Abstract State and local governments in the United States manage a wide array of natural and human resources that are particularly sensitive to climate variability and change. Recent revelations of the extent of the current and potential climate impact in this realm such as with the quality of water, the structure of the coasts, and the potential and witnessed impact on the built infrastructure give these political authorities impetus to minimize their vulnerability and plan for the future. In fact, a growing number of subnational government bodies in the United States have initiated climate adaptation planning efforts; these initiatives emphasize an array of climate impacts, but at different scales, scopes, and levels of sophistication. Meanwhile, the current body of climate adaptation literature has not taken a comprehensive look at these plans nor have they questioned what prompts local adaptation planning, at what scope and scale action is being taken, or what prioritizes certain policy responses over others. This paper presents a case-based analysis of seven urban climate adaptation planning initiatives, drawing from a review of publicly available planning documents and interviews with stakeholders directly involved in the planning process to provide a preliminary understanding of these issues. The paper also offers insight into the state of implementation of adaptation strategies, highlighting the role of low upfront costs and cobenefits with issues already on the local agenda in prompting anticipatory adaptation.

It is well known that seawalls are effective at stopping common storm surges in urban areas. This paper examines whether seawalls should be built to withstand the storm surge from a major tropical cyclone. We estimate the extra cost of building the wall tall enough to stop such surges and the extra flood benefit of this additional height. We estimate the surge probability distribution from six tidal stations spread along the Atlantic seaboard of the United States. We then measure how valuable the vulnerable buildings behind a 100 m wall must be to justify such a tall wall at each site. Combining information about the probability distribution of storm surge, the average elevation of protected buildings, and the damage rate at each building, we find that the value of protected buildings behind this 100 m wall must be in the hundreds of millions to justify the wall. We also examine the additional flood benefit and cost of protecting a km2 of land in nearby cities at each site. The density of buildings in coastal cities in the United States are generally more than an order of magnitude too low to justify seawalls this high. Seawalls are effective, but not at stopping the surge damage from major tropical cyclones.

AbstractA key strategy for agriculture to adapt to climate change is by switching crops and relocating crop production. We develop an approach to estimate the economic potential of crop reallocation using a Bayesian hierarchical model of yields. We apply the model to six crops in the United States, and show that it outperforms traditional empirical models under cross-validation. The fitted model parameters provide evidence of considerable existing climate adaptation across counties. If crop locations are held constant in the future, total agriculture profits for the six crops will drop by 31% for the temperature patterns of 2070 under RCP 8.5. When crop lands are reallocated to avoid yield decreases and take advantage of yield increases, half of these losses are avoided (16% loss), but 57% of counties are allocated crops different from those currently planted. Our results provide a framework for identifying crop adaptation opportunities, but suggest limits to their potential.

Abstract Much of the academic literature and policy discussions about sustainable development and climate change adaptation focus on poor and developing nations, yet many tribal communities inside the United States include marginalized peoples and developing nations who face structural barriers to effectively adapt to climate change. There is a need to critically examine diverse climate change risks for indigenous peoples in the United States and the many structural barriers that limit their ability to adapt to climate change. This paper uses a sustainable climate adaptation framework to outline the context and the relationships of power and authority, along with different ways of knowing and meaning, to illustrate the underpinnings of some tribes’ barriers to sustainable climate adaptation. The background of those structural barriers for tribes is traced, and then the case of water rights and management at the Wind River Reservation in Wyoming is used to illustrate the interplay of policy, culture, climate, justice, and limits to adaptation. Included is a discussion about how the rulings of the Big Horn general stream adjudication have hindered tribal climate change adaptation by limiting the quantity of tribal reserved water rights, tying those rights to the sole purposes of agriculture, which undermines social and cultural connections to the land and water, and failing to recognizing tribal rights to groundwater. Future climate projections suggest increasing temperatures, and changes in the amount and timing of snowpack, along with receding glaciers, all of which impact water availability downstream. Therefore, building capacity to take control of land and water resources and preparing for climate change and drought at Wind River Reservation is of critical importance.

Sediment availability and how sediment is exchanged within a coastal system are key components of coastal resilience, particularly for barrier islands. However, little is known about shoreface sediment distribution and geology, including to what extent it is linked to coastal change. Ultimately, understanding how natural and human-induced variability combine to influence shoreface sediment availability could provide insight to future coastal resilience to both storms and sea-level rise. To explore this, we used vessels and equipment adapted for very shallow water depths and conducted shoreface geophysical surveys along three barrier islands on the east coast of the United States with varying degrees of human intervention.Recorded Presentation from the vICCE (YouTube Link): https://youtu.be/5qF4EeTKTjg

This research highlights the mismatch between food security and climate adaptation literature and practice in the Global North and South by focusing on nested case studies in rural India and the United States during the COVID-19 pandemic. The United States is one of the wealthiest countries in the world, but also has one of the largest wealth gaps. Comparatively, India has one of the largest populations of food insecure people. To demonstrate how adaptive food security approaches to climate change will differ, we first review the unique climate, agricultural, demographic, and socio-economic features; and then compare challenges and solutions to food security posed by the COVID-19 pandemic. While both countries rely on rural, low-income farmworkers to produce food, the COVID-19 pandemic has highlighted how agricultural and food security policies differ in their influence on both food insecurity and global hunger alike. Emphasis on agricultural production in developing regions where a majority of individuals living in rural areas are smallholder subsistence farmers will benefit the majority of the population in terms of both poverty alleviation and food production. In the Global North, an emphasis on food access and availability is necessary because rural food insecure populations are often disconnected from food production.
