Thiswork aims is to present brief explanations about the adoption of the 2030 Agenda and its respective Sustainable Development Goals (SDGs) at the local level. A brief study of the specific municipal legislation of São Paulo was adopted as a basis for comparison, which outlines guidelines and initiatives for the implementation, planning and actions of public policies in the implementation of the 2030 Agenda. The indexes and parameters provided by the National Confederation of Municipalities (NCM) by the Mandala SGD platform, and the general evaluation of “Município Verde Azul” Program were used. These instruments present relevant factors for sustainable development, transforming the 2030 Agenda into a reflection and planning tool for municipal managers. It wasfound that over years, although there are still considerable negative variations, several rules have been instituted to regulate relevant issues concerning the environment and local sustainability. However, until now the specific regulation related to Agenda 2030 has not been applied in Presidente Prudente city, which can be considered as an important gap in the search for advances in the quality of public environmental management. To conclude, although there is an important record of progress in general environmental management at the local level, a better coordination between the public authorities and all the agencies involved is necessary. In order to implement a specific guidelines and legal initiatives for the promotion, planning and actions of publicpolicies to implement the Agenda 2030 and the SDGs, which will certainly ensure the exercise of local environmental citizenship

In this paper, we deal with the issue of measuring the Agenda 2030 at the urban level in Italy; the results are useful for the policy analysis and dissemination of sustainable development at the local level. The proposed tool merges 53 available economic, social and environmental elementary indicators into 16 composite indices and one composite dimension representing 16 out of 17 Sustainable Developments Goals (SDGs) adopted by the United Nations in 2015. The contribution of the paper is twofold: While the results of the indices show the geographical and demographic heterogeneity within the country when considering each of the 16 dimensions, the methodological discussion highlights the complexity of the phenomena, due to the multidimensional definition of the Agenda 2030.

Resumen: Este artículo analiza la construcción histórica y legal del concepto de desarrollo en el ámbito internacional, desde su institucionalización a mediados del siglo XX hasta la aprobación en 2015 de la Agenda 2030 de Desarrollo Sostenible por parte de las Naciones Unidas. Para ello, se plantea un estudio sobre cómo evoluciona el término a través de un recorrido por los distintos contextos en los que aparece y los debates que se generan en torno a cuestiones como crecimiento, sustentabilidad o capacidades humanas.Palabras clave: Desarrollo, Sostenibilidad, Desarrollo Humano, Cooperación Internacional, Agenda 2030.Abstract: This article analyzes the historical and legal construction of the concept of development in the international arena, since its institutionalization in the middle of the twentieth century to the adoption of the 2030 Agenda for Sustainable Development by the United Nations in 2015. Sustainability ideas are implemented in almost all areas of life, not only into the economic and social life. However, the ways to sustainable development quantifying are still relatively complicated and incomplete. One of the possibilities of assessment and achievement of sustainable development and sustainability can be considered assessment using the Sustainable Development Goals (SDGs) presented in Agenda 2030. The aim of the paper is to assess the similarity of the EU countries in achieving the Sustainable Development Goals according to 2030 Agenda.

AbstractThis chapter explores how far the potential of the 2030 Agenda, a global framework for the Sustainable Development Goals (SDGs), is being utilised to address multidimensional older age exclusion. The available evidence shows that, without a major shift in the coming decade, the pledge that the 2030 Agenda should be met for “all nations, peoples … and segments of society” will not be achieved in the case of older people, and the risks of failure are highest for older people in low- and middle-income countries. Across dimensions of framing, implementation, monitoring and reporting, recognition of ageing and older people is limited in the SDGs. Where recognition is explicit, it relates to the framing of older people as a vulnerable group rather than as rights holders on an equal footing with people of other ages. The major shift required in this context is the recognition of older people as rights holders, of States as duty bearers and the extension of a rights-based approach to policy design and implementation to counteract multidimensional social exclusion. Failure is not inevitable. Political commitment from key stakeholders, coupled with support from bilateral and multilateral donors, could result in better outcomes from Agenda 2030 on older-age exclusion.

Η παρούσα διδακτορική διατριβή έχει στόχο την παραγωγή και διακίνηση εκπαιδευτικού υλικού και μεθόδων που ενισχύουν την συνεργασία βαθμίδων εκπαίδευσης και την Εκπαίδευση για την Αειφόρο Ανάπτυξη (ΕΑΑ). Η επιλογή διδασκαλίας από απόσταση σύγχρονων θεμάτων Φυσικής στο πλαίσιο της ΕΑΑ και η έρευνα του κατάλληλου πλαισίου από το οποίο μπορεί να επιτευχθεί αυτό είναι ένα από τα αντικείμενα έρευνας. Η εκπαίδευση από απόσταση είναι ένα από τα αντικείμενα μελέτης για πολλούς λόγους που θα αναφερθούν παρακάτω, αλλά ένας από τους κυριότερους είναι ότι καθίσταται ο μοναδικός τρόπος να πετύχουμε δίαυλο επικοινωνίας και άμεση συνεργασία με τις υπόλοιπες βαθμίδες εκπαίδευσης (μαθητές, εκπαιδευτικούς) σε διάφορα γεωγραφικά μέρη. Η παρούσα διατριβή σχεδιάζει και υλοποιεί εκπαιδευτικά πρότυπα που ασχολούνται με διαφορετικά σύγχρονα θέματα επιστήμης και μελετά - αναλύει την αποτελεσματικότητα συνδυασμού συγκεκριμένων μαθησιακών εργαλείων που εξυπηρετούν το κάθε πρότυπο, τα εργαλεία επικοινωνίας και την αλληλεπίδραση των μαθητών και εκπαιδευτικών στα άτυπα αυτά εκπαιδευτικά περιβάλλοντα. Η διατριβή βασίζεται σε τέσσερις βασικούς πυλώνες και αναλύονται με την ακόλουθη σειρά: ένταξη σύγχρονων θεμάτων επιστήμης, σε τυπική και μη μορφή, στο σχολικό πλαίσιο, δημιουργία δράσεων που συμβάλλουν στην Εκπαίδευση για την Αειφόρο Ανάπτυξη και υπηρετούν τους στόχους της Agenda 2030 (agenda of the Sustainable Development Goals - SDGs), χρήση εξ αποστάσεως εργαλείων και πρακτικών, ένταξη Problem Oriented Project Based Learning μεθόδου υπό το κατάλληλο πλαίσιο στα παραγώμενα διδακτικά πρότυπα Βασιζόμενοι στους πυλώνες αυτούς διερευνάται το κατάλληλο blended e- learning διδακτικό πρότυπο που πρέπει να δημιουργηθεί ώστε να αποσκοπεί στην ΕΑΑ, επιλέγοντας την προβληματοκεντρική διερεύνηση ενός σύγχρονου θέματος για την αειφορία και την βιωσιμότητα και συνδυάζοντας αριθμό συγκεκριμένων εξ αποστάσεως μαθησιακών και επικοινωνιακών εργαλείων. Το πρότυπο αυτό καλείται να είναι αποτέλεσμα ζυμώσεων της συνεργασίας των βαθμίδων εκπαίδευσης και να μπορεί να είναι διαθέσιμο προς όλους και επαναχρησιμοποιήσιμο. Η έρευνά μας καταλήγει στο ότι μπορεί να στηθεί κατάλληλο blended e- learning περιβάλλον με θεματική που να ενισχύει την Εκπαίδευση για την Αειφόρο Ανάπτυξη. Παρουσιάζονται τα κριτήρια επιλογής θεματολογίας που μπορεί να δημιουργήσει και ενιαίο πλαίσιο, μια κοινή δράση, για όλες τις βαθμίδες εκπαίδευσης σε συνεργασία με το πανεπιστήμιο. Η προβληματοκεντρική προσέγγιση στο παραπάνω πλαίσιο και η χρήση της μεθόδου των μαθησιακών αντικείμενων στον σχεδιασμό του e-learning προτύπου, χρησιμοποιώντας συγκεκριμένα προτεινόμενα μαθησιακά εργαλεία , όπως την φιλοξενία όλου του υλικού σε πλατφόρμα τηλεκπαίδευσης (Learning Management System) και η χρήση συγκεκριμένων προσομοιώσεων, εξ αποστάσεως πραγματικών πειραμάτων και πολυμέσων, είχε θετική ανατροφοδότηση από του χρήστες, δίνοντας κίνητρο σε αυτούς .να συμμετέχουν ενεργά καθόλη την διάρκεια της δράσης. Οι εκπαιδευτικοί έκριναν χρήσιμο το πρότυπο και κάποιοι χρησιμοποιούν μέρη του ακόμη και σήμερα.

Abstract The 2030 Agenda for Sustainable Development (Agenda 2030) encompasses social, economic, and environmental commitments within a single global framework. However, experts have been warning that the ambitious nature of Agenda 2030’s Sustainable Development Goals (SDG s) might be lost in indicator-driven implementation. This article examines the assumption that SDG indicators result in policy shrinking (offering a less ambitious framing) by exploring how the framing of Agenda 2030’s gender commitments shifts from SDG s to their indicators. Employing critical frame analysis, this article shows that SDG global indicators result in policy shrinking of gender-specific targets in terms of their 1) human rights framing 2) overall scope, and 3) inclusivity of target groups. This policy shrinking does not necessarily undermine Agenda 2030, but it does call for greater attention, especially by actors promoting gender equality, to national interpretations of specific SDG targets and the inclusivity of otherwise marginalized policy target groups.

Para conocer cómo la Academia Nacional de Medicina de Venezuela (ANM) avanza para lograr la igualdad de género entre sus miembros, establecida como meta No 5 en la Agenda 2030 de la Organización de las Naciones Unidas (ONU) para el Desarrollo Sostenible, realizamos un análisis cuantitativo del proceso de incorporación de la mujer a la institución y a sus órganos de dirección. Dos lapsos fueron comparados: los primeros 110,5 años, desde la fundación de la Academia en abril de 1904 hasta el 12 de noviembre de 2014, y los últimos 5,5 años, entre el 13 de noviembre de 2014 y el 16 de junio de 2020. Durante los 110,5 primeros años, 472 hombres y 14 mujeres (2,9 %) fueron elegidos. En los últimos 5,5 años fueron incorporados 17 hombres y 7 mujeres (29,2 %). La representación porcentual de la mujer en la ANM en la actualidad es la siguiente: Individuos de Número (IN): 13,5 %, Miembros Correspondientes Nacionales (MCN): 28 %, Miembros Correspondientes Extranjeros (MCE): 3 %, Invitados de Cortesía: 24 %. En la Junta Directiva electa el 2 de junio de 2020 para el bienio 2020-2022, hay 2 mujeres entre 5 personas (40 %): vicepresidente (Isis Nezer) y tesorero (Lilia Cruz) mientras que en el bienio precedente hubo una sola mujer. Ha habido progreso considerable desde 1981, cuando una mujer fue electa por primera vez en la ANM, especialmente en los últimos 5,5 años, pero la corporación se encuentra muy lejos de lograr la igualdad de género. Es necesario trabajar específicamente para alcanzar el objetivo propuesto por la ONU.

AbstractThere has been increasing interest in local-level implementation of the United Nations 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). Despite the emergence of various initiatives undertaken by local governments, studies on the process of mainstreaming the 2030 Agenda within local contexts remain limited. This study is aimed at identifying possible approaches for supporting local governments in successfully mainstreaming the 2030 Agenda and the SDGs. We developed an analytical framework covering key components for local-level mainstreaming of the SDGs based on our review of recent policy guidelines for implementing the SDGs and the policy integration and coherence literature. Subsequently, we applied this framework within case studies of two designated municipalities under the Japanese government’s “SDGs Future Cities” initiative aimed at localizing the SDGs. The analysis demonstrated how local governments could develop and apply key components of the SDGs mainstreaming process. Our findings suggest that the following approaches can facilitate local governments’ efforts to mainstream the SDGs: first, municipalities can foster local ownership to address the challenges they face. Second, existing policy resources can be linked with formal procedures. Third, multi-stakeholder partnerships can be developed. Fourth, vertical communication channels can be established with international and national-level organizations. Overall, the article contributes to a growing literature on SDGs implementation at the local level by identifying key components required for their mainstreaming, introducing perspectives derived from Japanese case studies.

The success of the 2030 Agenda hinges on mobilization at the local level. The localization of sustainable development goals (SDGs) and their targets involves adapting them to local contexts. This case study of Quebec City, Canada, illustrates how the use of a systemic sustainability analysis tool can help integrate SDGs in the building of a sustainable development strategy at the local level. Our approach focuses on the use of an SDG target prioritization grid (SDGT-PG) and begins with the mobilization and training of a group of officers representing various city services. We first used an original text-mining framework to evaluate SDG integration within existing strategic documents published by the city. The result provides a portrait of existing contributions to SDG targets and identifies potential synergies and trade-offs between services and existing policies. A citywide prioritization workshop was held to assess the relative importance of SDG targets for the city. Priorities were then identified by combining the importance of the targets as viewed by stakeholders, the current level of achievement of SDG targets as determined by the analysis of existing documents, and the jurisdiction and responsibilities given to Quebec City in regard to federal and provincial legislation. We identified the main focus areas and related SDG targets. Furthermore, we observed whether actions needed to be consolidated or new actions needed to be implemented. The identification of synergies and trade-offs within the city service actions provides information on the links to be made between the different municipal services and calls for partnerships with other organizations. The use of the SDGT-PG allows the vertical and horizontal integration of the SDG targets and demonstrates how participation and inclusion facilitate stakeholders’ appropriation of the applied sustainable development strategy.
