the connotation, composition, and characteristics of ecological civilization, this paper selects representative indicators to reflect the specific requirements of ecological civilization, constructs an evaluation index system for the construction of ecological civilization in remote areas, and uses the evaluation indicators analysis and sorting. Second, edge computing and sensor technologies are applied to the process of data collection and information transmission and providing solutions for data collection and transmission in remote areas. This paper also presents the security method to protect the information transmission. Through testing, the program has shown good adaptability and can provide ideas for the construction of ecological environment in remote areas.

Under the context that “peak carbon emissions” and “carbon neutrality” are included in the overall plan for the construction of ecological civilization in China, this paper discusses the value of modern timber architecture as a form of low-carbon and environmental protection movement in the whole life cycle of the construction field. It mainly analyzes the reasons for the limited resources, misunderstandings of inherent concepts, the high cost of comprehensive construction, and the shortage of professionals. Based on that, several countermeasures have been proposed, such as perfecting relevant norms and policies, strengthening technology research and development as well as demonstration guidance, moderately developing forest resources, applying digital construction operation and maintenance technology, as well as cultivating compound professionals, all of which provide a reference for the development of ecological benefits in China’s construction industry.

Sponge city refers to a new urban construction concept used to solve urban flood disasters and water ecological problems. It is important for the construction of ecological civilization. It plays an important role in the green development and livability of the city. In the construction of a sponge city, it is necessary to make special urban planning and improve the top-level design. In recent years, China has developed a number of sponge city pilot projects. The numerous experiments act as important references for the urban construction in China. This paper mainly analyzes the requirements for the construction of sponge city and discusses several problems as well as solutions in the construction.

Water ecological civilization (WEC) is a key component and basic guarantee of ecological civilization. This paper sets up an evaluation index system (EIS) for WEC development (WECD) level, which covers such three dimensions as social economic development, control over total water resources and water utilization efficiency, and synthetic environmental governance and adopts set pair analysis (SPA) to measure and analyze the WECD level in Yangtze River Economic Belt (YREB) from 2010 to 2019. The results show that (1) the score of each subsystem in YREB WECD grew continuously in the sample period and poised to increase in future, (2) in general, YREB WECD level steadily increased to a relatively high level, and (3) the good development trend of YREB WECD is inseparable from the fact that YREB stepped up its efforts in capital investment, water utilization, and water environment protection and recovery. Finally, pertinent measures were put forward to further improve the YREB WECD level.

With the deterioration of the global climate, there is consensus that the environment and economy must develop in coordination. Effective environmental regulation (ER) is an important incentive of environmental protection, and there is a clear interaction mechanism between it and the economic growth quality (EGQ). In order to explore the intrinsic link between ER and EGQ, this study establishes a comprehensive evaluation index system from the research perspective of the coupling coordination degree (CCD). Based on the panel data of 30 provincial administrative regions in mainland China (excluding Tibet), from 2004 to 2017, the entropy method, coupling coordination model, and spatial econometric model are used to explore the CCD and the factors influencing the CCD of ER and EGQ. The key findings of this study were as follows: (1) The CCD of ER and EGQ system showed an upward trend in the fluctuation from 2004 to 2017. (2) In 2017, Beijing showed good coordination, Yunnan and Qinghai showed primary coordination, and the rest of the provinces showed moderate coordination. (3) The CCD of different regions in China is uneven. (4) Per capita GDP, per capita FDI, ER intensity, and industrial structure adjustment have promoting effects on the CCD, while per capita investment in fixed assets and environmental pressure have inhibiting effects on the CCD. Our conclusions are significant for promoting the integrated development of regional economy and ecological civilization, and provide a theoretical reference for other countries and regions to explore the relationship between ER and EGQ.

Evaluating the effectiveness of ecological civilization policies is the basis from which policymakers can optimize policies. From the perspective of the overall effectiveness of regional policies, and taking Jiangsu Province as an example, this study constructed a quantitative evaluation model of eco-civilization policy text and an eco-civilization evaluation index system. Using these tools, this paper evaluates the effectiveness of 53 ecological civilization policies issued by Jiangsu Province during 2004–2019 to promote the construction of ecological civilization in the four fields of resource utilization, environmental protection, economic development, and social life. There are three key findings. (1) During the period of 2004–2019, the effectiveness of the textual content of ecological civilization policies in Jiangsu Province generally showed a fluctuating upward trend. (2) The construction effectiveness indexes of the four fields of eco-civilization all showed a growth trend, but the construction effect varied greatly. The index of economic development had grown rapidly, while environmental protection had grown slowly. (3) Ecological civilization policies in Jiangsu Province were effective in promoting the construction of ecological civilization. However, the effects of different policy dimensions on ecological civilization development in the four fields were significantly different. Finally, based on these results, powerful recommendations are provided for the optimization of eco-civilization policies in Jiangsu Province. Moreover, Jiangsu is the first province in China to launch a provincial-level ecological civilization construction plan. Its policy optimization to promote ecological civilization construction can also provide an example and realistic basis for reference for the construction of eco-civilization in other provinces in China.

An old Chinese saying says: “Nature and man joined into one whole” (Tian Ren He Yi). One could think that Chinese political thought, extensively bound to religion, philosophy, and tradition, laid perfect foundations for the implementation of public international law sustainable development principles. However, Chinese totalitarianism irreversibly changed the perception of the relation between humans and nature that used to be deeply rooted in traditional culture. The purpose of this work was to analyze the evolution of Chinese attitude towards sustainable development that serves environmental protection. The key issue concerning the Chinese willingness to fulfill their international obligations concerning sustainable development had to be addressed. Equally important was the question about the integration principle in Chinese law which would imply balancing environmental needs with economic development in all state politics as it does in the EU law under article 11 of the Treaty on the Functioning of the European Union. The research shows that Chinese environmental law has been notablyshaped by public international law in correlation to its standards and has developed significantly forthe last 35 years. A good example may be the amendment of 2014 of Chinese Environmental Law that implemented expressis verbis sustainable development as a priority before economic development. However, it seems to be a landmark change, opening new research fields considering its future execution. Considering the above, this work concludes with some moderate but ironic optimism linked to the current plan of the People’s Republic of China to build „ecological civilization.”

The cultivated land use eco-efficiency (CLUE) is an important indicator to evaluate ecological civilization construction in China. Research on the spatial-temporal pattern and evolution trend of the CLUE can help to assess the level of ecological civilization construction and reveal associated demonstration and driving effects on surrounding areas. Based on the perspective of the CLUE, this paper obtains cultivated land use data pertaining to National Pilot Zones for Ecological Conservation in China and neighboring provinces from 2008 to 2018. In this study, the SBM-undesirable, Moran’s I, and Markov chain models are adopted to quantitatively measure and analyze the CLUE and its temporal and spatial patterns and evolution trend. The research results indicate that the CLUE in the whole study area exhibited the characteristics of one growth, two stable, and two decline stages, with a positive spatial autocorrelation that increased year by year, and a spatial spillover effect was observed. Geographical spatial patterns and spatial spillover effects played a major role in the evolution of the CLUE, and there occurred a higher probability of improvement in the vicinity of cities with high CLUE values. In the future, practical construction experience should be disseminated at the provincial level, and policies and measures should be formulated according to local conditions. In addition, a linkage model between prefecture-level cities should be developed at the municipal level to fully manifest the positive spatial spillover effect. Moreover, we should thoroughly evaluate the risk associated with CLUE transition from high to low levels and establish a low-level early warning mechanism.
