Background: The proper triage of patients, supply chain management, and proper location, delivery, and distribution of health facilities and services in times of crises and disasters have always been challenging issues playing an important role in reducing damages and increasing the level of patient care during emergencies. Objectives: This study was conducted to design a model for allocating emergency first aid in pre-hospital triage. Methods: The model presented in this study is a two-level mathematical model using nonlinear programming to introduce a new location for the establishment and activation of distribution centers in the supply chain and distribution of pre-hospital health-oriented services during crises. This proposed hybrid model seeks to strike a balance between the concepts of efficiency, cost, and dispersion. By expanding the insurance coverage of health services, the number of services provided in the times of crises and triage of injured patients also increases, leading to the delivery of more profits and improvement in the effectiveness of medical services in the shortest possible time. Results: This model helps to select suitable candidate locations for the triage of patients and increases its performance. Therefore, the appropriateness of each place is measured according to the criteria set for them. This model considers different parameters for selecting places for the distribution and allocation of emergency services, including the efficiency of the centers selected for the triage of patients, the cost of the inventory system for providing primary services, the dispersion of selected triage centers, demands for sick and injured patients, the possibility of constructing additional distribution centers (e.g., field hospitals), and strategies to avoid the imposition of additional costs. Conclusions: This study showed that by maximizing the dispersion of desirable facilities, such as distribution centers, the demand coverage of different regions is appropriately improved. In other words, the health service distributor, as one of the important parts of the supply chain, helps service providers better meet the needs of injured patients during emergencies.

PurposeThis research studies a location-allocation problem considering the m/m/m/k queue model in the blood supply chain network. This supply chain includes three levels of suppliers or donors, main blood centers (laboratories for separation, storage and distribution centers) and demand centers (hospitals and private clinics). Moreover, the proposed model is a multi-objective model including minimizing the total cost of the blood supply chain (the cost of unmet demand and inventory spoilage, the cost of transport between collection centers and the main centers of blood), minimizing the waiting time of donors in blood donating mobile centers, and minimizing the establishment of mobile centers in potential places.Design/methodology/approachSince the problem is multi-objective and NP-Hard, the heuristic algorithm NSGA-II is proposed for Pareto solutions and then the estimation of the parameters of the algorithm is described using the design of experiments. According to the review of the previous research, there are a few pieces of research in the blood supply chain in the field of design queue models and there were few works that tried to use these concepts for designing the blood supply chain networks. Also, in former research, the uncertainty in the number of donors, and also the importance of blood donors has not been considered.FindingsA novel mathematical model guided by the theory of linear programming has been proposed that can help health-care administrators in optimizing the blood supply chain networks.Originality/valueBy building upon solid literature and theory, the current study proposes a novel model for improving the supply chain of blood.

This paper integrates production, distribution and logistics activities at the strategic decision making level, where the objective is to design a multiechelon supply chain network considering agility as a key design criterion. A network with five echelons of supply chains including suppliers, plants, distribution centers, cross-docks, and customer zones is addressed in this paper. The problem has been mathematically formulated as a biobjective optimization model that aims to minimize the cost (fixed and variable) and maximize the plant flexibility and volume flexibility. A novel multiobjective parallel simulating annealing algorithm (MOPSA) is proposed to obtain the Pareto-optimal solutions of the problem. The performance of the proposed solution algorithm is compared with two well-known metaheuristics, namely, nondominated sorting genetic algorithm (NSGA-II) and Pareto archive evolution strategy (PAES). Computational results show that MOPSA outperforms the other metaheuristics.


One of the most useful techniques for the transport companies is multi-level distribution to minimize the cost. This paper presents multi-objective multi time span fractional capacitated transportation problem (MOMTMIFCTP) in the two echelon supply chain with multiform items and mixed constraints. Moreover the fractional objective functions in the supply chain are important because many real life problems are based on the ratio of physical or economical values. The goal of this investigation is to minimize damage cost, labor cost, the cost related to transportation, inventory carrying cost, quality cost and packing cost, also determine an optimal inventory level for the warehouse and distribution centers using fuzzy programming approach through LINGO software.

A survey was conducted to assess the export supply and value chain analyses of okra (<i>Abelmoschus esculentus</i> L.) in Bangladesh. The survey was consisted of primary and secondary data from semi-structured interview of key persons involved in the supply chains of export market of okra and from the review of relevant reports and literature. Primary data were collected from 40 middlemen (from Ulokhola-10, Kawranbazar-7, Shambazar-8, Jatrabaribazar-5, Chandina-10), 5 service providers and 20 okra exporters of Dhaka city. It was found that the supply chain was fragmented and complex. The middlemen predominantly controlled the supply chains. Post-harvest management was poor, resulting low quality of the produce and low prices in the export market. The supply chain indicated that, the growers consumed 7.8% of their own product while 92.2% was sold out. About 28% farmers sold their okra at the field/farm-gates and 72% was sold in the local markets.   The value chain analyses (VCA) revealed that, the net profit margin was 15.77 Tk/kg for both the UK and the Middle East markets whereas the net profit was 5.86 Tk/kg in local markets. The cost of airfreight was highest (63.97%) of all costs followed by the production cost of okra (16.85%) and the cost of packing (13.40%).The Agriculturists 2015; 13(1) 133-139

Purpose The purpose of this paper is to examine how the type of logistics services required by firms is related to the freight characteristics, and to the cost and other dimensions of the services in Mexico. Design/methodology/approach The authors conducted an exploratory study using Anova analysis and correlations, on the basis of a sample of 266 freight movements in Mexico, in order to test two main hypotheses. Findings The authors found an association between some logistics services, according to their level of customization, with the freight characteristics, and a positive relation of those customized services with security and reliability, on the one hand, and a negative relation with cost of the services, on the other hand. Research limitations/implications Size of the sample and some subjective measures of logistics services performance. Practical implications For shipping companies to be aware of existing limitations of Mexican logistics service providers in relation to customizing their services and the attributes associated with these services. This knowledge will contribute to firms' better planning of their freight movements. Originality/value Authors extend the supply chain analysis considering logistics variables variables such as freight characteristics, logistics services requirements, and the firms’ priorities for contracting these services, such as cost and other attributes.

The competitiveness factors in global business have pressurized suppliers and manufacturers to cut the cost of finished products without compromising the quality of products and services. One of the most important ways to reduce the cost and to increase the productivity and customer satisfaction is to outsource the non-core functions. The role of logistics services is very critical to conduct the smooth flow of materials and information in forward and reverse supply chain. There are a number of issues in maintaining good relationships between the third party logistics service providers (3PL) and the client or buyer. In this paper, recent trends in outsourcing of logistics functions and the criteria for selection and evaluation of 3PL with relative importance have been investigated. Finally, the challenges and issues in 3PL relationships have been outlined and the remedies thus proposed. This paper may help the purchase and supply chain managers in selection of efficient 3PL and in maintaining good relationship with better control over the service providers.

In the modern world, companies are investigating state-of-the-art practices to optimize both the cost and operational efficiency of their supply chain. Cloud computing emerges as a meaningful technology that could contribute to this optimization by providing infrastructure, platform, and software solutions for the whole supply chain network via Internet. The utilization of cloud-based services in supply chain management leads to financial and operational benefits, while at the same time potential risks and limitations should be taken into account by all supply chain stakeholders. In this chapter, an overview of cloud-based supply chain management is addressed. At first, a brief introduction to cloud technology is provided. Then, the application of cloud computing on supply chain activities is presented, while positive and negative aspects of adapting this technology in modern supply chains are discussed. The case for Third-Party Logistics (3PL) service providers is specially addressed. Finally, conclusions and future research steps are presented.

The article presents a special modification of the EOQ formula and its application to the accounting of the cargo capacity factor for the relevant procedures for optimizing deliveries when renting storage facilities. The specified development will allow managers to take into account the following process specifics in the format of a simulated supply chain when managing inventory. First of all, it will allow considering the most important factor of cargo capacity when optimizing stocks. Moreover, this formula will make it possible to find the optimal strategy for the supply of goods if, also, it is necessary to take into account the combined effect of several factors necessary for practice, which will undoubtedly affect decision-making procedures. Here we are talking about the need for additional consideration of the following essential attributes of the simulated cash flow of the supply chain: 1) time value of money; 2) deferral of payment of the cost of the order; 3) pre-agreed allowable delays in the receipt of revenue from goods sold. Developed analysis and optimization procedures have been implemented to models of this type that are interesting and important for a business. This — inventory management systems, the format of which is related to the special concept of efficient supply. We are talking about models where the presence of the specified delays for the outgoing cash flows allows you to pay for the order and the corresponding costs of the supply chain from the corresponding revenue on the re-order interval. Accordingly, the necessary and sufficient conditions are established based on which managers will be able to identify models of the specified type. The purpose of the article is to draw the attention of managers to real opportunities to improve the efficiency of inventory management systems by taking into account these factors for a simulated supply chain.

The Eston Sugar Mill is the newest in the South African KwaZulu-Natal sugar belt. Like most other mills, it can be argued that there are inefficiencies in the supply chain due to systematic issues, which reduce optimum performance. It was alleged that mill processes are slowed, or stopped, on Sundays, Mondays, as well as some Tuesdays and Wednesdays, due to pay-weekends, because of the associated cutter absenteeism. This increases the length of the milling season (LOMS), increases milling costs and reduces the average cane quality for the season. Data on cane deliveries to the Eston Mill, over a period of five seasons, were analysed to study the magnitude of the problem. It was statistically verified that cane shortages occur immediately after payweekends and it was conservatively estimated that cutter absenteeism occurs between 25–29 days per season, which increases the LOMS by six to ten days. The associated cost of this problem equated to an average of US$159,500 (approximately EUR120,000) per milling season. In this paper, an alternative harvesting system scenario is suggested, assuming that mechanical harvesters be used after a pay-weekend, to mitigate the impacts of cutter shortages. However, the solution is calculated to be risky. When the cost of new equipment was considered, only two of the five seasons were able to justify the associated costs.

AbstractSmall-scale commercial rollouts of Cellular-IoT (C-IoT) networks have started globally since last year. However, among the plethora of low power wide area network (LPWAN) technologies, the cost-effectiveness of C-IoT is not certain for IoT service providers, small and greenfield operators. Today, there is no known public framework for the feasibility analysis of IoT communication technologies. Hence, this paper first presents a generic framework to assess the cost structure of cellular and non-cellular LPWAN technologies. Then, we applied the framework in eight deployment scenarios to analyze the prospect of LPWAN technologies like Sigfox, LoRaWAN, NB-IoT, LTE-M, and EC-GSM. We consider the inter-technology interference impact on LoRaWAN and Sigfox scalability. Our results validate that a large rollout with a single technology is not cost-efficient. Also, our analysis suggests the rollout possibility of an IoT communication Technology may not be linear to cost-efficiency.
